MEDICAL COUNCIL OF INDIA

AMENDMENT NOTIFICATION

New Delhi, the 22nd January, 2018

No. MCI-12(1)/2017-Med.Misc./169950.—In exercise of the powers conferred by Section 33 of the Indian
Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central
Government, hereby makes the following Regulations to further amend the “Minimum Qualifications for Teachers in
Medical Institutions Regulations, 1998”, namely:-

1 (i) These Regulations may be called the “Minimum Qualifications for Teachers in Medical Institutions
(Amendment) Regulations, 2018.”

(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In the “Minimum Qualification for Teachers in Medical Institutions Regulations, 1998”, the following
additions/modifications/deletions/ substitutions, shall be, as indicated therein:-

(i) In the “Minimum Qualification for Teachers in Medical Institutions Regulations, 1998” in table I under the
heading “REQUIREMENTS OF ACADEMIC QUALIFICATION AND TEACHING /RESEARCH
EXPERIENCE” in the column of ‘Teaching and Research Experience’ against the “Professor”, for all the
specialties, the following shall be added:

“The requisite experience for equating a Consultant or Specialist (after possessing postgraduate medical degree
in the subject) working in the concerned specialty in a minimum 300 bedded non teaching District Hospitals
owned and managed by State Govt/Central Govt. as Professor shall be more than 18 years with four Research

publication in indexed journal as Ist Author or corresponding author. Such Consultant or Specialist after joining
a medical college shall be called “Designate Professor” and on completion of three years experience in the
capacity of Designate Professor, such person shall be designated as “Professor”.”

(ii) In the “Minimum Qualification for Teachers in Medical Institutions Regulations, 1998” in table I under the
heading “REQUIREMENTS OF ACADEMIC QUALIFICATION AND TEACHING /RESEARCH
EXPERIENCE” in the column of ‘Teaching and Research Experience’ against the “Associate Professor”, for all
the specialties, the following shall be added:

“The requisite experience for equating a Consultant or Specialist (after possessing postgraduate medical degree
in the subject) working in the concerned specialty in a minimum 300 bedded non teaching District Hospitals
owned and managed by State Govt/Central Govt. as Associate Professor shall be more than 10 years with two
Research publication in indexed journal as Ist Author or corresponding author. Such Consultant or Specialist
after joining a medical college shall be designated as “Associate Professor”.”

Foot Note: The Principal Regulations namely, “Minimum qualification for Teachers in Medical Institutions Regulations,
1998” were published in Part-III, Section (4) of the Gazette of India on the 5th December, 1998, and
amended vide MCI notifications dated 16.3.2005, 21.7.2009, 28.10.2009, 15.12..2009, 3.11.2010, 4.11.2010,
8.7.2011, 11th June, 2012, 6th August, 2012, 20.4.2015, 11.03.2017, 08.06.2017.

Note: 1. The above said notification shall be applicable, if in future, if any 300 bedded non teaching District Hospitals
owned and managed by State Govt/Central Govt. is converted into a medical college/institute for imparting
undergraduate medical education, a candidate with postgraduate medical degree i.e. MD/MS/DNB should be
recruited as Sr. Resident and not as Consultant or Specialist and thereafter, the appointment of Assistant
Professor/Associate Professor/Professor in such medical college shall be made as per the standard norms.

2. This would be only a one time provision for non teaching District Hospitals owned and managed by State
Govt/Central Govt. during the establishment of their medical college, subsequently, the appointment of any
faculty would be as per the “Minimum Qualification for Teachers in Medical Institutions Regulations, 1998
(Amended till date)”
