#ारा यथा अपेि-त उसके #ारा संभा/य (cid:31)भािवत सभी /य ि%त य(cid:28) क" जानकारी के िलए (cid:31)कािशत (cid:4)कया जाता ह;ै

1. (1) इन िनयम(cid:28) का संि-9 त नाम क(cid:10)(cid:11)ीय मोटरयान िनयम (.......संशोधन) िनयम, 2015 ह ै।
(2) ये राजप6 म(cid:10) (cid:31)काशन क" तारीख से (cid:31)वृ$त ह(cid:28)गे ।

2. क(cid:10)(cid:11)ीय मोटरयान िनयम, 1989 (िजसे इसम(cid:10) इसके प:च ात् मूल िनयम कहा गया ह)ै म,(cid:10) िनयम 115ड. के
प:च ात् िन(cid:29) निलिखत िनयम अंत:) थािपत (cid:4)कया जाएगा, अथाAत् :—
“115च. ऊजाA उपभोग मानक – (1) मोटरयान(cid:28) का (cid:31)$य ेक िविनमातA ा या आयातकताA जो िनयम 126 के
अधीन % वाHीसाइ(cid:4)कल स े अI यथा कम स े कम चार पिहय(cid:28) के साथ (cid:31)कार अनुमो(cid:4)दत ह,ै याि6य(cid:28) के और उनके
सामान का वहन करने के िलए उपयोग (cid:4)कया जाता ह ै और जो नौ सीट(cid:28) से अनिधक, िजसके अंतगतA Hाइवर
क" सीट ह ै से बना ह ै और िजसका सकल भार 3500 (cid:4)कलोKाम स े अनिधक ह ै जो भारत म(cid:10) िवLय के िलए
िविनBमत या आयाितत ह ै (cid:31)थम अ(cid:31)ैल, 2017 को और से ऊजाA संर-ण अिधिनयम, 2001 के उपबंध(cid:28) के
अधीन भारत सरकार म(cid:10) ऊजाA मं6ालय क" अिधसूचना स.ं का.आ. 1032 (अ), तारीख 23 अ(cid:31)ैल, 2015 म(cid:10)
यथािविनMदN ट औसत इंधन उपभोग मानक(cid:28) के सबं ंध म(cid:10) ऊजाA उपभोग मानक(cid:28) का अनुपालन करेगा ।
(2) उपिनयम (1) का अनपु ालन सिु नि:च त करन े हते ु (cid:31)(cid:4)Lया समय-समय पर यथासशं ोिधत द)त ावजे सOं य ा
एमओआरटीएच /सीएमवीआर /टीएपी – 115/116 म(cid:10) यथाअिधकिथत होगी
(3) (cid:31)थम अ(cid:31)ैल, 2016 को या उसके प:च ात् िविनBमत या आयाितत उपिनयम (1) म(cid:10) िविनMदNट (cid:4)कसी यान
का (cid:31)$ येक िविनमाAता या आयातकताA यान पर Pयूल इकोनोमी )ट ार रे3टग (एफ ई एस आर) लेबल
िचपकाएगा, और पूवD%त (cid:31)कार के यान का Qापार करने वाला (cid:31)$येक Qौहारी िवLय केI(cid:11) पर िनRिलिखत
सारणी म(cid:10) यथािविनMदS प3रकिलत िविभT Pयूल इकोनोमी लेवल(cid:28) के िलए )टार रेUटग (cid:31)मुखतया (cid:31)दBशत

करेगी ।

(4) (क) Pयूल इकोनोमी )टार रेUटग का िडजाइन िनRानसु ार यथािविनMदS होगा :

(ख) लेबल(cid:28) का रंग, )क"म और आकार समय-समय पर यथासंशोिधत द)तावेज संOया
एमओआरटीएच/सीएमवीआर/ टीएपी-115/116 म(cid:10) यथािविनMदS ह(cid:28)गे ।

के िलए िविनमाAता #ारा अनुरोध पर आधा3रत लेबल(cid:28) और उनक" संOयाb का (cid:31)योग (cid:31)ािधकृत करेगा और
खंड (ख) म(cid:10) िविनMदS द)तावेज म(cid:10) यथािविनMदS उपयोग हते ु (cid:31)ािधकृत (cid:31)$येक लेबल के िलए फ"स (cid:31)भा3रत

NOTIFICATION
New Delhi, the 7th January, 2016
G.S.R. 17(E).—The following draft of certain rules further to amend the Central Motor Vehicles
Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section
110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of

section 212 of the said Act for information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on
which the copies of this notification as published in the Gazette of India, are made available to the public;
Objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary
(Transport), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-
110001.
The objections or suggestions which may be received from any person with respect to the said draft
rules before the expiry of the period aforesaid will be considered by the Central Government;
DRAFT RULES
1. (1) These rules may be called the Central Motor Vehicles (……Amendment) Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the principal rules), after rule
115E, the following new rule shall be inserted, namely:—
(1) “115F. Energy consumption standard—(1) Every manufacturer or importer of motor
vehicles which are type approved under rule 126, with at least four wheels, other than
quadricycles, used for carriage of passengers and their luggage and comprising not more than
nine seats including driver’s seat, and of gross vehicle weight not exceeding 3,500 kg,
manufactured or imported for sale in India, shall on and from the 1st April, 2017 comply with
energy consumption standard in terms of Average Fuel Consumption Standards, as specified in
Notification of Government of India in the ministry of Power number S.O.1072(E) dated
23rd April, 2015 under the provision of Energy Conservation Act, 2001.
(2) The procedure for ensuring compliance with sub-rule (1) shall be as laid down in Document
No.MoRTH/CMVR/TAP-115/116, as amended from time to time.
(3) Every manufacturer or importer of a vehicle specified in rub-rule (1) manufactured or imported
on or after 1st April, 2016 shall affix on the vehicle a Fuel Economy Star Rating (FESR) label,
and every dealer dealing in a vehicle of the aforesaid description shall prominently display at
the point of sale, the star rating for the different fuel economy levels, calculated as specified in
the TABLE below:

Wi= Unladen mass in kilogram of a model i in the respective fiscal year; and
FCi = Petrol equivalent fuel consumption in liter per 100 kilometer of a model i.
Provided that nothing in this rule shall prevent a manufacturer or importer of the vehicles
specified in sub-rule (1) to voluntarily display Fuel Economy Star Rating before the 1st April, 2016.

(4) (a) The design of Fuel Economy Star Rating shall be as specified below:

(b) The colour scheme and sizes of labels shall be as specified in Document
No. MoRTH/CMVR/TAP-115/116, as amended from time to time.
Note:- 1. In case of vehicles which are powered with more than one fuel, where one of the
fuels is Liquefied Petroleum Gas or Compressed Natural Gas, the star rating and
display of fuel economy in the Fuel Economy Star Rating label shall be based on test
conducted in Liquefied Petroleum Gas or Compressed Natural Gas mode, as
applicable.
2. International Centre for Automotive Technology, Manesar, Haryana, shall authorize
usage of labels and the numbers thereof, based on the request by manufacturer for
each vehicle model and its variant and shall charge fee for each label authorized for
usage as specified in the Document specified in clause (b).
