(Y & S)—~ Regulations laying down norms and standards for various teacher education programmes pronnulgated by che National Councit [or Teacher Education “provide for, inter-alia, the ‘ligibility criteria for appointment to teaching posts for various teacher educatioa programmes, For appointment to the post of lecturer concemniag degre lovol teacher ceucation programmes, NCTE regulations also include other qualifications as may be prescribed by regulatory bodies like the University Grants Commission. Due to, acute shortage of candidates fully eligible for such appointments, several representations have been received from degrce level teacher training instutions for relaxation of the requirement relating to passing of NET/ SLET, In order to make available adequate number of candidates for appointment to various teaching poste in teacher education institutions, thc National Council for Teacher Fauention hus decided to grant certain relaxation in this regard wilhout compromising the quality, Now, therefore, in exereise of powers conferred under Section 32(2)(u)fi, of the NCTE Acl,1993{ 73 of 1993], the Nationa) Council for ‘Twacher Fducation herchy makes the following regulutions, namely :- 1. Short Title and Commencement (1) These regutations may be called “The National Council for Teacher Rétication {the criteria for relaxntion im qualifications roquited for appointment to teaching posts in dlogree level teacher taining courses) Regutations, 2005 12) They shail come into force from the date of their publication sn the Official Gavete 2, Relaxation of Qualification for appointment to teachtug posts (2) Normalty no person shall be appointed to a teaching post for degree feve! teacher training coursc recognised by the National Council for Teacher Education, ic, Bk, M.Bd., TPEd, and MLPEd. courses, if he/she dues not fulfit the SIW-GAZLTTE OF INDIA: EXTRAORDINARY. esgc Ser. 2 a “ minimum qualifications presuribed in the norms and standards laid down by the National Council for Teacher Education for the particular course, However, in the event of non-availability af adequate number of stitable candidates, on the request of the applicant institution, grant of relaxation only with regard to passing of NET/SLET can be considered by the NCTE subject to the following conditions a) ‘The availability of vacancies was properly advertised in the National/Local Dailies or Rozgar Semachar giving full details of pay scale, dutics etc. to attract eligible eandidates Uy All the candidates cligible under normal conditions available for appointment bave been appointed and some posts still remain vacant. 4) The miaxstion would be considered only asa temporary measure for a period of 8 years permitting segular appointment subject t confirmation after the appointees becomes cligible on clearance of NET/SLBT/PR.D. ete. Relaxation of the requirement of NET/SLET can be made only by the competent authority in the Nabonal Council for ‘Teacher Education, ‘The request for relaxation would be considered by the said authority Taking into account sound justification based on the recommendation of the duly constituted Scloction Commities which considered the available applicanrs. A committce would be considered duly constituted only if at Teast ane expert nominaled by Gre concerned examining body/afilliating university/organivation is represented. therein, An inslilution organisation shall eubmit to the NCTE Hare its proposal socking such relaxation with regard 10 passing of NET/SLET in the prescribed format inunediately afer selecliort of the cligible candidates. Such cascs shall he considered by The committee(s) of at feast three experts, constitued by the Chairperson of the National Council for Teacher Education. The committee shall take into account all the relevant (actors including, inter alia, the comments of the Selection Committee and the documents furnished by the institution, for cecommending grant of relaxation or otherwise serie] ssc sea a” co) ro) (10) ay ‘The expert committee shail submit its findings for approval by the Chairpergnn, Letter of appoinimenr to the selected candidates prapased to be appointed on relaxed conditions shall be issued by the institution concerned only afler receipt of relaxation orcer from the National Council fr Teacher Edvealinn, In respect of teachers already working and requiting exemption from NET/SLET belore issuance of this notification, proposals for secking relaxation from the requirement of NET/SLET shall be submited t the headquarters of the Nationat Council for Teacher Education on the prescribed format along with the approval of the competent/appointing authority, within two months of the Publication of the notification. The candidates so appointed under the relaxed standards, a the earliest possible opportunity shall repister themsclves for PH.D. and complete their PA.D, within Give ycars of thcir appointment. The institution shell furnish 1o the National Council for Teacher Educatinn proof of registration of the candidate for Ph, D. within enc year from his/her appointment, Failure Lo comply with the provisions of these regulations may render the continuation of appoinunent en relaxed standards void.
