I met Yüksel in the early1980s when I wasworkingat the Middle East Technical University (METU). He came to our department to teach the PublicInternationalLawcourse.Irememberthatfirstdayverywell.Before Isaw him, Iheard hisfootsteps. Then,ablonde(grey-haired),sortoftall, chic,smilingmanwithapairofwittyblueeyesenteredmyroom.Hesaid: ‘Hi,IamYükselİnan’,sowemet.Forthenextthreeyearshecametoour faculty tooffer courses.Sometimes wewould have lunch together,sothat wegottoknoweachotherbetter,andourfriendshipgrewstronger. Hewasaverywarm-heartedperson.Healwaystookcareofthosearound himandtriedtohelpthemoutineverywaypossible.Mostimportantly,he did it in a very natural and sincere manner. When someone came to him with a problem, asking for his help, he would say: ‘Don’t worry. Hold on tight, we will eventually find a solution.’ He would ask some questions, listentotheanswerscarefully,thenwithasmileonhisface—remindingofa naughtychild—hewouldcomeupwithasuggestion. Another quality of his that I admired—besides his distinguished aca- demicpersonality—hadbeenhisenlighteningandsupportivementorship to his students and younger colleagues. Acting in good faith, he had vii viii FOREWORD alwaysapproachedtheminafriendlymanner,withloveandsupport;but never with prejudice. Many of Yüksel’s former students from the univer- sities of Gazi, Hacettepe, METU and Bilkent, who decided to pursue an academicpath,havenowbecomesuccessfulacademicians.Likewise,Ican say that there are hundreds of students who have grasped from Yüksel something about life besides academic knowledge, and who miss and rememberhimwithgratitude.Whatelsecantherebethatissowonderful thata scholar, ateacher can leave behind…? We had a small group including Yüksel, myself, Professor Burcu Bostancı and our past students from METU, Dr Serpil Güdül and Halil Kepoğlu. Sometimes, Professor Üstün Dikeç and Professor Galip İsen wouldalsojoinus.WheneverIwenttoAnkara,wewouldmeetfordinner at Kumsal Restaurant, enjoy a few laughs, and others in the restaurant wouldenvyus.Withthisgroup,wemetthreetimesinÇanakkale.Lastly, wecametogetherinFebruary2015.Werentedacarandvisitedtheruins ofTroy,Gallipoli,andtheNationalParksites.Whatisnowleftbehindis wonderfulmemories capturedin photos. Then,onedayearlyinthemorninginJuneofthatveryyear,whenIwas on the ferry from Çanakkale to Eceabat, my cell phone rang. Yüksel was calling.I answeredthe phoneasking:‘What’s up, youwouldn’t callmeso earlyinthemorning?’Alas,itwasnotYükselbuthiswifeNurdan.Shewas weeping. ‘Mete it is me. Yüksel will no longer call you. We lost him last night.Hepassed away from a heart attack.’ I said: ‘What, isYüksel dead!? Thismustbeajoke!’.Iwasintotalshock,unabletograspwhatwasgoing on.I just could not believewhat Iheard…Itwasonlytwo days ago,just before Father’s Day, that I called him and asked how he was doing. He repliedjoyfully:‘KidsarecomingfromIstanbulwithmygranddaughter,we aregoingtocelebrateFather’sDay.’Itwasobviousthathewasoverjoyed. Afterwards? I flew to Ankara. Dear Serpil and Halil picked me up, and we visited Yüksel’s family to pay our condolences. His home was full of visitors.Everyonewastalkingabouthim,sharingamemory.Onthedayof his funeral, despite the heavy rain, the huge crowd comprising of his former colleagues, students, friends and family filled the courtyard of the Kocatepe Mosque. When I think of that day, I recall all those wreaths, flowers and his enlarged photo by the side of his coffin that captured his eversmilingface.ItwasasifYükselwassayinggoodbyetohislovedones. Iwill always rememberhim smiling. Ahmet MeteTunçoku P A REFACE AND CKNOWLEDGEMENTS Tohonourhismemoryandexpresstheirgratitudeforhisvariouscontribu- tions to Turkish academia, Professor İnan’s former colleagues, research assistants and students, who are now faculty members in prominent Turkishuniversities,havewrittenthiscollectionoforiginalresearcharticles. As a respected Turkish professor of international law, he had taught for morethanthreedecadesinprominentTurkishuniversitiessuchasBilkent, Gazi, METU and, most recently, Hacettepe. From 1997 to 2004, he had also served as a legal adviser of the Turkish Ministry of Foreign Affairs, regarding issues of international law and the law of the sea. His main contributions to the literature include his works regarding the Aegean disputes, the legal regime of the Turkish Straits and the legal aspects of internationalwatercourses,besidesotherissuesrelatedtointernationallaw. This collection is an academic as well as a very personal one, reflecting the close and warm relationship between Professor İnan and his former colleagues and students. The contributions to this tome were inspired from Professor İnan’s objective and constructive approach, as well as his commitmenttothesettlementofbilateraldisputesingoodfaith,whichhe hadpassedontohisstudentsasamottofordecades.Thecontributorsof thisvolumehadcometogetherunderthemainthemeofTurkishforeign policy,withtheaimtopresentafreshandcriticallookatthepersistingand changingaspectsofTurkey’sbilateralandmultilateralrelations,aswellas to unveilunderexplored aspects.
