Serviceprovider:EntitythatofferstheLSAservicesforsubscription.Thenetworkoperatormaybetheservice provider. Servicesubscriber:Mobilesubscriber,whichsubscribestotheLSAservice.Inprinciple,ifanetworkprovidesLSA service,allusersareabletosubscribetothisservice. 3.2 Abbreviations Forthepurposesofthepresentdocument,thefollowingabbreviationsapply: LSA LocalisedServiceArea LSAID LocalisedServiceAreaIdentity CSE CamelServiceEnvironment 4 Main concepts 4.1 Localised Service Area definition ThenetworkoperatorcandefineaLocalisedServiceArea,LSA,consistingofacelloranumberofcells.Itispossible forthenetworkoperatortosetcertaincharacteristics/attributesperLSA.SomeLSArelatedattributesmaybemanaged aspartofcellmanagement,e.g.exclusiveaccess. TheLSAisidentifiedbyaLSAID.Itshallbepossiblefortheservicesubscribertodefineanameoneachofher allowedLSAs. ETSI (GSM03.73version7.2.0Release1998) 8 ETSITS101416V7.2.0(2000-01) 4.2 Subscriber information for Localised Service Area Forasubscriber,thenetworkoperatorortheserviceprovidercandefineoneormoreLSA(s)asallowedLSA(s).Itshall bepossibletoestablishanorderofprioritybetweentheallowedLSAsforagivensubscriberandifthesubscribershall havepreferentialaccesswithintheseLSAs.ItshallalsobepossibletodefinewhetheraccessoutsidetheallowedLSA(s) isallowedforasubscriber. SubscriberspecificLSAinformationisstoredandmanagedintheHLR.ApplicationrelatedLSAinformationisstored inappropriateserviceplatform,e.g.intheCAMELServiceEnvironment(seeannexA). InadditiontosubscriberdetailsintheHLRserver,itisalsonecessaryforsubscriberspecificLSAinformationtobe storedandmanagedintheSIM. SubscribersmayreceiveSIMcardswiththeinitialLSAdatastored.ThemanagementofLSAdataonSIMmaybe performedmanually(inwhichcaseSIMhastobereturnedtothenetworkoperatororserviceproviderforupdating),or overtheairinterfaceasdescribedinsubclause11.3. 4.3 Localised Service Area support in idle mode 4.3.1 Cell selection and reselection Acellreselectionmechanismasdefinedinsubclause11.4.2shallbeusedsothatwhencampingonacellinidlemode, thesubscriber'smobilestationfavoursthecellsbelongingtoherLSA(s).Themobilestationshallalwaysattemptto reselectacellinahigherpriorityLSA.CellsoutsidetheallowedLSA(s)shallhavethelowestpriority. 4.3.2 Localised service area indication Theservicesubscribercandefineaname(alphanumericname,icon,etc)foreachofherallowedLSAs.TheMSwill,in idlemodeandifrequiredbytheuser,indicatetotheuserthecurrentLSA.Theindicationmaybethenameofthe currentLSA,assetbytheuser.Theformofdisplayandindicationarelefttomanufacturer'schoice. 4.3.3 Exclusive access AnexclusiveaccesscellisacellbelongingtooneormoreLSAsandwithallowedaccessonlyforusershavingthis exclusiveaccesscellincludedinhis/herallowedLSAs.Otheruser'smobilestationsmustbepreventedfromusingthe celltoobtainanyservice,otherthanTS12(EmergencyCalls). 4.3.4 LSA only access ItshallbeBSS-controlledfunctionalitytopreventterminatedand/ororiginatedcallsoutsidethesubscriber'sallowed LSA(s).Emergencycallsarehoweveralwaysallowed. 4.4 Localised Service Area support in active mode 4.4.1 Localised service area indication Asanetworkoption,servicesubscribersmaybenotifiedatchangeofcurrentLSA.Thisnotificationshallbeperformed asdescribedinsubclause11.7.Theformofdisplayandindicationarelefttomanufacturer'schoice. 4.4.2 Resource handling Asanetworkoperatoroptionitshallbepossibletoalloworprohibitconnectionset-upandhandoverdependingonthe subscriber'sLSAinformation. Informationtobemadeavailabletotheradioresourceallocationfunctionandthehandoverfunctionareasdepictedin subclause8.2.2. AssignmentoftrafficresourcesinpreferentialaccessLSA'smay(networkoption)befavouredforsubscribershaving thiscellaspartoftheirallowedLSAs. WhenthesubscribersetsupacallinoneofherLSAs,thecellsbelongingtothatLSAcan(networkoption)befavoured whenhandoversarecarriedout. Handoverstoexclusiveaccesscellscan(networkoption)bepreventedforusersnothavingthecellaspartoftheir allowedLSA. ForauserwithLSAonlyaccess,handoversaswellasneworiginatingandterminatingcallsmay(networkoption)be allowed outside theallowedLSAs.Emergencycallsarehoweveralwaysallowed 4.5 Localised Service Area support in access control 4.5.1 Emergency Call setup TheEmergencyCallsetupshallalwaysbeacceptedbytheMSC. 4.5.2 Mobile Originating and Mobile Terminating Call setup TheMSCreceivestheLSAID(s)ofthecurrentcellfromtheBSCbeforethecallsetup.ThecurrentLSAcanbe selectedonthebasisoftheallowedLSA(s)inthesubscriberdata.DependingonthecurrentLSA,thenetworkmay continueasfollows: • TheMSCacceptsthesetupwithoutActivemodesupport,iftheactivemodeindicatorflagforselectedLSAis notset. • TheMSCacceptsthesetupwithActivemodesupport, iftheactivemodeindicatorflagforselectedLSAisset. • TheMSCstartschargingactivitiesforthecurrentLSA 4.5.3 (void) 4.5.4 Call unrelated services (Short message transfer, USSD, Supplementary Service management) TheMSCreceivestheLSAID(s)ofthecurrentcellfromtheBSCintheCOMPLETE_L3_INFO.ThecurrentLSAcan beselectedonthebasisoftheallowedLSA(s)inthesubscriberdataanditcanbeusede.g.forthechargingpurposes. Acompatiblemobilestationshallprovidethefollowingspecificfunctions: cellreselectionincaseofaLSAsubscription; notificationofthecurrentLSA. AmobilestationwithLSAcapabilityshallalsoprovidethecompletefunctionalityinordertoallowtheuseofphase2 services. Standardphase1andphase2mobilestationsinanetworkshallnotbeimpactedbythepresenceofLSAservicesinthat networkduetoLSAsignalling,alsoifthemobilestationisoperatedwithaSIMthatcontainsSoLSAfields. However,ifLSAisprovidedinanetwork,itcanbeappliedtonon-compatiblemobilestationsinthefollowingway: ForauserwithaLSAservicesubscriptionandwithLSAonlyaccess,supportisgivenforLSAonlyaccess,with exceptionofthenotification(LSAindication). ForauserwithaLSAservicesubscription,supportisgivenforLSAsinactivemode,withexceptionofthe notification(LSAindication). 6.1 Handling of mobiles in exclusive access cells Thenetworkshallbroadcastinformationthatthecellisusedforexclusiveaccess.Thisinformationisunderstoodonly bySoLSAcompatiblemobilestations. Inordertopreventnotallowedmobilestationstocamponexclusiveaccesscells,thenetworkmaybroadcasttheescape PLMNcode.TherealPLMNcodeisstillbroadcastbutonlySoLSAcompatiblemobilestationscanunderstandthe information. Ifalocation/routingareaupdatingrequestisreceivedinacellbroadcastingtheescapePLMNcode: • fromaSoLSAcompatiblemobilestation,thenetworkshallnotrejecttherequestbecauseofLSAsubscription. ETSI
