This volume-and companions in the series, "Interpretations of Ameri-
can History"-makes a special effort to cope with one of the basic
dilemmas confronting every student of history. On the one hand, historical
knowledge shares a characteristic common to all appraisals of human af-
fairs. It is partial and selective. It picks out some features and facts of a
situation while ignoring others that may be equally pertinent. The more
selective an interpretation is, the more memorable and widely applicable
it can be. On the other hand, history has to provide what nothing else does:
a total estimate, a multifaceted synthesis, of man's experience in particular
times and places. To study history, therefore, is to strive simultaneously for
a clear, selective focus and for an integrated, over-all view.
In that spirit, each book of the series aims to resolve the varied litera-
ture on a major topic or event into a meaningful whole. One interpretation,
we believe, does not deserve as much of a student's attention as another
simply becauset hey are in conflict. Instead of contriving a balance between
opposing views, or choosing polemical material simply to create an ^p-
pearance of controversy, Professor TePaske has exercised his own j"dg-
ment on the relative importance of different aspects or interpretations of a
problem. \We have asked him to select some of what he considers the best,
most persuasive writings bearing on the three American empires, indicat-
ing in the introductory essay and headnotes his reasons for considering
\07hen
these accounts convincing or significant. appropriate, he has also
brought out the relation between older and more recent approaches to the
subject. The editor's own competence and experience in the field enable
him to provide a sense of order and to indicate the evolution and com-
plexity of interpretations. He is, then, like other editors in this series, an
informed participant rather than a mere observer, a student sharing with
other students the results of his own investigations of the literature on a
crucial phase of American development.
