INTRODUCTION A well-planned transportation system is an asset to the economic and social well being of a growing community. It provides the means to transport people and goods from one place to another quickly and conveniently. A good system must not only meet existing travel demand, but must also keep pace with the development of the region. This report documents the process of developing the Thoroughfare Plan for the Town of Maxton. The proposed plan was developed following the basic principles of thoroughfare planning as described in Chapter 10 of this report. The recommended improvements represent the needs that were felt to be essential for the proper traffic circulation within the 1995-2025 planning period. From these recommendations, certain construction priorities shall be established . These priorities will be based on cost, maintenance needs, bridge adequacies, poor alignments, environmental impacts, and insufficient present and future roadway capacities. As conditions continually change, it is necessary for this thoroughfare plan to be updated. The recommended plan was adopted by the Town Board of Commissioners on October 12th, 1999 and by the North Carolina Department of Transportation on December 3rd, 1999. This plan, as shown in Figure 2-A, Page 2-5, will replace the 1977 Maxton Thoroughfare Plan. It will serve as an official guide in providing a well-coordinated, adequate and economical thoroughfare plan system for the Town of Maxton. Most of the proposed improvements will be the responsibility of the North Carolina Department of Transportation. However, the Town of Maxton can provide assistance in the implementation of the plan through subdivision regulations and zoning ordinances. 1-1
