Oneof these commitmentswas a project that he and John Campbell started thanks to their personal and professional relationships in Denmark. Many years ago they began to investigate how that small state managed to do so well in a world of increasing political and economic global ization.TheformerwassurethatDanishsuccessstemmedin largemeasurefromitsculturalhomogeneityandstrongsense ofnationalidentity.Thelatterwasconvincedthatithadmore todowiththeinstitutionalarrangementofitspoliticalecon omy. As it turned out, we were both right. But this led us to wonder how far we could generalize our thoughts to explain thefateofotherstates.Thisbookistheresult. Asreaderswillquicklysee,considerationsofnational identity and institutional arrangement constitute the princi palarcthatrunsthroughtheentirevolume.Ourcentralclaim isthatweliveinaworldofstatesdespitetheincreasingtempo of the global economy. Power is accordingly at the center of ourattention,bothasitexistswithinandbetweenstatesand as it has changed over time. We believe that power has economic, political, and ideological dimensions, and insist thatitcanbeeithercoerciveorcollective.Andweseeinstitu- tions as the expression of power.
