GOETHE PREFACE The present, the 104th, edition of THE STATESMAN'S YEAR-BoOK has, as always, tried to fulfil its aim to present a truthful and comprehensive account of the state of the world. In this year, when Canada celebratea the cen· tenary ofits federation, the constitutional development within the Common wealth of Nations has added three more independent members to their free association, namely Botswana, Lesotho and Barbados, now listed in their proper ehronologieal order. On the other hand, the obseure position of the self-governing colony Rhodesia has made it advisable to take this British territory out of the seetions dealing with both the dependent and inde· pendent divisions, and to plaee it by itself until an aeeepted solution of its status has been found.
