In 1863 the Victorian era had not yet run half its course ; the second Palmerston Ministry-the Government of the 'Triumvirate ' (Palmers ton, Russell and Gladstone)-was directing the affairs of the nation; income tax was 9d. in the £. In 1943 the nation, in conjunction with its 31 Allies, is fighting a war, grimmer than any in history, against the barbarians of modern times, in order to save from destruction the civil isation of the West to which the Victorian era made some notable contri butions. Directly or indirectly every country in the world is involved in the present conflict, and its political and economic situation is affected by the war. Once again it is the purpose of the YEAR-BOOK to reflect the prevailing conditions in all lands, and though the war has checked the normal flow of statistics, it is nevertheless surprising how many statis tical returns are available. These will be found incorporated in the present volume, including in particular much additional information about Soviet Russia (as well as a map of Russian railways) and the complete returns of the census taken in India on March 1, 1941. A bibliographical note in connexion with the 80th issue of THE STATESMAN'S YEAR-BOOK may be of interest. During its 80 years the YEAR-BOOK has had three editors-from 1863 to 1883, Frederick Martin; from 1884 to 1926, Sir John Scott Keitie (assisted by I. P.A. Renwick from 1895 to 1910, and by the present Editor, from 1911 to 1919, when he became joint Editor); and the present Editor since 1927.
