A daring undertaking by America to resurrect an old Battleship in an effort to hold a world conference in Lisbon, Portugal. Only China refuses to attend as things go from bad to worse under Military Dictatorship in that country. Only two of the surviving countries still consider conquest over rebuilding. China and Germany have an entirely different agenda.
