Preface As was true of its three predecessors, this latest volume in the Inter- American Politics Series grew out of a group of seminars that explored in depth and from all angles those themes and issues having a direct political impact on the lands and peoples of the Americas. The objective of these seminars has always been to establish a sense of real communication and exchange of ideas among diverse but highly knowledgeable groups of participants. The books later emerging from these discussions have been designed to reflect the collective thinking of many of the most outstanding authorities in the field of inter- American affairs. The seminars brought together social scientists as well as policymakers representing a wide range of intellectual and professional backgrounds, encouraging the broadest dialogue on those subjects deemed critical to an understanding of hemispheric politics. The aim of each volume in the Inter-American Politics Series is to reach beyond the seminar participants and the specialists to a wider public concerned about contemporary affairs in Latin America and the Caribbean. It is my hope that this book, along with previous and forthcoming volumes in the Series, will contribute significantly to ongoing research, practical problem-solving, and a climate of better understanding throughout the hemisphere.
