He has held a range of inter- national academic and government positions, including Special Director— Strategic Policy in Air Force Headquarters, Senior Defence Adviser in the Federal Parliament, the University of Amsterdam, the Strategic and Defence Studies Centre (ANU), and Sydney University. Cobb has also worked in the Australian Embassy in Washington DC and for a member of the U.S. House of Representatives. Considered an authority on asymmetric warfare, his analysis is regularly sought by the BBC, ABC, commercial TV News, news- papers and radio. Most recently, he was commissioned by SBS World News (broadcast nationally in Australia) as a military analyst providing commen- tary and analysis of the 2003 Gulf War for the nightly news. Arthur S. Ding is a Research Fellow at the Research Division III (China Politics) of the Institute of International Relations at National Chengchi University in Taipei, Taiwan. His research focuses on China security and defense issues. He has published China’s Military Theory in Change: 1979–1991 and Defense Industry Conversion in China, as well as numerous articles. He is currently a Fulbright Scholar associated with Harvard University’s Fairbank Center for East Asian Research. He obtained his Ph.D. in Government and International Studies from the University of Notre Dame in 1987. Michael Evans is Head of the Australian Army’s Land Warfare Studies Centre (LWSC) at the Royal Military College, Duntroon in Canberra. He has served on the staff of Australian Land Headquarters and in the Australian Directorate of Army Research and Analysis. Dr. Evans is a graduate in his- tory and war studies of the universities of Rhodesia (B.A. Hons), London (M.A.) and Western Australia (Ph.D.). He has been a Sir Alfred Beit Fellow in the Department of War Studies at King’s College, University of London and a Visiting Fellow at the University of York in England. He recently co- edited (with Alan Ryan) a major study of future war, Future Armies, Future Challenges: Land Warfare in the Information Age (Allen & Unwin, Sydney, 2003). He is currently writing a book entitled, Military Theory and 21st Century Warfare: The Legacy of the Past and the Challenge of the Future. Emily O.
