This book is the product of a long and exciting exploration, which
started in 2007, of the relationship between the European Union and
theCouncilofEurope.Numerouspeopleandinstitutionssupportedme
inundertakingthisresearchandthusenabledmetogaininsightsinto
what really drives cooperation between organizations. I would like to
takethisopportunitytoexpressmygratitudetoallofthem.
ThestudywasfundedbytheInstituteforAdvancedStudiesinVienna
in 2010. Besides the Institute for Advanced Studies, the University of
ViennaandtheUniversityofSalzburgfinanciallysupportedtheresearch
and enabled me to attend various conferences and present my work at
