The papers delivered at it have been revised for publication and two further papers were commissioned for this volume. I have a considerable number of people to thank for helping in the editing of this volume. In particular I should like to thank Mr Craig Londsdale, the computer officer of the Depart ment of Political Science at the University of Melbourne, for assistance in solving the many technical problems involved in editing a variety of discs using a range of programmes.
