The Drugged State of Punjab is a collection of two different experiences and two different perspectives of two different times in the life of two completely unrelated people, narrating the reality of drugs in Punjab through their experience in Punjab. It is written in two different parts, so as to give the reader a complete gist of the situation in Punjab.
The one by Anand takes you on a journey of a young change maker who wants to create a positive change in the society, by being part of designing political campaigns, which in turn work for the Last man. He has written it in the form of narration of his talks with several people across the state of Punjab. How he started his work in Punjab, how he wanted to work on the drug issue, what had he planned to do, how he got shocking revelations from people he talked to during his travels and how it changed him as a person. His writing gives you an insight into the minds of drug users, peddlers, local people, people suffering from the drug menace, politicians and peddler running the trade and actively supporting it. Into the minds of young boys and girls on how they are affected, how they fought it back and also into the economic, social and political impact of the drugs. All these through the conversations he has narrated with different people. On a more interesting part there is a lot of reflection on his part, which is clear in the book and also he has included the raw designs of the campaigns which he had planned to tackle the drug issue in Punjab, which anyone can use and start work from a small community level to a state level.
The other part by Shashi Kant gives you a historical as well as global perspective in explaining the drug trade in Punjab, so as to be able to relate to the what Anand has written. He has also explained how the near past political and social situation of Punjab is responsible for the current situation. His writing about his experience of working with the Government, within the system helps readers understand the strong and thriving POLITICIAN-DRUG SMUGGLERS-POLICE-CRIMINAL-ADDICTS NEXUS. He has also written about the time of Bhindranwale and how he was able to keep a check on drugs and other social evil, controversial, but a correct fact. His writing also tells about how the governments silence and inaction lead to the current sad state of Punjab. He has explained very well the link between international drug trade and Punjab, terrorism and drugs and the links of ‘Narco Terrorism’ with Pakistan’s ISI.
