THE CORPORATION OF THE TOWNSHIP OF SEVERN BY-LAW NO. 2014-81 BEING A BY-LAW TO ESTABLISH AND ADOPT AN OCCUPATIONAL HEALTH AND SAFETY MANUAL FOR THE CORPORATION OF THE TOWNSHIP OF SEVERN WHEREAS the Occupational Health & SafetyAct, R.S.O. 1990, Chapter 0.1, Section 25.-(2) (fl provides that an employer shall ensure the preparation and review at least annually a written Occupational Health and Safety Policy and develop and maintain a program to implement that policy; AND WHEREAS the Township of Severn has developed an Occupational Health & Safety Manual for the municipality; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF SEVERN HEREBY ENACTS AS FOLLOWS: 1. That the Occupational Health & Safety Manual for the Corporation ofthe Township of Severn is hereby adopted as provided for in Schedule “A” attached hereto and forming part of this By-law. 2. That this By-law shall come into force and effect on the date of passing thereof. 3. That By-law No. 2014-07 be and it is hereby now repealed. By-law read a first and second time this 6th day of November, 2014. By-law read a third time and finally passed this 6”’ day of November, 2014. Training records for each employee will be kept in the employee’s Human Resources File. I EVALUATION The Employer will review this Policy annually to ensure understanding and application. As a part ofthe annual Performance Evaluation, the Chief Administrative Officer, Managers and Supervisors will be evaluated on compliance with their Health & Safety responsibilities. a OCCUPATIONAL HEALTH AND SAFETY POLICY MANUAL Section: 2 EFFECTIVE DATE: July 2011fl Subject: Health & Safety Responsibilities & REVISION DATE: March 2Ofr Accountability Workers will be evaluated on Health & Safety responsibilities on an on-going basis by their supervisor and on their annual Performance Evaluation. As a responsible Employer, the Township of Severn will ensure compliance with these requirements through our Health and Safety Program. REQUIREMENTS FOR THE CORPORATION OF THE TOWNSHIP OF SEVERN: • In its capacity as the employer it is responsible for carrying out health and safety responsibilities and duties outlined through the delegation of these functions to individuals within the corporation. • Requires all individuals in the workiorce, at all levels and functions, to be responsible for understanding and carrying out health and safety responsibilities and duties as outlined. • Will provide procedures, which outline the health and safety responsibilities of various individuals. • Will provide a safe and healthy work environment that will be conducive in reducing the incidents of employee occupational injury and illness. • Will ensure each department implements an effective safety program, standards and procedures. • Will motivate employees to the highest possible level of concern for their own safety and that of otherworkers. • Will develop communications and maintain attitudes conducive to participation in health and safety activities. • Will involve workers through the operation of Joint Health & Safety Committees. • Will establish goals and measure progress in the program. REQUIREMENTS OF THE CORPORATION AS AN EMPLOYER: • Every precaution reasonable in the circumstances forworker protection is taken. • Compliance with all federal, provincial legislation and municipal policies and procedures. • Only a person over such age as may be prescribed be employed in or about the workplace. • A person who is under such age as may be prescribed is not knowingly permitted to work in or about a workplace. . OCCUPATIONAL HEALTH AND SAFETY POLICY MANUAL ,‘ d _,j Section: Appendix 2.1 EFFECTIVE DATE: July 201 1 Subject: Employer Health & Safety Responsibilities REVISION DATE: December 2012 • Prescribed measures and procedures are carried out in the work place. • A copy of the Occupational Health and Safety Act and any explanatory material prepared by the Ministry of Labour, both in English and the majority language of the workplace, outlining the rights, responsibilities and duties of workers is posted in each workplace. This will include Ministry of Labour and Workplace Safety & Insurance Board definition posters. • Information, instruction and supervision are provided to a worker to protect the health and safety ofthe worker. • When appointing a supervisor, a competent person is appointed. • Equipment, materials and protective devices as prescribed are provided. • Equipment, materials and protective devices are maintained in good condition. • Equipment, materials and protective devices are used as prescribed. All areas of the workplace, including a floor, roof, wall, pillar, support or other part of the workplace, are capable of supporting all loads to which it may be subjected, without causing the materials therein to be stressed beyond the allowable unit stresses established under The Ontario Building Code. • A worker, or person in authority over a worker is acquainted with any hazard in the work and in the handling, storage, use, disposal and transport of any article, device, equipment or a biological, chemical or physical agent. • Accurate records of the handling, storage, use and disposal of biological, chemical or physical agents as prescribed is kept and maintained. • Accurately kept and maintained records are made available to the worker affected by exposure to biological, chemical or physical agents as may be prescribed. • Monitoring is conducted at such time or times or at such an interval or intervals of the levels of biological, chemical or physical agents in the workplace and keep and post an accurate record thereofas prescribed. • A standard limiting the exposure of a worker to biological, chemical or physical agents, as prescribed, complied with. • Assistance and co-operation is afforded to a committee and/or a health and safety representative in the carrying out by the committee and the health and safety representative of any oftheir functions. • Occupational health services are established as prescribed for workers. • Where an occupational health service is established, the same is maintained according to the standards prescribed. • The Director and Managers and/or Supervisors are notified of any introduction prior to use of such biological, chemical or physical agents as may be prescribed.
