Abstract This article tries to conceptualize Blue Economy and Blue Economy Diplomacy in Bangladesh. It argues that the future of Bangladesh holds on the pursuit of BE objectives. In light of the increased BE challenges, i.e. piracy, IUU fishing, Bangladesh cannot ensure the proper utilization of BE potentials. In this context, Bangladesh needs cooperation from other states and non-state actors. Against this backdrop, there is no alternative but to pursue Blue Economy Diplomacy to increase opportunities in BE sectors and to mitigate conflicts arising around BE sectors. Thus, conceptualizing Blue Economy and Blue Economy Diplomacy merits serious attention. Keywords: Blue Economy, Blue Economy Diplomacy, Bangladesh, Piracy, IUU fishing, Sustainability. Introduction The aim of this paper is to conceptualize both Blue Economy (BE) and Blue Economy Diplomacy (BED) in the context of Bangladesh. BE is understood as the utilization of marine resources in a sustainable manner, ensuring the health of the ocean along with social equity or justice. This conception of BE has the potential to create significant transformations in Bangladesh, especially towards ensuring human well-being, social equity, and environmental protection. R. C. Brears (2021, p.44) puts that ‘the blue economy contributes to food security, poverty alleviation, incomes and livelihoods, employment, health, equity, and political stability’. Therefore, studying the components and prospects of BE becomes essential for Bangladesh, especially as it offers immense possibilities for the country. The paper argues that BED will be essential to execute the BE goals in Bangladesh.
