Most of this book’s manuscript was drafted during the Abe government, while observing the enactment process and deliberations of the Peace and Security Legislation in the Japanese National Diet, and working to a Diet member, Yasuhiro Nakagawa. First, I would like to express my appreciation to Yasuhiro Nakagawa (Komeito Legislator in the House of Representatives), Yusuke Onda (Policy Secretary in the House of Councillors), and Michio Kawahito (Former President of Komeito Secretary Association in the House of Representatives) for providing me this opportunity to research in Nagata- cho surrounded by academic and government sources. Second, I am grateful to special lectures on foreign and security policy by Makoto Iokibe (Emeritus Professor of Kobe University), Koji Murata (Professor and Former President of Doshisha University), Kazuhisa Ogawa (Professor of Shizuoka University), Kiyohiko Ota (Former Professor of the National Defense Academy of Japan), Tsuneo Watanabe (Senior Research Fellow of the Sasakawa Peace Foundation), and Kunihiko Miyake (Research Director of the Canon Institute for Global Studies) in the House of Representatives. Third, I am appreciative of Harald Baum (Professor of Max Planck Institute and the editor of Journal of Japanese Law) as well as Jannie Malan (Professor and the editor of African Journal on Conflict Resolution) for their permissions to utilize original articles for v vi ACKNOWLEDGMENTS Chaps. 4 and 7 in this book. I am also thankful to Jacob Dreyer, editor at Palgrave Macmillan, for his editorial support and advice as I completed and published this work. Fourth, I would like to show my appreciation to Paul Duffill (Assistant Professor of Toyo University), Thomas Wilkins (Senior Lecturer of Department of Politics and International Relations at the University of Sydney), Anne Mette Fisker-Nielsen (Lecturer of School of Oriental and African Studies at the University of London), and David Walton (Senior Lecturer of Western Sydney University who supervised my PhD program from 2007 to 2011) for their valuable comments on the final draft of the manuscript. However, any errors and mistakes are my own responsibility. Fifth, I would like to thank my family members in Aomori, and my friends in Japan, Australia, and other countries. Finally, I would like to express a special acknowledgment to Daisaku Ikeda (Founder of Komeito and Soka University) who has consistently inspired me to examine Japan’s pacifism and security policy and to explore Japan’s role in global peace and security. c ontents 1 I ntroduction 1 2 Prime Minister Shinzo Abe and the Proactive Contribution to Peace 9 3 The 15 Cases: Simulations for the Peace and Security Legislation 35 4 The Abe Government and the Right to Collective Self-D efense 65 5 The Domestic Implication: Japan’s Ballistic Missile Defense Policy 101 6 The Bilateral Implication: Development of the  Japan–USA Alliance 125 7 The Global Implication: Japan’s Peace Operations in South Sudan 147 8 The Abe Doctrine: Emergence of Japan’s New Grand Strategy 173 vii viii CONTENTS 9 C onclusion 197 Bibliography 203 Index 235 A bbreviAtions ADIZ Air Defense Identification Zone AIRBOSS Advanced Infra-Red Ballistic Missile Observation Sensor System AMM Aceh Monitoring Mission ASEAN Association of Southeast Asian Nations ASDF Air Self-Defense Force A2/AD Anti-Access/Area-Denial BMD Ballistic Missile Defense CBRN Chemical, Biological, Radiological, and Nuclear CLB Cabinet Legislation Bureau CSIS Center for Strategic and International Studies DPJ Democratic Party of Japan DSP Defense Support Program EEZ Economic Exclusive Zone GSDF Ground Self-Defense Force GSOMIA General Security of Military Information Agreement G7 Group of Seven HA/DR Humanitarian Assistance and Disaster Relief ICBM Inter-Continental Ballistic Missile IDPs Internally Displaced Persons IGAD Inter-Governmental Authority on Development INTERFET International Force for East Timor ISR Intelligence, Surveillance, and Reconnaissance JAXA Japan Aerospace Exploration Agency JCG Japan Coast Guard ix x ABBREvIATIONS JCP Japanese Communist Party JDA Japan Defense Agency JFIR Japan Forum on International Relations JICA Japan International Cooperation Agency JIP Japan Innovation Party LDP Liberal Democratic Party of Japan MDA Missile Defense Agency MDGs Millennium Development Goals MOD Ministry of Defense of Japan MOFA Ministry of Foreign Affairs of Japan MSDF Maritime Self-Defense Force NDL National Diet Library of Japan NDPG National Defense Program Guidelines NGO Non-Governmental Organization NHK Nippon Hoso Kyokai NIDS National Institute for Defense Studies NIRA National Institute for Research Advancement NPT Nuclear Non-Proliferation Treaty NSC National Security Council NSS National Security Strategy ODA Official Development Assistance PAC-3 Patriot Advanced Capability-3 PAC-3 MSE Patriot Advanced Capability-3 Missile Segment Enhancement PKO Peacekeeping Operations POC Protection of Civilians PSAJ Peace Studies Association of Japan PSC Peace and Security Council RAMSI Regional Assistance Mission to Solomon Islands RIMPAC Rim of the Pacific Exercise R2P Responsibility to Protect SCC Security Consultative Committee SDF Self-Defense Forces SDGs Sustainable Development Goals SDP Social Democratic Party SIPRI Stockholm International Peace Research Institute SLBM Submarine Launched Ballistic Missile SLOC Sea Lines of Communication SM-3 Standard Missile-3
