The Tennessee State Guard is an all volunteer organization. It has no federal mission, being responsible only to the governor of Tennessee and the orders of the adjutant general of Tennessee. Since all National Guard units are affiliated with regular federal forces, a call up by the president of all or a portion of the Tennessee National Guard would leave the governor with no military force at his disposal, either on a state-wide basis or in a particular area. The mission of the Tennessee State Guard would be to replace deployed National Guard units, becoming custodians of vacated armories, military facilities, and equipment left behind by departing units. Additionally, the State Guard would respond to any call by the governor for emergency State duty in the same manner that the National Guard does at the present time. The State Guard can also be used to augment the National Guard or assist the Tennessee Emergency Management Agency.
