(ii) Average annual financial turnover of at least Rs. 2.40 Crores during the last three years ending 31st March 2015. The same has to be certified by a certified Charter Accountant. INSTRUCTIONS TO CONTRACTORS 1. The intending bidder must read the terms and conditions of CPWD-6 carefully. He should only submit his bid if he considers himself eligible and he is in possession of all the documents required. 2. Information and Instructions for bidders posted on website shall form part of bid document. 3. The bid document consisting of plans, specifications, the schedule of quantity of various types of items to be executed and the set of terms and conditions of the contract to be complied with and other necessary documents can be seen and downloaded from website https://www.tenderwizard.com/goa. 4. Those bidders not registered on the website mentioned above, are required to get registered beforehand. If needed they can be imparted training on online bidding process as per details available on the website. 5. The intending bidder must have / obtain a valid Class-III digital signature to submit the bid. 6. On opening date, the contractor can login and see the bid opening process. After opening of bids he will receive the competitor bid sheets. 7. Bidder must ensure to quote rate of each item. The column meant for quoting rate in figures appears in sky blue colour (Rupees in words will be automatically taken). 8. In addition to this, while selecting any of the cells a warning appears that if any cell is left blank the same shall be treated as "0". Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall be treated as "0" (ZERO) & will be treated as incomplete tender & will be rejected outright. Also name of the bidder should be entered in respective cell 9. At the time of opening, the scanned copies of the Documents uploaded at the time of submission of tender will be verified with the physical/hard copies submitted and bids of only those contractors whose physical copy matches with the uploaded copies will be accepted for opening. 10. The Goa State Urban Development Agency, GSUDA invites online Item rate tenders from Eligible Contractors registered with the Goa State P.W.D/ Other State P.W.D/ C.P.W.D/ M.E.S and Contractors of Repute(CoR) for the work of Construction of Phase IV Market Complex at Bicholim in Sy. No: 11/79(part), 11/79-A, 11/80(part), 11/80-A of Bicholim Municipal Council” The enlistment of the contractors should be valid on the last date of submission of bids. In case the last date of submission of bid is extended, the enlistment of contractor should be valid on the original date of submission of bids. 1.1 The work is estimated to cost Rs. 8,03,09,828.00. This estimate, however, is given merely as a rough guide. 1.1.1 The authority competent to approve NIT for the combined cost and belonging to the major discipline will consolidate NITs for calling the tenders. He will also nominate Division which will deal with all matters relating to the invitation of tenders. For composite tender, besides indicating the combined estimated cost put to tender, should clearly indicates the estimated cost of each component separately. The eligibility of Tenderer will correspond to the combined estimated cost of different components put to tender. 1.2 Intending tenderer’s is eligible to submit the bid provided he has definite proof from the appropriate authority, which shall be to the satisfaction of the competent authority of having satisfactorily completed at least one, two and three works of appropriate amount of above nature in any semi-Government/Autonomous/ any Government Agencies in the last 5 financial years. 1.2.1 Conditions for Non-CPWD/PWD contractors only:- (i) Should have satisfactorily completed at least one similar work of above nature costing not less than Rs.6.43 Crores or two similar works of above nature costing not less than Rs. 4.82 Crores or three similar works of above nature costing not less than Rs. 3.21 Crores in any Government/Public Sector Undertaking/Autonomous bodies during the last five years ending March 2015. (ii) Should have average annual financial turnover of at least Rs. 2.40 Crores during the last three years ending 31st March 2015 duly certified by the authorized Chartered Accountant. 1.2.2 Deleted 1.2.3 To become eligible for issue of bid, the bidders shall have to furnish an affidavit as under:- I / We undertake and confirm that eligible similar works(s) has/have not been got executed through another contractor on back to back basis. Further that, if such a violation comes to the notice of Department, then I/we shall be debarred for bidding in GSUDA in future forever. Also, if such a violation comes to the notice of Department before date of start of work, the Engineer-in-Charge shall be free to forfeit the entire amount of Earnest Money Deposit/Performance Guarantee. The time allowed for carrying out the work will be 15 (Fifteen) Months from the date of start as defined in schedule ‘F’ or from the first date of handing over of the site, whichever is later, in accordance with the phasing, if any, indicated in the tender documents. 4. The site for the work is available. 5 The tender document consisting of plans, specifications, the schedule of quantities of various types of items to be executed and the set of terms and conditions of the contract to be complied with and other necessary documents except Standard General Conditions of Contract Form can be seen from website www.tenderwizard.com/GOA. 6. Earnest Money of ₹ 16,10,000.00 to be paid online through e-payment mode via NEFT/RTGS/OTC/debit card/credit card facility/net banking (Axis bank) with pre-printed challans available on e-tendering website and directly credit the amount to ITG account as generated by challan and upload the scanned copy of NEFT/RTGS/OTC/debit card/credit card / net banking (Axis bank) challan/ pay order along with the bid. 7.
