He holds a Dr. Ing. Degree from the Univeristy of Padua, an M.S. from the University of Minnesota and an Sc.D. from M.I.T. Harold A. Simon is currently Professor of Heat Transfer and Fluid Mechanics in the Energy Engineering Department of the University of Illinois at Chicago Circle. He received his Ph.D. at the University of Minnesota and his earlier education in England and South Africa. Vivian G. Cardwell is Assistant to the Dean of the College of En- gineering at the University of Illinois at Chicago Circle. She holds an M.B.A. from the University of Chicago, has held positions with the Federal Government and is coauthor of the book, "Women in En- gineering." Clarke H. P. Schneider is Assistant Professor in the College of Urban Sciences and Assistant Director of the Urban Systems Labora- tory in the College of Engineering at the University of Illinois at Chicago Circle. He received his M.S. and Ph.D. at Northwestern Uni- versity and an A.B. at Dartmouth College. PREFACE This study was performed under a grant from the National Science Foundation to the College of Engineering of the University of Illinois at Chicago Circle. The report is the result of the collaborative effort of many institutions and individuals. It was written by George Bug- liarello, Project Director, and Harold A. Simon, with the assistance of Vivian G. Cardwell and Clarke H. P. Schneider, who also coordinated the efforts of all the contributors, organized the Conference which constituted a phase of the study and edited the Conference proceed- ings. Major contributions to the direction and implementation of the study were made by Thomas W. Knowles and Joseph L. Schofer. Other major contributors were the members of the project steering committee and the technical working committee, consultants, the Con- ference participants, and the Director and Deputy Director of the Of- fice of Intergovernmental Science Programs of the National Science Foundation, M. Frank Hersman and Robert C. Crawford. The study was carried out in three phases. Phase I was devoted to the problems of developing models and associated studies of the in- teraction between the university (the school of engineering) and its environment. The individual studies carried out by the technical work- ing committee toward this end are reported in Appendix I, Project Reports. Phase II centered on a Conference (February 14 and 15, 1972), which gathered participants from throughout the country who were concerned with areas pertinent to the present study. The purpose of ix X Preface the Conference was to provide a critique of the project's progress at that time and to give direction for the conclusion of the project. The proceedings of the Conference consist of the project papers marked by asterisk in the Appendix I contents and all the papers contained in Appendix II. Phase III of the project focused on the development of mechanisms for increasing the interaction between the universities, or their col- leges of engineering, and the local region. The mechanisms proposed reflect the experience gained through the course of the study, the ideas put forth at the Conference, suggestions from consultants and information gathered from interviews with legislators, local govern- ment officials and civic leaders. All the engineering schools in Illinois and three government units actively participated in carrying out the project. They are listed below with the abbreviated designation given to each in the body of the re- port.
