KOMİSYONU DOKUZUNCU DÖNEM TOPLANTISI PROTOKOLÜ
Türk - Bulgar Ekonomik ve Teknik İşbirliği Karma Komisyonu'nun Dokuzun-
cu Dönem Toplantısı, Bulgar Heyeti Başkam, Bulgaristan Halk Cumhuriyeti Taşı­
macılık Bakanı Vasil Tzanov Başkanlığında 11 -14 Eylül 1984 tarihlerinde Sofya'da
yapılmıştır.
Türk Heyetine Türkiye Cumhuriyeti Devlet Bakanı Abdullah Tenekeci Baş­
kanlık etmiştir.
Ziyareti sırasında Sayın Tenekeci, Bulgaristan Halk Cumhuriyeti Devlet Kon­
seyi Başkanı Todor Zhivkov, Başbakan Grisha Philipov ve Başbakan Yardımcısı
Andrei Loukanov tarafından kabul edilmiş, Dış ticaret Bakanı Hristo Hristov ve
Milli Tarım Sanayi Birliği Başkanı Alexander Petkov ile görüşmüştür.
Toplantı aşağıdaki gündeme göre yapılmıştır.
Türkiye-Bulgaristan ekonomik işbirliğinin mevcut durumunun gözden ge­
çirilmesi ve bu işbirliğinin daha da geliştirilmesi için yeni görüşmelerin tartışılması,
Dostça ve yapıcı bir hava içinde cereyan eden görüşmeler sırasında, Karma
Komisyonun Sekizinci Dönemine ait Protokolün uygulaması derinlemesine gözden
geçirilmiş ve Türkiye Cumhuriyeti Cumhurbaşkanı Sayın Kenan Evren ile Bul­
garistan Halk Cumhuriyeti Devlet Konseyi Başkam Sayın Todor Zhivkov'un 1982
ve 1983 yıllarında biraraya geldiklerinde vermiş oldukları yönergeler ışığında ikili
ekonomik ilişkilerin genişletilmesi için gerekli düzenlemeler yapılmıştır.
Karma Komisyon, Bulgaristan Dışişileri Bakanı Petar Mladenov ve Taşımacı­
lık Bakanı Vasil Tzanov'un Türkiye'yi ziyaretleri sırasında yüksek düzeyde yap­
mış oldukları görüşmelerin ve iş çevreleriyle karşılıklı ziyaretlerin ikili ekonomik
ilişkilerin gelişmesini lehte etkilediğini not etmiştir.
Ticaret, enerji, tabii kaynaklar, makina imalatı, kimya sanayii, hafif sanayi,
üçüncü ülkelerde mühendislik faaliyetleri, tarım ve gıda sanayii, ulaştırma ve ha­
berleşme, turizm ve teknik işbirliği alanlarında görüşmeler yapılmıştır.
Karma Komisyon, Türkiye Cumhuriyeti ile Bulgaristan Halk Cumhuriyeti
arasında, bu alanlardaki işbirliğinde olumlu sonuçlar sağlandığına işaret etmiştir.
Aynı zamanda, Karma Komisyon, iki ülkenin ekonomik imkanları ve giderek artan
potansiyelleri ışığında, işbirliğinin genişletilmesi için azami sınırına kadar kullanıl­
ması gereken çeşitli imkanlar bulunduğu görüşündedir.
İncelenen dönemde, enerji ye tabii kaynaklar, ulaştırma ve haberleşme ko­
misyonlarının toplantıları başarıyla gerçekleştirilmiştir.
İncelenen dönemde imzalanan belgelerde saptanan hedeflerin gerçekleştiril­
mesini ve belirlenen alanlarda ekonomik işbirliğinin daha da genişletilmesi için
yeni imkanların kullanılmasını hızlandırmak amacıyla Karma Komisyon aşağıdaki
sonuç ve kararlara ulaşmıştır.
TİCARET
Karma Komisyon, ticaret hacminin artış kaydettiğini, ancak seviye ve kap­
samının, iki ülkenin mevcut potansiyelini yansıtmadığını ve bu seviyenin içinde
bulunulan yıl zarfında 200 milyon Dolara ve yakın bir gelecekte 500 milyon Dolara
çıkabileceğini belirtmiştir.
Karma Komite ayrıca, ticaretin istikrarlı, dengeli ve uzun vadeli olarak geliş­
tirilmesi ve çeşitlendirilmesi hususundaki arzusunu belirtmiştir.
Bu amaçla Karma Komite;
— Ticaretin geliştirilmesi imkânlarını araştırmak, düzenlemek ve bağlantı­
ları gerçekleştirmek üzere, Türk firmaları ile Bulgar kuruluşlarından, işadamları
ve uzmanlar heyeti arasında karşılıklı ziyaretlerin organize edilmesini,

— Sınır ticareti imkanlarının araştırılmasını,
— Türk-Bulgar Ticaret ve Sanayi Komisyonunun faaliyetlerinin yoğunlaştı­
rılması ve ikinci toplantısının Ekim 1984'de Sofya'da yapılmasını,
— İzmir ve Filibe Fuarlarına resmi iştiraklerden ve ihtisas sergilerinden mu­
kavele imzalamak içinde yararlanılmasını,
— İki ülke firma ve kuruluşları tarafından, ülkelerindeki mevzuat dahilinde
üçüncü ülke pazarlarına yönelik Türk-Bulgar ortak ihracat firmaları kurulması­
nın hızlandırılmasını kararlaştırmıştır.
Bulgar tarafı, Türkiye'nin yürürlükteki İthalat Rejiminin 12 nci maddesinin
iki ülke arasındaki ticaretin gelişmesinde güçlükler yarattığını belirtmiştir.
Türk tarafı, yürürlükteki İthalat Rejiminin güçlük yaratmadığını bilakis iki
ülke arasındaki ticaret hacmini arttırıcı yeni usul ve metodlar getirdiğini ifade et­
miştir.
Taraflar, ticari mübadelelerin geliştirilmesi ve üçüncü ülkelerde mühendislik
faaliyetlerini ilerletmek amacıyla Türk-Bulgar Bankası kurulması imkanlarının
araştırılması hususunu kararlaştırmıştır.
Karma Komisyon, iki ülkenin Ticaret ve Sanayi Odaları Birliklerine, üyeleri­
nin yaptığı mal teklifleri ve gelen talepler hakkında bilgi ve verilerin süratli ve et­
kili şekilde dağıtımı konusunda bir mekanizma geliştirmelerini tavsiye etmiştir.
SANAYİ İŞBİRLİĞİ
Karma Komisyon, iki ülke arasındaki sanayi işbirliğinin, Türkiye ve Bulga­
ristan ekonomilerinin mevcut gerçek potansiyellerine paralel olarak gelişmediğini
not etmişlerdir.
Karma Komisyon, aşağıdaki münferit sektörlerde sanayi işbirliğinin gelişti­
rilmesi için azami çabanın harcanması gerektiğini kararlaştırmıştır.
ENERJİ VE TABİİ KAYNAKLAR
Karma Komisyon, enerji alanında sağlanan sonuçları, özellikle, iki ülke ara­
sındaki elektrik iletim hattının planlandığı şekilde 220'den 400 kw'a çıkarılmasını
memnuniyetle kaydetmiştir. Bunun yanında, tabii kaynaklar alanındaki gelişmele­
rin tatminkar olmadığını belirtmiştir.
Enerji ve tabii kaynaklar alanındaki işbirliğini geliştirmek amacıyla Karma
Komisyon aşağıdaki hususları kararlaştırmıştır.
— Her iki taraf enerji ve tabii kaynaklar alanında uzun vadeli program üze­
rinde çalışacak ve bunun 1985 yılından itibaren tatbike konulması için gayret sar-
fedecektir. Bunun yanında, Türk - Bulgar Enerji ve Tabii Kaynaklar Karma Komis­
yonun Beşinci Dönem Toplantısında alman kararların tatbikine devam olunacak­
tır.
Bulgar tarafı, Türk firmaları ve Bulgar kuruluşları arasında madencilik, kur­
şun-çinko, bakır ve diğer madenlerin konsantrasyonu, mermer madenciliği ve iş­
letilmesi ve balık unu, balık yağı üretimi için anlaşmaya varılan müşterek şirket­
lerin Türkiye'de tescili hususundaki ilgisini belirtmiştir.
Her iki taraf, kanuni, idari ve mali mütekabiliyet esası üzerinden, müşterek
Türk - Bulgar şirketleri kurulmasının teşvikini kararlaştırmıştır.
Türk tarafı, müşterek şirketler konusunda girişimlerin bulunduğunu ve bun­
ların Türkiye'de kurulabilmesi için yetkili makamların konuyu iyi niyetle ve yuka­
rıda değinilen mütekabiliyet esaslarına göre yeniden inceleyeceğini belirtmiştir.
MAKİNA İMALATI VE ELEKTRONİK CİHAZLAR
Karma Komisyon, metal kesme makinaları, kesme aletleri, mekanik yükleme
teçhizatı ve elektrik sayaçlarında teknik işbirliğinin bazı güçlüklerle devam ettiğini
kaydetmiştir. Taraflar, güçlükleri bertaraf etmek için bu işbirliğinin ön ayar kont-

rollü metal kesme aletleri, elektronik aletler, elektronik elemanlar (—) ve elektro-
mekanik alanlarında iki ülkenin olduğu kadar üçüncü pazarların da ihtiyacım kar­
şılayacak şekilde yoğunlaştırılması ve genişletilmesi hususunda mutabık kalmış­
tır.
Karma Komisyon, Türkiye veya Bulgaristan'da sun'i kuwarts ve elektronik
komponentlerin müşterek imali imkânlarının araştırılmasını kararlaştırmıştır.
Her iki taraf, makina imalatı, elektronik ve elektro sanayii alanlarında, üçün­
cü ülkelerde müşterek mühendislik faaliyetleri için mevcut imkânlardan yararlan­
maları hususunda firma ve kuruluşlarım teşvik edeceklerdir.
KİMYA SANAYİİ
Komisyon, iki ülke arasında kimya sanayiinde işbirliği imkânları bulunduğu­
nu belirtmiş ve Bulgaristan ve Türkiye'deki ilgi duyan firmaları, bu alanda aşağı­
daki şekilde uzun vadeli bir işbirliğini gerçekleştirmeleri için teşvik etmeyi uygun
görmüştür.
— Haşere öldürücü maddelerin eczacılıkta kullanılan maddelerin, ilaçların,
uçan yağların, parfümlerin, kozmetik ve nivalinlerin vb. müşterek imali,
Her iki taraf, karşılıklı menfaat sağlıyacak projelere ait bir listeyi üç ay zar­
fında teati etmeyi kararlaştırmıştır.
Hafif Sanayi
Komite, hafif sanayi alanında işbirliği için gerçek imkânlar bulunduğunu
teyid etmiş ve iki ülkedeki kuruluş ve firmalara konfeksiyon, trikotaj, tuhafiye, bas­
kılı kumaş ve ayakkabı imalat sanayiinde ortak üretim, ve ticari işbirliği yoluyla
bu alandaki işbirliğinin geliştirilmesine yardımcı olmayı kabul etmiştir.
Karma Komisyon, Ticaret ve Sanayii İşbirliği Karma Komisyonunun Ekim
1984'de yapacağı müteakip toplantısında, işbirliği imkânlarını derinlemesine görüş­
mesini tavsiye etmiştir.
MÜHENDİSLİK, PROJE VE MÜŞAVİRLİK FAALİYETLERİ
Komite, üçüncü ülkelerde müşterek mühendislik, proje ve müşavirlik faali­
yetleri için gerçek şartların mevcut olduğunu, Türk ve Bulgar firmalarının bu
durumdan yararlanmaları için teşvik edilmeleri gerektiğini belirtmiştir.
TARIM VE GIDA İMALAT SANAYİ
Karma Komisyon, Tarım ve Gıda İmalat Sanayi Karma Komisyonunun top­
lantısının içinde bulunulan yıl sonunda Ankara'da yapılacağını kaydetmiştir.
Bu alanda işbirliğini yoğunlaştırmak amacıyla, Karma Komisyon aşağıdaki
konuları kararlaştırmıştır.
— İki ülkenin ilgi duyan firma ve kuruluşlarına, araştırma faaliyetlerindeki
ilişkilerin genişletilmesi ve tecrübe değişimi ile yeni teknolojilerin benimsenmesi,
meyva suları, meyva (sterlze) konserve sebze, soyulmuş domates, domates salçası,
kuru meyveler, balık unu, balık yağı ve balık konservesi gibi ürünlerin üçüncü ül­
kelerde ortaklaşa pazarlanmasında işbirliğine özel dikkat gösterilmesi,
— Tohumluk buğdayın, ayçiçeği tohumunun ve diğer tarım ürünlerinin or­
taklaşa üretimi,
— Hayvan yenlinin müşterek üretim ve pazarlamasında işbirliğinin teşviki,
— Serumların, aşıların, biyolojik maddelerin ve veteriner kontrolünde kul­
lanılan ilaçların üretim ve pazarlamasında müştereken çalışılması,
— Her iki ülkedeki firmaların, tarım ürünlerinin, gıda maddelerinin dinlen­
me ve beslenmelerini de kapsayacak şekilde canlı hayvanların üçüncü ülkelere sa­
tışı için ticari işbirliğinde bulunmalarının teşviki.

ULAŞTIRMA VE HABERLEŞME
Ulaştırma ve haberleşme alanında, Karma Komisyon, deniz, hava ve demir­
yolu taşımacılığı ve transit bağlantılardaki işbirliğinin gelişmesinde sağlanan olum­
lu neticeleri not etmiştir.
Karma Komisyon, Ulaştırma Komisyonunun Protokolünü teyid etmiş ve iki
ülke ulaştırma makamlarından, aşağıda kayıtlı en önemli düzenlemelerin uygulan­
masının izlenmesini istemiştir.
— Demiryolu idareleri yetkililerinin Ankara'da toplanarak, demiryolu ta­
şımacılığının azami ölçüde arttırılmasını teminen, kendileri ile ilgili organizasyon,
tarife ve işletme konularını görüşmeleri,
—İki ülkenin gümrük ve ulaştırma idareleri yetkililerinin Kapitan Andreevo-
Kapıkule'de toplanarak sınır istasyonlarındaki çalışmaların geliştirilmesi için alı­
nacak tedbirleri ve meseleleri gözden geçirmeleri,
— Bulgar Denizyolları Filosu (BMF), DSP «Bulfracht-, DPT «Inflot» ve D. B.
Deniz Nakliyat arasında, Varna'da dörtlü bir toplantı yaparak deniz nakliyatındaki
işbirliğini genişletmek imkanlarının görüşülmesi,
Trabzon - Burgaz ve diğer limanlar arasında RO - RO bağlantısının mümkün
olan en kısa zamanda işletmeye konulmasının, 1984 yılı sonunda iki taraf yetkilile­
rince görüşülmesi.
Her iki taraf, hava taşımacılığı alanında, mevcut meseleleri gözden geçirmek
ve ilişkileri geliştirmek üzere, iki ülkenin sivil havacılık idaresi temsilcilerinin en
yakın bir gelecekte toplanmaları hususunda anlaşmıştır.
Karma Komisyon, Mart 1984'de İstanbul'da yapılan Üçüncü Dönem Haberleş­
me Protokolünü onaylamış ve iki ülkenin posta ve telekominikasyon idarelerinden
aşağıdaki hususlarda gayret sarfetmelerini istemiştir.
Bulgar tarafı, İstanbul - Sofya ve İstanbul - Belgrad arasındaki telefon grup­
larının 1985 yılı Mart ayı sonuna kadar kurulması ve faaliyete geçirilmesi için çaba
gösterecektir;
— İstanbul - Sofya kooksiyal kablo sisteminin 1987 yılı zarfında tesisi için
dizayn çalışmalarının hızlandırılması,
— Diğer ülkelere transit bağlantılar için İstanbul - Odrin - Aida - Sofya kesi­
mindeki 1800 telefon ve bir TV kanalı kapasiteli radyo - röle hattının yapımının ça­
buklaştırılması,
— Yarı otomatik telefon sayısının arttırılması ve mümkün olan en kısa za­
manda tam otomatk telefon bağlantısının faaliyete geçirilmesi ve iki ülke arasında
GENTEKS servisinin açılması.
TURİZM
Karma Komisyon, 1984'de Ankara'da yapılan Onüçüncü Dönem Turizm Pro­
tokolünü not etmiş ve iki ülkenin kuruluşlarına Protokolün bir bütün olarak tat­
biki için çaba sarfına devam etmelerini tavsiye etmiştir.
DİĞER HUSUSLAR
Tunca Nehri üzerinde baraj kurulması konusundaki görüşmeler Türkiye'nin
Devlet Su İşleri Genel Müdürlüğü (DSİ) ile Bulgaristan'ın Aqrocomplect kuruluşu
arasında devam edecektir.
Heyet Başkanları tarafından paraf edilen Uzun Vadeli Program da müzake­
reler sırasında dikkate alınmıştır.
Söz konusu Program taslağı iki ülkenin yetkili makamlarının onayına sunu­
lacak, bilahare Türkiye Cumhuriyeti Başbakanı ve Bulgaristan Halk Cumhuriyeti
Başbakanı tarafından imzalanacaktır.

Karma Komisyon Onuncu Dönem toplantısının Haziran 1984'de Türkiye'de
yapılmasını ve kat'i tarihin diplomatik kanallardan saptanmasını kararlaştırmıştır.
14 Eylül 1984'de Sofya'da her ikiside aynı ölçüde geçerli İngilizce iki orijinal
kopya olarak yapılmıştır.

OF THE NINTH SESSION OF THE JOINT TURKISH - BULGARIAN
COMMITTEE FOR ECONOMIC AND TECHNICAL COOPERATION
The Ninth Session of the Joint Turkish - Bulgarian Committee for Economic
and Technical Cooperation was held in Sofia from 11 to 14 September 1984 under the
Chairmanship of Vasal Tzanov, Minister of Transport of the People's of Bulgaria,
head of the Bulgarian Delegation.
The Turkish Delegation was ledby Mr. Abdullah Tenekeci, Minister of State
of the Republic of Turkey.
The lists of the two delegations are in Annexes 1 and 2.
During his visit Minister Tenekeci was received by Todor Zhivkov, Chairman
of the State Council of the People's Republic of Bulgaria, Grisha Filipov, Chairman
of the Council of Ministers, Andrei Loukanov, Deputy Chairman of the Council of
Ministers.
He had meetings with Hristo Hristov, Minister of Foreign Trade and with
Alexander Petkov, Chairman of the National Agro - Industrial Union.
The Session was held under the following agenda:
Review of the current Turkish - Bulgarian economic cooperation and discussing
new ideas for its further development.
In the course of the discussion which were held in a friendly and constructive
atmosphere, a thorough review was made of the implementation of the Protocol of
the Eighth Session of the Joint Committee and the necessary arrangements were
made for expansion of bilateral economic cooperation in the spirit of the guidelines
given by His Excellency Kenan Evren, President of the Republic of Turkey and
His Excellency Todor Zhivkov, Chairman of the State Council of People's Republic
of Bulgaria during their meetings held in 1982 and 1983,
The Joint Committee noted the favourable impact on the development of the
bilateral economic relations of the visits paid to Turkey of H.E. Petar Mladenov,
Minister of Foreign Affairs and of H.E. Vasil Tzanov, Minister of Transport of the
PR Bulgaria and the high - level discussions they had with their colleagues, as well
as the exchanged visits of business circles representatives.
Discussions took place on trade, energy, natural resources, machinebuilding,
chemical industry, light industry, civil engineering activities in third countries,
agriculture and food-processing industry, transport and communications, tourism
and technical cooperation.
The Joint Committee pointed out that positive results were achieveh in the
cooperation between the Republic of Turkey and the People's Republic of Bulgaria

potential and the possibilities of the economies of the two countries, further
prospects exist for expansion of cooperation which should be used to the maximum
extent possible.
In the period under review, the sessions of the commissions on energy and
natural resources, communications, transport and tourism were successfully held.
With a view to speeding up the realisation of the objectives set in the docu­
ments signed during the period under review and the utilization of the new possi­
bilities for further expansion of the economic cooperation in the identified areas,
the Joint Committee reached the following conclusions and decisions:
TRADE
The Joint Committee stated that the volume of trade exchanges had increa­
sed, but its level and range do not reflect yet the potentialities of the two countries
and it feels that for the current year the same may reach 200 min. US dollars and
500 min. US dollars in the near future. The Joint Committee further expressed its
desire to assist the development and diversification of trade on a steady, balanced
and long - term basis.
To this aim the Joint Committee decided:
— mutual visits to be organised of groups of experts and businessmen from
Turkish firms and Bulgarian organisations to investigate the possibilities for expan­
sion of trade and conclusion of arrangements and transactions;
— the possibilities for carrying out border trade should be studied;
— the activities of the Joint Turkish - Bulgarian Commission on Trade and
industry should be intensified and their second meeting should be held in October
1984 in Sofia;
— the official participation in the Izmir and Plovdiv Fairs and in the organized
specialised exhibitions should be also used for the conclusion of contracts;
— the firms and organisations of the two countries should be urged for the
establishment of Joint export Turkish/Bulgarian firms in Turkey and Bulgaria, with
third - market orientation in compliance with the legislation of the two countries.
The Bulgarian side stated that Article 12 of the current Import Regime of
Turkey creates difficulties for the development of the trade between the two
countries.
The Turkish sire expressed that Article 12 of the current Import Regime does
not create any difficulties, on the contrary it brings new means and ways for
increasing the volume of trade between the two countries.
The two sides agreed, with a view to promoting the development of trade
exchanges and the engineering activities abroad, to investigate the possibilities for
establishment of Turkish/Bulgarian bank.
The Joint Committee recommended to the Unions of the Chambers of Com­
merce and Industry of the two countries to improve the mechanism for speedy and
efficient circulation of information and data on demanded and offered commodities
by their members,
INDUSTRIAL COOPERATION
The Joint Committee noted with regret that the industrial cooperation bet­
ween the two countries does not develop in line with the existing real potentiali­
ties of the economies of Turkey and Bulgaria.
The Joint Committee decided that maximum efforts should be made for the
development of the industrial cooperation in the individual sectors, as follows:

Energy and Natural Resources
The Joint Committee noted with satisfaction the achieved results in the field
of energy, particularly upon upgrading the electricity transmisison line between
the two countries from 220 to 400 kV. Along with this it states the unsatisfactory
development of cooperation in the field of natural resources.
With a view to improving cooperation in the field of energy and natural
resources, the Joint Committee decided that:
— the two sides should work out a long - term programme for cooperation
in the field of energy and natural resources and will make efforts to start its
implementation as from 1985. Along with this the impleentation of the commitments
undertaken at the Fifth Session of the Joint Turkish/Bulgarian commission on
energy and natural resources will continue.
The Bulgarian side expressed its concern upon the registration in Turkey of
the agreed between Turkish firms and Bulgarian organisations joint ventures for
mining and concentrating of lead - zinc, copper and other ores, marble mining and
processing and production of fish meal and fish oil.
The two sides agreed to encourage the establishment of joint Turkish/Bul
garian firms on the basis of legal, administrative and financial reciprocity.
The Turkish side stated that the already existing initiatives aiming to create
such joint ventures in Turkey will be reexamined by the Turkish authorities with
utmost good will according to the principle of reciprocity as referred to above.
Machinebuilding and Electronics
The Joint Committee noted that the technical cooperation in metalcutting
machines, cutting tools, mechanical handling equipment and electric meters con
tinues with somedifficultres. Both oides agred to do away with the diffuculties
with a view to intensifying and expanding this from of cooperation in tho
field of: pre-set control metalcutting machines, electronic apparatus, passive electro
nic elements and electromechanics to meet the demands of the two countries and
third markets as well.
The Joint Committee decided that the possibilities for joint production in
Turkey or Bulgaria of artificial quartz and electronic components should be studied.
The two sides will encourage their organisations and firms to take advantage
of the existing possibilities for joint engineering activities in third countries in the
field of machinebuilding electronics and electro - industry.
Chemical industry
The Committee stated that there exist real possibilities for cooperation bet
ween the two countries in the chemical industry and it will encourage the interested
organizations from Turkey and Bulgaria for the realisation of a long - term coopera
tion in this field, such as:
— Joint production of pest control substances, production of pharmaceu
ticals, medicines, essential oils, perfumery and cosmetics, nivalin, etc.
The two sides agreed to exchange lists within three months' time for projects
being of mutual interest to them.
Light Industry
The Committee confirms the existence of real possibilities for cooperation in
the field of light industry and it will assist the firms from both countries to develop
the same in joint production and trade cooperation in the field of ready - made
clothes, knitwear, haberdashery, shoe - making industry and cloth printing.
The Joint Committee recommends to the joint commission on trade and
industrial cooperation to discuss thoroughly the possibilities for cooperation at the
forthcoming session in October 1984.

Enqineering-, Designing and Consultancy Activities
The Committee stated that there exist real conditions for joint engineering,
designing an consultancy activities in third countries and it will urge the firms
from Turkey and Bulgaria for taking advantage of them.
Agriculture and Food-processing Industry
The Joint Committee noted that the session of the joint commission on agricul­
ture and food - processing industry will be held in Ankara by the end of the current
year.
In order to intensify cooperation in this area, the Joint Committee decided :
— to propose to the interested firms and organisations of the two countries to
keep on expanding the ties in the reseach activities, exchange of experience and
achievements, paying particular attention to cooperation, in adopting new technolo­
gies and joint producing and marketing to third countries of the output of canning
factories for juices, sterilized fruits, preserved vegetables, peeled tomatoes and
tomato paste, dried fruits, fish meal and oil, fish preserves;
— joint production of selected wheat seeds, sunflower seeds and other agri­
cultural crops;
— to encourage cooperation for joint production and marketing of animal
feed;
— joint studying, testing, production and marketing of sera, vaccines, bio-
substances and other medicines for veterinary control;
— the companies from both countries should be encouraged in organising
trade cooperation in sales to third countries of farm produce, food stuffs, live ani­
mals, including rest and fattening of the stock.
Transport and Communications
In the field of transport and communications the Joint Committee noted that
positive results were obtained in the development of cooperation in the maritime,
air and railway transport and transit connections.
The Joint Committee affirms the Protocol of the commission on transport
and asks the relevant transport authorities of the two countries to exercise control
upon the implementation of the most important arrangements, namely;
— experts from the two railroad administrations should meet in Ankara and
discuss the organisational, tariff and operational matters which concern them, with
a view to maximum increase of the railway carriages;
— competent customs and transport authorities from the two countries sho­
uld have a meeting at Kapitan Andreevo - Kapikule to consider the questions and
identify steps for the improvement of the work of the border stations;
— four - sided meeting is to be held in Varna between the Burganan Mari­
time Fleet (BMF), DSP «Bulfracht, DTP «Inflot» and D. B. Cargolines for discussing
the possibilities for expansion of the cooperation in maritime transport;
— by the end of 1984 experts of the two sides shoul discuss the matter on es­
tablishment of a Ro-Ro connection Trabzon - Bourgas and between other ports and
upon agreement the sides should proceed to put up the line within the shortest
time possible.
The two sides agreed to organize a meeting between the representatives of
their civil aviation authorities in the nearest future for reviewing the existing issues
as well as developing relations in the field of air transportation.
The Joint Committee approves the Protocol of the Third session on communi­
cations held in Istanbul in March 1984 and asks the administrations of the posts
and telecommunications of the two countries to make efforts for:

— the Bulgarian side will make efforts for erecting and putting into operation
of the telephone groups between Istanbul - Sofia and Istanbul - Belgrade by the
end of March 1985;
— speeding up the designing works for the construction of co-aixal cable
system Istanbul - Sofia in 1987;
— speeding up the construction of the second radio - relay line with a ca­
pacity of 1800 telephone channels and one TV channel in the sector of Istanbul -
Odrin - Aida - Sofia in order to meet the transit requirements of the othercount-
riest
— to increase the number of the semi - automatic telephone connections and
to put into operation the automatic telephone connections as soon as possible and
to establish GENTEX service between Turkey and Bulgaria as well.
Tourism
The Joint Committee took note of the Protocol of the Thirteetnh Session on
tourism held in April 1984 in Ankara and recommends to the organisations of the
two countries to continue their efforts for the implementation of the Protocol as a
whole.
Other Matters
Discussions on the dam at the Tundja River should continue between the
General Directorate of State Hydraulic Works (DSD of Turkey and Agrocomplect
of Bulgaria.
During the Session a draft of a Long - term Programme -was considered, which
Programme was initialled by the Chairmen of the two sides.
This draft will be submitted for approval by the respective competent aut­
horities of the two countries and later on it will be signed by the Prime Ministers
of the Republic of Turkey and the of the People's Republic of Bulgaria.
The Joint Committee agreed to hold its Tenth Session in Turkey in June 1985,
the exact date to be fixed through diplomatic channels.
