Hon’ble Chief Minister press statement, dated 10-01-2017. ORDER:—No.6, Revenue [DM 3(1)], 10th January 2017. Tamil Nadu receives rain fall from the North East Monsoon between the 1st October and 31st December. The average rain fall during this period is 440 mm. In the current year the State has received only 168.3 mm. which is 62% less than normal. The rainfall deficit in the 32 Districts ranges from 35% to 81%. [1 ] Ex-II-1(7)—1 2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 2. The Hon’ble Chief Minister of Tamil Nadu conducted a review of the drought situation in the state on 03-01-2017 and issued orders to the District Collectors for conducting the “Ground truthing’’ exercise in all the Districts of the state. The modalities for conducting the same were also approved. District level teams with Hon’ble Ministers and Senior I.A.S., Officers were formed to supervise and oversee the Ground truthing exercise and enable the submission of necessary reports to the Government. Field inspections were taken up by the District level teams and the report was submitted to Government on 09- 01-2017. 3. The Field inspections have revealed that, of the 16,682 Revenue Villages in the State, 13,305 Revenue Villages have been affected by drought. Of these, Ground truthing exercise was carried out in 1,564 Revenue Villages which revealed that 87% of the Crop has been affected by drought. This situation is likely to get worse in the ensuing months vide reference 4 read above. The Principal Secretary / Commissioner of Revenue Administration and State Relief Commissioner, in his letter 4th read above has recommended the declaration of Severe Drought in all the 32 Districts of the State. 4. Based on the reports furnished by the Districts level committee, the Hon’ble Chief Minister conducted a detailed review meeting on 09-01-2017 with the Hon’ble Ministers and senior officials. Based on the announcements made by the Hon’ble Chief Minister on 10-01-2017 the following orders are issued:- 1. As all the Districts in the State have received scanty rainfall during the North East Monsoon and since the criterion in the Manual for Drought Management, 2016 have been fulfilled all districts of the State are hereby declared as severely drought affected. 2. The land revenue to be remitted by the farmers in all the districts for the Fasli year 1426 is hereby waived. 3. The farmers are not in a position to repay their loans due to drought. Hence, steps will be taken to convert the crop loans availed by the farmers in the Co-operative and Commercial banks into medium term loans. All the District Collectors are instructed to issue modified Annavari Certificates required for this purpose expeditiously. A sum of Rs. 3,028 Crores has been disbursed as crop loans through the Co-operative Banks. Co-operation, Food and Consumer Protection Department will take necessary steps to convert the loans disbursed by Co-operative and Commercial Banks as medium term loans. 4. Vide G.O. Ms. No.380, Revenue [DM3(2)] Department, dated 27-10-2015, Farmers are entitled for relief for crop damages if the damage is to the extent of 33% and above. 5. The New Crop Insurance Scheme is being implemented in Tamil Nadu so as to enable farmers to get the maximum benefit even though the Government is incurring more expenditure for the same. The crop insurance premium contribution of the State Government for the previous year was Rs.40 crores only, but in the current year State Government has contributed Rs.410 crores for this purpose. The insured farmers will get compensation ranging from Rs.8000/- to Rs.50,000/- based on the type of crop, extent of crop loss and the district in which it is located. 6. Agriculture department will take necessary steps to expeditiously conduct Crop Cutting Experiments so as to assess the extent of crop damage due to drought and enable Insured farmers to claim crop Insurance from the Insurance company. 7. Animal Husbandry, Dairying and Fisheries Department will take necessary measures to ensure supply of Green fodder, Feed concentrate, Dry fodder and water to cattle at an estimated cost of Rs.78 crores. 8. Rural Development and Panchayat Raj Department will take steps to provide employment to Agriculture labourers and others who have been affected by drought. The number of working days under the National Rural Employment Guarantee Scheme will be increased from 100 days to 150 days. De-siltation of tanks, rejuvenation of ponds and de-silting of irrigation channels will be taken up at a cost of Rs.3400 crores. It is expected that Agricultural labourers affected by drought in rural areas will be provided employment with these measures. 9. Rural Development and Panchayat Raj Department will take up necessary drinking water supply, repairs and augmentation works to ensure availability of drinking water supply in the drought affected villages and rural areas at an estimated cost of Rs.350 crores. 10. Municipal Administration and Water Supply Department will take up necessary drinking water supply, repairs and augmentation works to ensure availability of drinking water supply in the drought affected urban areas at an estimated cost of Rs.160 crores. 11. Forest Department will take up works to ensure food and water supply to wild animals and Forest areas affected by drought at an estimated cost of Rs.5 crores. Public Works Department will take up works of constructing sub surface reservoirs, sub surface dykes and other water conservation works at an estimated cost of Rs. 25 crores. 13. It has been reported that 17 farmers have committed suicide in the past two months. Even though these suicides have been committed for various other reasons, as a measure of welfare for the families of the deceased a sum of Rs.3 lakhs per family of the deceased will be paid from the Chief Minister’s Public Relief Fund. 5. Based on the orders issued in paragraph 4 above, the Head of Departments are requested to send necessary proposals for sanction of funds to the State Government through the State Relief Commissioner and Principal Secretary/ Commissioner of Revenue Administration as per the guidelines of the State Disaster Relief Fund. 6. The District Collectors and Heads of Departments are requested to send necessary progress reports in the prescribed format to the State Government through the State Relief Commissioner and Principal Secretary / Commissioner of Revenue Administration. The State Relief Commissioner and Principal Secretary / Commissioner of Revenue Administration is requested to consolidate these progress reports and send the same to Government for necessary action. 7. The Monitoring Officers appointed vide G.O. first read above, are requested to review the progress of works and submit monthly progress reports on the announcements in this G.O. The monthly progress reports may be sent from February 2017 onwards to Government. 8. Drought Declaration Certificate Drought Declaration Having taken into account the conditions as arising from rainfall deficiency, decline in the availability of ground and surface water, poor crop conditions, and parameters related to remote sensing and socio-economic parameters etc., ascertained the distress situation that is likely to develop in the areas affected by these conditions through sample field verification, and, on the basis of reports available from the Collectors of concerned districts, the State Government has decided to declare drought of a severe nature in all 32 Districts in the State (list enclosed). The declaration of drought would come into effect on 10.01.2017 and would continue to be in effect for six months from this date unless revoked earlier by an order of the State Government.
