The Consent Agenda is acted upon by one motion and vote of the Council. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Council Member or Citizen with consent of Council. Public Comment Period • Agenda is tentative and is subject to change up to and including the time of the meeting. • Addressing Item on Agenda: Prior to the Meeting, please complete the Sign-up Sheet located in the Lobby area. Each speaker will be limited to three minutes. • Addressing Item Added to Agenda during Meeting: Please raise your hand during the item you wish to address. Each speaker will be limited to three minutes. • Cell Phones/Pagers: As a courtesy, please turn off cell phones and pagers while Meeting is in progress. • Rules Governing the Public Comment Period During Regular City Council Meetings( Resolution R-2005- 35): 1. A Public Comment Period shall be placed on the agenda of each Regular City Council Meeting. Said Agenda item shall occur at the end of the Agenda but before any Closed Session held at the end of the meeting. 2. Each person desiring to speak during the Public Comment Period shall sign up to speak prior to the start of the Meeting on the form provided by listing their name and topic on which he or she will speak. 3. A total time of 30 minutes will be allotted for the Public Comment Period at the end of which those who signed up to speak may be requested to hold their comment until the next regular Public Comment Period during which they will be given priority for comment. Council, in its discretion, may extend the time allotted for Public Comment. 4. Each speaker shall be allotted up to three minutes to speak which shall be strictly observed unless otherwise extended at the discretion of the Council. 5. Speakers shall at all times maintain proper decorum and shall make their comments in a civil manner. Speakers shall remain at the podium to make comments and not approach Council or staff without the express invitation of the Mayor or presiding officer. 6. At the request of Council, groups of persons supporting or opposing the same positions may be asked to designate a spokesperson to speak. 7. Speakers shall not speak on any topic which is the subject of a public hearing on the same agenda. 8. Council will refrain from engaging in a dialogue with speakers except to the extent necessary to clarify the speaker’s position. 9. No formal action will be taken by Council during the same meeting on any matter which was initially introduced during the Public Comment Period. 10. Robinson, City Clerk SUBJECT: Recognition of Eagle Scout Malcolm Elijah Shepard SUMMARY STATEMENT Recognition of Eagle Scout Malcolm Elijah Shepard at the request of Council Member Surluta Anthony. REVIEW Malcolm Shepard is a member of Boy Scout Troop #276 in Indian Trail. Mr. Shepard earned the rank of Eagle Scout on June 12, 2017. RECOMMENDATION Council Member Anthony has requested that City Council recognize Mr. Shepard on this accomplishment. 7 STAFF REPORT TO: City Council VIA: E.L. Faison, City Manager PREPARED BY: Sheila Couick, Administrative Assistant SUBJECT: Recognition of Fire Chief Ron Fowler SUMMARY STATEMENT City Council is requested to recognize Fire Chief Ron Fowler as being installed as President of Southeastern Association of Fire Chiefs. REVIEW Chief Ron Fowler was recently installed as President of the Southeastern Association of Fire Chiefs. The Southeastern Association of Fire Chiefs is a division of the International Association of Fire Chiefs and consists of membership from 10 states; including North and South Carolina, Virginia, West Virginia, Tennessee, Kentucky, Georgia, Florida, Alabama and Mississippi. Chief Fowler served as North Carolina’s representative on the 15 member Board of Directors prior to being elected as 2nd Vice-President in 2015. He then ascended to 1 st Vice-President and is now serving a one year term as President. Chief Fowler also previously served as President of the North Carolina Association of Fire Chiefs. RECOMMENDATION City Council is requested to recognize Chief Ron Fowler on this achievement. 8 STAFF REPORT TO: City Council VIA: E. L. Faison, City Manager DATE: August 15, 2017 FROM: Ron Fowler, Fire Chief PREPARED BY: Sheila Couick, Administrative Assistant SUBJECT: Fire Department Reaccreditation SUMMARY STATEMENT City Council is requested to recognize the Fire Department on the accomplishment of being reaccredited by the Commission on Fire Accreditation International. REVIEW The Monroe Fire Department has been reaccredited by the Commission on Fire Accreditation International (CFAI) for meeting the criterial established through the Commission’s self- assessment and accreditation program. The department was evaluated by a peer assessment team in May and awarded accredited agency status by the Commission last month. Mayor Kilgore and City Manager Larry Faison accompanied Chief Officers of the Fire Department in representing the fire department at the Commission hearing. The CFAI process is voluntary and provides an agency with an improvement model to assess their service delivery and performance internally and then works with a team of peers from other agencies to evaluate their completed self-assessment. The accredited agency status is good for five years provided that annual compliance reports are submitted and approved. REVIEW Master Police Officer II Monique Holt completed the School Resource Officer Certificate Program through the North Carolina Justice Academy on June 1, 2017. RECOMMENDATION City Council is requested to recognize Officer Holt on this achievement. 10
