SUMMARY REPORT ABM University Health Board Quality and Safety Committee Meeting On: 22nd JUNE 2016 AGENDA ITEM:4.2 Annual Quality Statement (AQS): Progress Update Subject Prepared by Ms Lesley Bevan, Assistant Director of Nursing Approved & Mr Hamish Laing, Medical Director Presented by Professor Rory Farrelly, Director of Nursing and Patient Experience Purpose The purpose of this paper is to provide the Quality and Safety Decision Committee with a copy of the first draft of the 2015-16 Annual Approval X Quality Statement (AQS), and to seek the committee’s comments Information and feedback. It is a statement from the Board to its public that provides an opportunity for the Health Board to let the communities it serves know, in an open and honest way, what it is doing and how it is making the best use of its resources to provide and deliver safe, effective and user/patient-centred services - ensuring that care is dignified and compassionate. Previous feedback from Welsh Government has informed us that the page count of 30 pages is a guide rather than prescriptive, that pictures and info-graphics are welcomed as are patient stories An Editorial Board, established in December 2015 agreed the cover, outline and content of the 2015/16 AQS (Appendix 1 – AQS Draft 1, enclosed separately) which was presented to the Editorial Advisory Group in May and will be presented to the Stakeholder Reference Group on July 6th. Previous engagement with the Stakeholder Reference Group in January 2016 was successful and the group gave very positive feedback of last year’s AQS but would like more pictures and tables and for it to be written in more simple language. The first draft contains all agreed content which will need to be refined according to feedback. Further editing and graphics will be completed to ensure flow and overall appearance so that it is aesthetically pleasing to the public. Key Recommendations It is recommended that the Quality and Safety Committee provides comments on the final draft of the 2015-16 AQS Assurance Framework The AQS is a key strand of the Health Board’s assurance arrangements. It provides an opportunity for the Health Board to let its population know, in an open and honest way, what it is doing to and how it is making the best use of its resources to provide and deliver safe, effective and user/patient-centred services - ensuring that care is dignified and compassionate Next Steps Following feedback from the Quality& Safety Committee, Audit Committee and key stakeholders, the AQS will be amended and the final draft will be presented to the Quality and Safety Committee at the August meeting prior to being printed in English and Welsh. The following will also be available:  Electronic versions in English & Welsh (other languages on request)  Easy Read Summary Version (English only)  Talking Book, English and Welsh  BSL signed video  Large print version on request (standard versions will use Arial 14 for text & Arial 16 for headings minimum) The key headlines from the AQS will be distributed via Face book and Twitter and A3 and A4 posters with the key points from the AQS will be produced for use in hospitals and GP surgeries. Our values are central to our mission to deliver effective and efficient healthcare in which patients and service users always feel safe, cared for and confident. They underpin our strategic aims to develop healthier communities and deliver excellent patient outcomes and experience through a fully engaged and skilled workforce, strong partnerships and effective governance. During 2015 our focus has been on raising awareness of our values with the people who deliver care across ABM, this has involved teams having conversations about what values mean to them and the impact they have on delivering the best experience for our patients. A recent (February 2016) staff survey identified that 91% of respondents were aware of our values and believed they demonstrated them in their work. 59% of respondents believed our values make a difference to patients and 42% believed our values make a difference to staff experience. This is a significant achievement across an organisation as large and diverse as ABMU in such a relatively short time. 3 Throughout 2016/17 we will be working further with our staff to understand the impact of our values on: • How patients feel about their experience, how they feel involved, informed, cared for, supported, confident in our care • How satisfied our patients feel overall - likelihood to recommend ABMU as a great place to receive care. ARCH ARCH (A Regional Collaboration for Health) is a unique collaboration project between our Health Board, Swansea University and Hywel Dda University Health Board. ARCH is a visionary project bringing health & science together to improve the health, wealth & wellbeing of the people living across the whole of South West Wales. ARCH is working within four key areas: • Health: To create a healthcare system fit for the 21st Century • Enterprise: We aim to drive inward investment in the region and create new jobs to boost economy of South West Wales “The ARCH Programme has made good progress during • Skills: We will skill up the next generation of clinicians, researchers, scientists, the last year and I hope this academics, innovators and leaders Welsh Government support will help to maintain the • Research: We will continue to lead the way in Life Science research and innovation pace.” Running through all of these aims is innovation and collaboration (Health Minister, Mark Drakeford) 4
