'pll April 25, 1991 SUMMARY OF COMMENTS ON EFFECTIVENESS OF CHAPTER 2 IN IMPROVING EDUCATION IN THE SCHOOLS FROM EVALUATIONS 1989-90 At this date, the Office of Public Instruction has reviewed 393 Chapter 2 program evaluation reports for the 1989-90 school year. School districts were almost unanimous in their belief that programs funded by Chapter 2 were effective in improving education. The evidence for their statements included increased student and staff morale, increased attendance, updated and expanded instructional methods, improved school atmosphere, comments by teachers and parents, and higher test scores. Thirty seven reports specifically mentioned improved scores on achievement tests. Many others said students were doing better, were more excited about learning, and have acguired more skills as a result of Chapter 2 purchases Many districts appreciated the opportunity to purchase computers and other technological eguipment that would not otherwise be available to them. The following statement is typical of many of the comments: "Being a rural school, there would have been no possible way that this school would have been able to purchase a computer without the help of Chapter 2. The children are always very excited about using their new computer, it has helped them to keep up on computer skills compared to children who have access to one everyday in the schools in the towns." No district reported that Chapter 2 was not effective in some way. The two negative comments related to the funding mechanism itself. One district stated that the federal government should not determine priority areas for local spending. The other did not think there should be any paperwork associated with receiving the funds. "Just be sure to get monies to us on time to make our payroll. 2. "The new due date for the application will aid in giving more time to plan effectively." (the October deadline, or the one month extension??) 3. "I would advise to send out recommendations on what Chapter 2 funds can be used to purchase, it can sometimes be confusing, and being a new clerk for this school district I would very much be interested in such recommendations." 4. "The process of state red tape and bureaucracy (budget amendment, authority to spend, bidding, etc.) kept us from getting the goods we needed for the 1989-90 school year. The funds were obligated 5/29/90 and we expect delivery in a month." 5. "I found the method of disbursements this year awkward and would prefer the method used in the previous year." 6. "...Would like to see a synopsis of how other districts are utilizing Chapter 2 funds, especially innovative methods/programs. " " " 7. "Would like to see materials distributed earlier...." 8. "Please coordinate the program codes with the funding codes. 9. "...(providing) necessary application materials early in the year would enhance greater involvement by staff and parents in the use of these monies." 10. "If possible, we would like earlier notification of acceptance and amount of the allocation." 11. "The directions for use areas on expenditure account codes are very difficult to relate to the form. Clearer directions would be an improvement." 12. "Check to see that this form is sent to each school. No one in the central office here has seen this form before. 13. "It is respectfully suggested that the evaluation form be sent with the rest of the forms." 14. "Don't skip annual training sessions for local administrators of Chapter 2 programs." 15. "... (would like to see) workshops initiated for newcomers to administration/filing procedures." Programmatic complaints and comments: 1. "I ask those in the OPI to resist efforts of the federal government to dictate spending priorities to local districts. 2. "The state needs to be less nosey in terms of the various uses of Chapter 2 monies. It has projected the false image that schools in Montana are habitually taking advantage of the program, when that is not true." 3. "Participation of non-public is still a pain. They reguested money but refused to spend it." 4.
