An ITIM framework is proposed, which addresses three key elements of ITIM: what decisions are to be made, who should make the decisions, and how decisions are to be made and monitored. ITIM is a management process that provides for the identification (pre-selection), selection, control, and evaluation of business driven IT investments across the investment lifecycle. Chapter II An Information Technology Planning Framework for an Industry Cluster ..........................................23 Albert Wee Kwan Tan, National University of Singapore, Singapore This chapter describes an industry approach to IS Planning that has been used effectively in Singapore to develop the IT capabilities of each industry. More specifically, the different stages in planning and executing an industry scale IT project for supply chain management are discussed here based on an example from Singapore. This generic framework proposed can be used in any industry where IT plays a strategic role for industry transformation. Chapter III Strategic Market Driven IS/IT Planning Model ....................................................................................39 Teay Shawyun, Assumption University of Thailand, Thailand This chapter proposes an externalized approach to IS Planning by identifying the market driven needs through the firm’s value proposition to the customer derived from the product/service consumption. The market based push-pull framework is to ensure that the push strategy of the firm in what it wants to offer and at a price that it intends to offer is matched with the pull strategy of the market in what it wants to buy and at a price it is willingly to pay. A case study of how a university revamp its Informa- tion Management System by aligning the external and the internal elements is used to illustrate this reconciliation in its market driven IS/IT planning. Chapter IV Fuzzy Modelling for Integrated Strategic Planning for Information Systems and Business Process Design ......................................................................................................................................59 Dimitris K. Kardaras, Athens University of Economics and Business, Greece Bill Karakostas, City University, UK This chapter describes a new approach to utilize a Fuzzy Cognitive Map to align strategic objectives with IS opportunities that exist at the level of business processes. It exemplifies fuzzy cognitive map- ping in SISP, and illustrates how the strategic alignment between the business and IT domains can be realized. Section II Information Technology Portfolio Management Chapter V IT Portfolio Management: A Holistic Approach to Outsourcing Decisions .........................................79 Luke Ho, Staffordshire University, UK Anthony S. Atkins, Staffordshire University, UK This chapter provides an introduction to advent of Information Technology Outsourcing (ITO) and its impact on portfolio management in modern day decision-making. Specifically, it outlines the use of the Application Portfolio Matrix (APM) by companies in formulating their strategic IT direction and why such techniques may be unsuitable for outsourcing decisions. It presents an analysis of ten outsourcing decision-making frameworks, identified from the literature, highlighting their commonalities, strengths, deficiencies, and the potential misalignment between the theory and practice of outsourcing as deter- mined by focus group discussions. Chapter VI A Scenarios-Based Methodology for IT Portfolio Planning ...............................................................107 Stanley Loh, Catholic University of Pelotas and Lutheran University of Brazil, Brazil Ramiro Saldaña, Catholic University of Pelotas, Brazil Leo Faller Becker, Catholic University of Pelotas, Brazil The goal of this chapter is to present an adaptation of the scenario-based methodology for IT and Infor- mation Systems Planning. It describes in details each step of the proposed methodology and discusses a study case. Steps include the identification of different scenarios and their corresponding antecedent events, the determination of probabilities, and consequences of the events, how to calculate risks and how to plan Information Systems and IT resources to manage each scenario.
