The STMA Ice Arena is located in the City of Albertville, County of Wright, and within Minnesota House of Representative District 30B and Minnesota Congressional District 6. The City of Albertville is located in the east central portion of Minnesota, approximately 35 miles northwest of the Twin Cities, approximately halfway between the metropolitan areas of Minneapolis/St. Paul. Albertville is a retail destination with over 5 million visitors annually. The Premium Outlets Mall attracts shoppers from all over the world and most frequently from Canada, China, and Japan. The STMA Ice Arena is located only blocks from Interstate 94 and within 2 miles of the St. Michael – Albertville High School and several other ISD #885 Schools. The Ice Arena is adjacent to Albertville’s Central Park, which provides outdoor recreation for variety of sports including soccer, baseball, softball, outdoor ice, and skate boarding. The current plan for expansion of the STMA Ice Arena includes a 36,988 sq. ft. expansion that includes a second sheet of ice, new lobby, and seating for approximately 800. (Appended within: Concept plans including - Interior and Exterior Elevations, Floor Plan, Seating Plan, Parking Layout, and Building Section) AGREEMENTS AND ARRANGEMENTS: Include a copy of any legal agreements or arrangements with other organizations or governmental agencies participating in the project. The STMA Ice Arena is equally owned and operated by the cities of St. Michael and Albertville, and the St. Michael – Albertville School District. Collectively these entities entered into a joint powers agreement. Through the joint powers agreement, the STMA Arena Board was created to govern and oversee the facility. Indicate: 1. Party responsible for operations and maintenance. The STMA Joint Powers Arena Board, collectively made up by two elected officials from each of the cities of St. Michael and Albertville, and the St. Michael-Albertville School District, is responsible for operations and maintenance of the facility. The Arena Board meets monthly at regularly scheduled meetings to conduct business. The City of Albertville, through a management agreement provides management and administrative services for the facility. 2. Source of operations and maintenance. Our operating goal is for revenue to remain adequate to cash flow the operational cost of the arena, including capital equipment replacement and building maintenance. It is understood that annual revenue will most likely be insufficient to cover operations plus debt service. Debt service or other net loss is typically shared by the governing entities of the Joint Powers. A detailed operating pro-forma is included in the Ballard King report. Length of time the arena will be open on a seasonal, weekly, and daily basis It is the goal of the Arena Board for users and the public to have year-round access to the facility. During the regular hockey season, the arena will be open approximately 16- hours per day. During shoulder times and seasons, the facility will be made available and open based on user demand (both ice and non-ice uses). With a second sheet of ice in place, the STMA Ice Arena would like to work with National Sports Center Consulting to develop operating plans and work to maximize the potential of the facility.
