Contract Services Call Order Form Attachment 01 Statement of Work – Page 2 Metropolitan Washington Airports Authority 1-13-C136 SECTION I - INTRODUCTION The Metropolitan Washington Airports Authority (the Authority) is responsible for the operation, maintenance and repair of Ronald Reagan Washington National Airport (“DCA”). The Airport is located in Arlington County, Virginia herein after referred to as the "job site” (Appendix A). The Airport served over 19.7 million passengers in 2012. The contract that will be awarded by this solicitation is intended to provide for comprehensive Integrated Pest Management Services at Ronald Reagan Washington National Airport. The term of this contract is intended to consist of a two (2) year base period with three (3) one (1) year Options. Attachment 01 Statement of Work – Page 3 Metropolitan Washington Airports Authority 1-13-C136 SECTION II - SUMMARY OF WORK The contractor shall furnish all supervision, labor, materials, tools, supplies, equipment, transportation and applicable licenses and permits necessary to perform quality Integrated Pest Management (IPM) services at Ronald Reagan Washington National Airport. IPM services shall be performed in a manner that will ensure the health and general well being of both the public and airport personnel. The job site consists of 601 acres of which there are approximately 5.1 million square feet of interior facilities. The primary objective of the IPM program is to achieve long term, environmentally sound pest control through the use of a wide variety of technological and management practices. These practices include inspection/surveillance, identification, exclusion, trapping, communication, sanitation, biological and mechanical means of control, and where appropriate, application of pesticides as well as recommendations for structural and procedural modifications intended to eliminate the food, water and shelter available to pests. The contract that will be awarded by this solicitation is intended to provide for comprehensive IPM Services between the hours of 7:00 AM through 3:30 PM Monday through Friday with 24 hour emergency call back services 365 days a year at Ronald Reagan Washington National Airport. The contract shall also require performance of supplemental services on an “as needed” and reimbursable basis. Any item(s) of work, inspections, parts and service listed in this statement of work (SOW) shall not be construed as limiting the contractor to those items but rather as minimum requirements. Attachment 01 Statement of Work – Page 4 Metropolitan Washington Airports Authority 1-13-C136 SECTION III - DEFINITIONS ACCEPTANCE - The act of an authorized representative of the Authority by which the Authority assumes for itself, or as an agent of another, ownership of existing and identified supplies, or approves specific services, as partial or complete performance of the contract. AIRPORT – Shall refer to Ronald Reagan Washington National Airport. AOA - Aircraft Operation Area - The portion of the Airport used or intended to be used for landing, takeoff or surface maneuvering of aircraft. This is a security area requiring security badging. Workers in this area are required to obtain and display an AOA photo ID credential. Drivers in this area are required to obtain an Aerodrome Vehicle Operator's Permit. ATCT – Air Traffic Control Tower. AUTHORITY - The Metropolitan Washington Airports Authority AUTHORITY WORK HOURS - The hours of 6:00 AM through 4:30 PM EST/DST, Monday through Friday, excluding weekends and holidays. CALL ORDER – Contains a description of the Services, cost estimate, and schedule required from the contractor for any work under Supplemental Services. All Supplemental Services require a COTR signed Call Order. CLEAN – The absence of dirt, litter, debris, dust, surface marks, fingerprints, spills, oils, gum, grime, film, stains, streaks, spots, blemishes, chemical residue, and/or any other foreign matter or chemical residue that can be removed without permanently damaging the underlying surface. CMMS - Computerized Maintenance Management System is used to schedule and generate work orders for all maintenance and repair activities performed for each piece of equipment covered under this Contract. CORRECTION – Elimination of a Deficiency COTR – Contracting Officers Technical Representative (COTR). DCA - Ronald Reagan Washington National Airport DUTY HOURS - The contractor shall provide services during the hours of 7:00 AM through 3:30 PM, Monday through Friday to fulfill the requirements of SOW. EMERGENCY SERVICE – Contractor response to a reported rodent (live or dead) and/or any pest that has the potential to cause injury to humans. FEDERAL AVIATION ADMINISTRATION (FAA) - The federal branch of the government responsible for the regulations and procedures related to air transportation. GROUNDS - Includes land, parking lots, roadways, walks, bridges, airfields etc. at the Airport. HCS - Hazardous Communication Standard also known as “HAZCON”. Attachment 01 Statement of Work – Page 5 Metropolitan Washington Airports Authority 1-13-C136 INTEGRATED PEST MANAGEMENT (IPM) - A multifaceted approach to preventing and solving pest problems by integrating education, inspection, identification, sanitation, exclusion, communication, biological and mechanical means of control, and where appropriate, specific pesticide application. JOB SITE - The area within the Authority’s property lines for DCA or portions of such area, which are defined within the SOW. LITTER - Debris, waste paper, rags, dust, dirt, beverage containers, trash etc. MA-126 - DCA, Engineering and Maintenance Department, Maintenance Engineering Division MSDS - Material Safety Data Sheet METROPOLITAN WASHINGTON AIRPORTS AUTHORITY (the Authority) - The public body responsible for the operation and management of both Washington Dulles International Airport (IAD) and Ronald Reagan Washington National Airport (DCA). OSHA - U. S. Occupational Safety and Health Administration. The Federal Government agency responsible for providing the rules and regulations on safety and health requirements in the work place. PRIMARY TERMINAL OPERATING HOURS - The Primary Terminal Operating Hours are 6:00 AM through 11:00 PM EST/DST, daily 365 days a year (includes weekend and holidays). Please note Terminals are open to the public 24 hours a day, 365 days a year. QUALITY CONTROL PROGRAM - A method used by the contractor to assure that quality Services are provided to satisfy the contract requirements. QUALITY ASSURANCE - A means by which the Authority is able to confirm that the quantity and quality of Services received conformed to contract requirements. These methods/procedures are not intended to aid the contractor in the performance of the contract requirements and shall not be a substitute for contract or quality control. SOW – Statement of Work STATE - The Commonwealth of Virginia WORK CONTROL DESK – Unit where contractor shall check-in and checkout when arriving or departing the Job Site. (703) 417-8063 Attachment 01 Statement of Work – Page 6 Metropolitan Washington Airports Authority 1-13-C136 SECTION IV - BASE SERVICES 01 DESCRIPTION OF SERVICES The contractor shall perform comprehensive Integrated Pest Management (IPM) services at all locations listed on the price schedule and as shown on Appendix A (with the exception of leased Food and Beverage space) in accordance with the Schedule of Services described in Appendix B. The contractor shall perform these services daily Monday through Friday 7AM through 3:30 PM with 24 hour call-back response 24/7/365. The contractor shall determine if pests are existent, perform necessary treatment and/or make recommendations to eliminate or control pests. 02 DESCRIPTION OF PESTS A. The contractor’s IPM Program shall address abatement of the following pests: 2. Indoor and outdoor populations of cockroaches, mice, moles, voles, rats, ants, fleas, ticks, mites, spiders, silverfish and other insects, arachnids, and arthropods. 3. Indoor and outdoor populations winged stinging insects including nests. 4. Individuals of all excluded pest populations that are incidental invaders inside the specified buildings, including winged termite swarmers emerging indoors. 5. Mosquitoes 6. Midges B. Populations of the following pests are excluded from this contract: 1. Birds, bats, cats, dogs and snakes. 2. Termites 03 PERFORMANCE REQUIREMENTS The contractor’s IPM Program shall use safe, effective, environmentally sound methods including biological/genetic/cultural control, mechanical/physical control, and where necessary, the judicious use of least hazardous pesticides. All services shall conform to the requirements specified herein. A. Insect Control 1. The contractor shall use non-pesticide methods of control wherever possible. Trapping devices, rather than pesticide sprays, shall the standard method for indoor fly control. 2. As a general rule, the contractor shall apply all insecticides as “crack and crevice” treatments only, defined in this contract as treatments in which the formulated insecticide is not visible to a bystander during or after the application process. 3. Application of insecticides to exposed surfaces or as space sprays (fogging) shall be restricted to exceptional circumstances where no alternative measures are practical. No surface application or space spray shall be made while tenant personnel are present. The contractor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application. 4. Bait formulations shall be the standard pesticide technology for cockroach and ant control, with alternate formulations restricted to unique situations where baits are not practical. Attachment 01 Statement of Work – Page 7 Metropolitan Washington Airports Authority 1-13-C136 5. Sticky traps shall be used to guide and evaluate indoor insect control efforts wherever necessary. 6. A once yearly mosquito control treatment to help prevent the West Nile Virus is to be utilized. To accomplish this, the contractor shall place Altosid briquettes (150 day wet) are to be placed into approximately 300 drains airport wide as scheduled by the COTR. B. Use of Pesticide 1. The application of all pesticides shall adhere to all federal, state and local laws and regulations, including all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications. 2. Pesticides shall be applied according to the methods, rates and precautions on the manufacturer’s label. 3. Pesticide application shall be according to need and not by schedule. As a general rule, application of pesticides in any inside or outside area shall not occur unless visual sighting, inspection or monitoring devices indicate the presence of pests in that specific area. 4. When pesticide use is necessary, the contractor shall employ the least hazardous material, most precise application technique, and minimum quantity of pesticide necessary to achieve control. 5. Pesticides shall only be applied by personnel with a Commercial Pesticide Applicator Certificate or License. 6. The contractor shall not store any pesticide product on the job site. 7. The contractor shall obtain the approval of the COTR prior to any application of pesticide liquid, aerosol, or dust to exposed surfaces, or any space spray treatment. The contractor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application. Other than crack and crevice treatments, no liquid, aerosol, or dust applications shall be made while tenant personnel are present. C. Rodent Control 1. Indoor trapping As a general rule, rodent control inside buildings shall be accomplished with trapping devices only. All such devices shall be concealed out of the general view and in protected areas so as not to be affected by routine cleaning and other operations. The contractor shall check all trapping devices for rodents daily, and shall dispose of the rodents in an appropriate manner. 2. Use of Rodenticides The contractor shall use rodenticides in circumstances when rodenticides are deemed essential for adequate rodent control inside buildings. All rodenticides, regardless of packaging, shall be placed either in locations not accessible to children, pets, wildlife and domestic animals, and in EPA-approved tamper-resistant bait boxes. As a general rule, rodenticide application outside Attachment 01 Statement of Work – Page 8 Metropolitan Washington Airports Authority 1-13-C136 buildings shall emphasize the direct treatment of rodent burrows wherever feasible. Contractor shall be responsible for the dispose of dead rodents and shall do so in an appropriate manner. On occasion treatment of storm and/or sanitary drains may be required, this will be accomplished using appropriate methods for such treatment. 3. Use of Bait Boxes All bait boxes shall be maintained in accordance with EPA regulations, with an emphasis on the safety of non-targeted organisms. The contractor shall adhere to the following: a. All bait boxes shall be placed out of the general view, in locations where it will not be disturbed by routine operations. b. The lids of all bait boxes shall be securely locked or fastened shut. c. All bait boxes shall be securely attached or anchored to floor, ground, wall, or other immovable surface, so that the box cannot be easily picked up or moved. d. Bait shall always be secured in the feeding chamber of the box and never placed in the runway or entryways of the box. e. All bait boxes shall be labeled on the inside with the contractor’s business name, phone number and address, and dated by the contractor’s technician at the time of installation and each servicing. f. The contractor shall install and maintain bait boxes wherever necessary inside and/or outside of buildings for rodent control including, but not limited to, the vicinity of dumpsters, roll-off containers and trash compactors around the A, B and C Terminals. There are approximately forty five (45) dumpsters, roll offs and compactors at DCA. 4. Exclusion Services a. The contractor shall be responsible for exclusion services of potential rodent access points less than 1 inch in diameter within buildings. Exclusion services for holes/openings larger than 1 inch shall be accomplished under supplemental services. b. The contractor’s primary exclusion work shall include copper mesh and expanding foam; sealant however, other methods may be used with the COTR’s approval. Exclusion work shall be performed in a manner that does not leave an unsightly appearance. 5. Loading Docks The contractor shall provide a scheduled pest control inspection and treatment monthly from April through November during the hours of 11 p.m. to 3 a.m. This work with be performed in coordination with the Authority’s monthly loading dock cleanings. 04 INTEGRATED PEST MANAGEMENT PLAN (IPM) The contractor’s IPM plan shall address the following: A. Methods for inspection, monitoring and detection. Attachment 01 Statement of Work – Page 9 Metropolitan Washington Airports Authority 1-13-C136 The contractor shall describe methods and procedures to be used for identifying sites of pest harborage and access, and for making objective assessments of pest population levels throughout the term of the contract. B. Materials and Equipment for Service The contractor shall submit the current labels and Material Safety Data Sheets (MSDS) for all pesticides to be used, and brand names of pesticide application equipment, rodent bait boxes, insect and rodent trapping devices, pest monitoring devices, pest detection equipment and any other pest control devices or equipment that may be used to provide service. The Authority’s approval of the submittal does not relieve the contractor of its responsibility to comply with the requirements of the contract documents. Attachment 01 Statement of Work – Page 10
