Prior to the Bypass, the service station had up to 400 vehicles entering and exiting a day. The owner (Mr Tony Galati) of the Johns River service station also owns the John River Tavern to the west and located approximately 150 metres from the Pacific Highway. Since the opening of the Bypass the service station has lost 90% of its trade and the Tavern has lost 65% of its trade. Mr Galati proposes to decommission the existing service station and construct a Fuel Outlet within the Tavern complex in order to keep servicing the locals and tourists within the village of Johns River and try to restore the business to pre-bypass levels. By consolidating these businesses Mr Galati believes that there is increased chance of establishing a viable business. Mr Galati (the proponent) proposes to develop a Fuel Outlet on Lot 283 DP 879623, 28 Johns River Road, Johns River (the subject site). The subject site is currently occupied by the existing Johns River Tavern (Figure 1.1). This revised Statement of Environmental Effects (SEE) has been prepared on behalf of the proponent to assess the potential impacts of the proposed development and respond to. the issues raised by Council officers as indicated in correspondence to the proponent. 1.2 Proposal Objective The primary objective of the proposal is to construct a Fuel Outlet on the site to consolidate the proponent's business interests in Johns River and be able to continue to provide services for the Johns River community and visitors. 1.3 Scope of this Report This report assesses the potential environmental impacts of the proposed development on Lot 283 DP 879623, 28 Johns River Road, Johns River. Johns River, NSW --- Site Boundary SOu10« Google E&h, 12 PDA Services 00005D_R2 3 Staff Report S3 - Attachment (iii) STATEMENT OF ENVIRONMENTAL EFFECTS FOR PROPROSED FUEL OUTLET Johns River Tavern, Johns River, NSW The Proposed Development 2.1 Details of Development It is proposed to construct the following components as part of a Fuel Outlet on the subject site: • Six fuel bowsers; • An awning over bowsers; • Disabled toilet; • Eight (8) car parks; • One (1) truck park; • A fuel price sign; • Two storage tanks; and • EFTPOS facilities outlet. The plans of the proposed development have been provided separate to this report. Signage details are provided in Appendix A. The location of the sign on site is shown on the drainage plan in Appendix H. The sale of fuel will be a total self serve operation with the use of EFTPOS machines connected to the fuel pumps. The hours of trading would be the same as the trading hours of the Tavern being ?am to midnight Monday to Saturday and ?am to 10pm Sunday. The fuel storage area will be under the forecourt area with a concrete slab on top. The two fuel storage tanks will have four (4) compartments in total, with a total volume of 80,000 litres. The size of the tanks will be 10.5 m x 2.44 m. The tanks will be installed in accordance with Australian Standard AS 1940- 2004: Storage and Handling of Flammable and Combustible Liquids and AS 4897-2008: The design, installation and operation of underground petroleum storage systems. Access to the Fuel Outlet will be via the existing Tavern access off Johns River Road. There will be truck parking areas available but Johns River is not considered to be a truck stop destination. The only regular truck would be the small B Double truck that would deliver fuel. Trade waste from the proposed development will include general rubbish and oil containers and associated materials. This waste will be disposed off at the GTCC landfill. An oil separator will be installed for the collection and treatment of contaminated run-off from the outlet bowser area. Appropriate application will be made for approval and installation of this separation unit. PDA Services 00005D_R2 4 Staff Report S3 - Attachment (iii) STATEMENT OF ENVIRONMENTAL EFFECTS FOR PROPROSED FUEL OUTLET Johns River Tavern, Johns River, NSW 2.2 Existing Environment 2.2.1 Site Details The subject land is approximately 3.18ha in area and is located on the same site at the Johns River Tavern in Johns River. 2.2.2 Topography The subject site and adjoining land is generally flat. 2.2.3 Vegetation Vegetation exists on the southern part of the site, however it will not be affected by the proposed development. 2.2.4 Existing Access The RTA has replaced the entrance and exit to the existing Tavern complex and it incorporates a modern design standard. Johns River Road is a local arterial road under the control of GTCC. 2.2.5 Services Mobile phone communication is available to the site. The subject site is currently serviced by telecommunications, electricity, water and stormwater infrastructure. An on-site disposal system is located on the site. No modification to any infrastructure within the locality will be required to accommodate the proposed development. PDA Services 00005D_R2 5
