ThepurposeofthisreportistosummarizeweedmanagementinformationfromBiermialReportsreceivedfrom56countyweed
districtsandsevenstateagencies. Thisreportresultsfromchangesthatweremadeintheperformancereportingprocedures,and
highlightssomeissuesandproblemsregardingcoordinationofweedmanagementeffortsinthestate.
UnderSection7-22-2151,MCA,oftheCountyNoxiousWeedControlAct,stateagenciesarerequiredtodevelopanagreementwith
countyweedboardsforweedmanagementonstate-ownedlands. Theseagreementsmustinclude:
• asix-yearintegratednoxiousweedmanagementplanthatisupdatedbiennially;
• anoxiousweedmanagementgoalsstatement;and
• aspecificplanofoperations,includingabudgettoimplementtheplan.
AnotherprovisioninthissectionrequiresabiermialperformancereportbesubmittedtothestateweedcoordinatorintheMontana
DepartmentofAgricultureregardingthesuccessoftheplanonaformprovidedbytheDepartment. A2003Legislativeauditfound
thecontentsofthepreviousbiermialreportsinadequatetoprovideanassessmentofeffectivenessofeachagency'sweedprogram. To
addressthis,anewformwascreatedthatrequiresstateagenciesthathavelandswithinacountytomeetwithadesignated
representativefromthecounty. Tomeetstatutoryrequirements,arepresentativeoftheagencyandcountymustreviewandsignthe
report,thensubmitthereporttotheDepartmentofAgriculture.
Theintentofthereportchangewasforstateagenciestomeetwithweeddistrictsandcompletethereporttogether. However,thisdid
notappeartohappeninamajorityofthecases,whichhighlightsalackofcommunicationbetweenthestateagenciesandweed
districts. Sincethebiennialreportprocessdidnotachievethedesiredresult,theDepartmentofAgriculturewillproposetoamendits
administrativerulestoincludeaprocedurethatwillclearlyidentifytheresponsibilityofthepartiesinvolved.
Resultsofthesummaryindicatethatofatotal180-county/agencyreports,90reportswereincompleteand21reportswerenot
received. ThereportformsweremailedtocountiesandagenciesonSeptember1,2004withreminderstocompletethereportssentin
AugustandSeptember2005.
Itiscriticalforresponsiblepartiesatthelocalandstatelevelstocommunicateandactivelytakepartineachother’sprogramforweed
managementtobeeffective. OneoftheproblemsthatcontinuetoplagueweedmanagementinMontanaisthelackofastable
structure. Eachcountyandstateagencyneedsafull-timeweedcoordinatorwithalineitembudgetdedicatedforweedcontrol. The
MontanaWeedManagementPlanidentifiescountyweeddistrictsasbeingthecornerstoneofMontana’sweedprogram. Oneofthe
“actionitems”oftheplanistoestablishfull-timeweedcoordinatorpositionsineachcountyormulti-countyareainMontanaandin
eaehstateagency.Employingafull-timeweedcoordinatorprovidesleadershipthatiscriticalfororganizing,directing,and
implementingweedmanagementthatwillultimatelystrengthenMontana’sweedmanagementeffortandfacilitateimplementationof
theMontanaStateWeedManagementPlan.
