These specifications define the Contractor’s responsibility in meeting each specification, enumerate the Department’s expectations and how they are going to measure and pay, and explain what the Contractor is expected to provide. When this publication, entitled Standard Highway Specifications and dated February 1, 2009, is incorporated by reference into the Department’s construction contracts, it is made a part of that document.
