Total 8(Eight) nos. to be supplied, installed and commissioned including Civil Foundation Work. (2) Receiving Station consists of 12KV, 4 Panel, SF6 Insulated Shunt Trip Switchgears with VCBs & Isolators with Earth Switch alongwith CT & PTs for Metering & Protection in Compact Form (capable of being monitored & controlled by Central SCADA) with all safety accessories, tools and tackles. Total 2 (Two) nos. to be supplied, installed and commissioned including Civil Foundation Work. (3) Supply of Cables (11KV, 3C, 300 Sq. mm. XLPE Cable as per Specifications) & Laying as well as Jointing of the same for Termination at the Compact Sub-Stations & the Receiving stations as per the Drawing with the Specification. 2.0 CONSTRUCTION The Compact Sub-Station & Compact Receiving Stations shall be sufficiently sturdy to withstand handling during shipment, installation, and start-up without damage. The configuration for shipment shall adequately protect the Compact Sub-Station equipments from scraping, banging, or any other damage. The Contractor shall assume responsibility for correction of all such damage prior to final acceptance of the equipment. 1 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD 3.0 QUALIFYING REQUIREMENT 1) The Bidder should be a manufacturer in INDIA of at least 1(One) main equipment out of RMU[ under 1(1) above] / Distribution Transformer (Dry, VPI Type) 2) The Bidder should have proven experience of not less than 5 years in Design, Manufacturing, Supply and Testing at work for Pre-Fabricated Substation or Receiving Station, in Compact Form, offered for equal or higher voltage class. 3) The Bidder should have necessary experience list regarding supply of same/similar units to different Power Utilities, Govt. Departments and/or any other renowned utilities out of which at least 10 nos. of the same/similar units to perform satisfactorily in India for 3(three) years as on the date of submission of the tender. 4) The Bidder should select the Manufacturer of the components from the Vendors supplied the same/similar item(s) to the WBSEDCL/NTESCL/ other Power Utilities/ other Govt. Departments at least once within last 5 years. Where the proprietary item used by the Bidder should be categorically specified. 5) In addition for all the items, the Bidder should submit the Certificate of Type Testing of the compact unit, conducted within last 5(five) years from any NABL Accredited or any International Test House/Lab. 6) The Bidder should have to furnish a performance a Performance Guarantee on the equipment supplied against this specification shall be guaranteed for a period of 66 months from the date of receipt at the consignee's Stores or 60 months from the date of commissioning, whichever is earlier. However, any engineering error, omission, wrong provision, etc. which do not have any effect on the time period, shall be attended to as and when observed/pointed out without any price implication. 7) In case of any SF6 leakage, full component must be replaced instead of refilling. The Compact Sub Station must be repaired & replaced within the time period as specified in covering mode-2 of WBSERC interruption time period. 8) The Tenderer should have a minimum turnover of 60% of the value of the materials offered in any one financial year during the previous 3 years. 9) The system should be guaranteed for installation in lightning prone zone/ area and counterpoise earthing need be provided. 4.0 BILL OF QUANTITY A. Each offer of Factory Assembled Pre-Fabricated Substations shall consist of :- (a) 12 KV, 630A, 21KA (for 3sec.), Indoor Type, 3 Panel, Non- Extensible, SF6 Insulated, RMU Unit (SF6/VCB type) --- 8nos. ( Both for SF6 type and VCB type will have to be quoted). (b) 11 / 0.415 KV, Distribution transformer(Dry Type) --- 8nos. (c) Bus bar connector between LT terminal of Transformer to ---8 sets ACB and to MCCB (d) LT ACB, 1000 Amps ---8 nos. (e) LT MCCB 200A ---56 nos. (f) Enclosure with Canopy for the entire substation (g) Metering CT (h)Space for Mounting LV Side Energy Meters 2 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD B. Each offer of Factory Assembled Pre-Fabricated Substations shall consist of :- (i) 12 KV, 630A, 21 KA (for 3 sec.) Receiving Station having 4Way Ring Main Unit with 4Circuit Breakers ( SF6 Insulated VCB) – 2 Nos (ii) Enclosure with Canopy for the entire Receiving Station. C. 11KV, 3C, 300 Sq. mm. XLPE Cable – 07 KM The Compact secondary Sub-station & Receiving Stations offered shall in general comply with the latest issues including amendments of the following standards: Title Standards High Voltage Low Voltage Pre-Fabricated Substation IEC:61330 High Voltage Switches IEC 60265 Metal Enclosed High Voltage Switchgear IEC 60298 High Voltage Switchgear IEC 60694 Low Voltage Switchgear and Control gear IEC 60439 Power Transformers IEC 60076 5.0 DESIGN CRITERIA A. Compact secondary Sub-station consisting of 12KV, 3 Panel, Non-Extensible SF6 Insulated Shunt Trip Ring Main Unit+ 11KV/415V Dry (VPI) Type Transformer + Low Voltage Switchgear with all connection accessories, fitting & auxiliary equipment in an Enclosure to supply Low-voltage energy from high-voltage system as detailed in this specification. The complete unit shall be installed on a substation plinth (base) as Indoor substation. 11KV Isolators controls incoming-outgoing feeder cables of the 11KV distribution system. The Vacuum Circuit Breaker shall be used to control and isolate the 11KV/ 415V Distribution transformer. The transformer Low Voltage side shall be connected to Low Voltage switchgear. The connection cables to consumer shall be taken out from the Low Voltage switchgear. The prefabricated-compact secondary substation shall be designed for (a) Compactness, (b) Fast Installation, (c) Maintenance free operation, (d) Safety for Worker/Operator & Public. The Switchgear and component thereof shall be capable of withstanding the mechanical and thermal stresses of short circuit listed in ratings and requirements clause without any damage or deterioration of the materials. For continuous operation at specified ratings temperature rise of the various switchgear components shall be limited to permissible values stipulated in the relevant standard and / or this specification. B. Receiving Station consists of 12KV, 4 Panel, SF6 Insulated RMU Shunt Trip Switchgears with VCBs & Earth Switch alongwith CT & PTs for Metering & Protection. 3 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD 6.0 SITE CONDITION The equipment covered under this specification is for indoor installation and should be suitable for use at the sites at Rajarhat, New Town for the prevailing climatic conditions and shall be suitable for continuous operation under the base service conditions as indicated below : a) TEMPERATURE: The reference ambient temperature is to be taken as 48ºC as per IS 9676. i) Maximum ambient air temp----------------- 50ºC ii) Maximum daily average ambient temp------ 42ºC b) RELATIVE HUMIDITY Maximum --------------------------------------- 100% Minimum ---------------------------------------- 10% c) Average Annual rainfall ------------------------- 1400mm d) Average no of rainy days/annum--------------- 50 e) Average no of thunderstorm days/annum------ 40 f) Altitude--------------------------------------- Not exceeding 100m g) Rainy months ------------------------------------ June to Oct h) Max. Wind pressure --------------------150kg/m2 up to 30m elevation as per IS 875/75 The atmosphere of the area may be polluted, laden with mild acid and dust in suspension during the dry months and is subjected to fog in cold months. Heavy lightning occurs in the area during rainy months. The compact Sub-Station will be installed in a lightning from Zone where provision of 12 KV L.A. is a must on the primary side. All equipments shall be designed to withstand seismic forces, corresponding to an acceleration of 0.1g. 7.0 DRAWINGS AND DOCUMENTS Vendor shall furnish with the detail, as per “VENDOR DATA REQUIREMENT”, attached with the specification. 8.0 BIDDERS SHOULD SUBMIT PRICE BIDS AS GIVEN BELOW : 1) Factory Assembled Pre-Fabricated substation with Dry Type Transformer as above. 2) Factory Assembled Pre-Fabricated Receiving Station as above 3) Erection & Commissioning Charges i.r.o (1) & (2) above . The erection work of the civil portion is to be submitted separately. The Design Drawing of the Civil foundation will have to be furnished along with the Bid schedule, as per soil testing result of the area. This has been specified separately in the schedule of price quotation to be submitted by the Vendor. 4) Supply of Cable & Cable Laying & Jointing Works for Termination of the Power Sources to the Receiving Stations, from Receiving Station to the receiving CSSs and interconnections of the intermediate CSSs as per the Schematic Diagram annexed. 9.0 INSTRUCTIONS TO BIDDERS 9.1 All equipments and materials shall be Designed, Manufactured and Tested in accordance with the latest applicable Indian Standard, IEC standard and CBIP manuals except where modified and / or supplemented by this specification. 4 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD 9.2 Equipment and material confirming to any other standard which ensures equal or better quality may be accepted. In such case copies of English version of the standard adopted shall be submitted. 9.3 The electrical installation shall meet the requirement of Indian Electricity Rules as amended up to date relevant IS code of practice and Indian electricity act. In addition other rules of regulations applicable to the work shall be followed. In case any discrepancy the most stringent and restrictive one shall be binding. 9.4 The high tension switchgear & its accessories offered shall in general comply to the following specification attached. 9.5 The enclosure of the HV & LV switchgear & transformer of the CSS shall be designed for use under normal outdoor service condition. Beside the required space for fixing the equipment the space require also for approaching various doors and equipment inside should be specified. 9.6 The Bidder shall have complete manufacturing facility with state of the art equipments for ensuring the quality of product delivered strictly adhering to IEC GUIDELINES. 9.7 The successful bidders should manufacture 1No. of prototype C.S.S.& Receiving Station as per the specification and keep ready at their works for the purpose of sample Inspection and Testing. The NTESCL at their option may send a team of Engineers to the works. Prior intimation of this inspection may not be given to the Bidder. 9.8 The Bidder shall invariably furnish following information along with their offer (1) Statement giving list of important raw materials including but not limited to (a) Contact material (b) Insulation (c) Sealing material (d) Contactor, limit switches, etc. in control cabinet. Name of sub-suppliers for the raw materials, list of standards according to which the raw materials are tested, list of test normally carried out on raw materials in presence of Tenderer’s, representative, copies of test Certificates. (2) Information and copies of test certificates as in (i) above in respect of Bought out accessories. (3) List of areas in manufacturing process, where stage inspections are normally carried out for quality control and details of such tests and inspections. (4) Special features provided in the equipment to make it maintenance free. (5) List of testing equipment available with the Bidder for final testing of RMU and associated combinations vis-à-vis, the type, special, acceptance and routine tests specified in the relevant standards. 9.9 All drawings shall conform to relevant IEC Standards Specification. All drawings shall be in ink. The Tenderer shall submit along with his tender dimensional general arrangement drawings of the equipments, illustrative and descriptive literature in triplicate for various items in the RMUs, which are all essentially required for future automation. 3 sets of the manuals as above shall be supplied to the General Manager ( Commercial), NTESCL. 5 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD Soft copy of the all Technical documents and the Drawings furnished in a CD. All drawings shall be prepared in Auto Cad and documents, literature etc. in MS OFFICE format for submission. 9.10 PACKING & FORWARDING : The equipment shall be packed in crates suitable for vertical/horizontal transport as the case may be and the packing shall be suitable to withstand handling during the transport and outdoor storage during transit. The supplier shall be responsible for any damage to the equipment during transit, due to improper and inadequate packing. The easily damageable materials shall be carefully packed and marked with the appropriate caution symbols. Wherever necessary, proper arrangement for lifting, such as lifting hooks etc. shall be provided. Any material found short inside the packing cases shall be supplied by the supplier without any extra cost. Each consignment shall be accompanied by a detailed packing list containing the following information: a. Name of the consignee. b. Details of consignment. c. Destination. d. Total weight of consignment. e. Sign showing upper/lower side of the crate. f. Handling and unpacking instructions. g. Bill of material indicating contents of each package. All the equipments covered in this specification shall be delivered to the store of the NTESCL as will be intimated to the successful Tenderer(s). The equipment shall be delivered to the store only by road transport and shall be suitably packed to avoid damages during transit in the case of indigenous supplies. The tenderer shall observe the delivery Schedule for Supply & Delivery of the equipments and shall stick to the committed delivery. 9.11 PERFORMANCE GUARANTEE: All equipment supplied against this specification shall be guaranteed for a period of 66 months from the date of receipt at the consignee's Stores or 60 months from the date of commissioning, whichever is earlier. However, any engineering error, omission, wrong provision, etc. which do not have any effect on the time period, shall be attended to as and when observed/pointed out without any price implication. 9.13 DOCUMENTATION: After issue of letter of acceptance, the successful Tenderers shall submit 3 identical sets of completed drawings along with detailed bill of materials for both Compact Sub- Station & Receiving Station for approval, to the General Manager (Commercial), NTESCL. If any modifications are required on these, the same will be conveyed to the supplier who shall modify drawings accordingly and furnish final drawings for approval. In no case delivery extension will be granted for any delay in drawing approved. 6 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD The manufacturing of the equipment shall be strictly in accordance with the approved drawings and no deviation will be permitted without the written approval of the Distribution department. All manufacturing and fabrication work in connection with the equipments prior to the approval of the drawings shall be at the supplier's risk. After approval of the drawings and bills of materials, the suppliers shall submit detailed packing lists for approval. After approval, copies of these packing lists shall be forwarded to the respective consignees. Copies of packing lists shall also be submitted to the respective site stores. Before dispatch of equipment to various consignees, the suppliers shall furnish sets of final drawings, including bills of materials and wiring schedules and also sets of technical literature and commissioning manuals. These shall be in Five sets and shall be furnished to the Distribution Procurement department, positively before the dispatch of equipment. All drawings shall preferably be of A3 size. No drawing of width more than 35 cm will be acceptable. One set each of the final drawings, bill of materials, wiring schedules and commissioning manuals shall invariably be forwarded to the consignee along with the each switchgear consignment and shall be listed out in the packing list, when submitted for approval. In case the supplier fails to furnish contractual drawings and manuals even at the time of supply of equipment, the date of furnishing of drawings/manuals will be considered as the date of supply of equipment for the purpose of computing penalties for late delivery. 9.14 TESTS FOR THE COMPACT SECONDARY SUBSTATION & RECEIVING STATION COMPLETELY ASSEMBLED: A. Routine Tests: The routine tests shall be made on each complete prefabricated substation. a) Voltage tests on auxiliary circuit. b) Functional test. c) Verification of complete wiring. B. TYPE TESTS :The Compact Secondary Substations offered must be type tested as per IEC 61330carried out within 5 years. The copy of type test summary should be submitted along with the tender. Test Witness: Routine test shall be performed in presence of Owner’s representative if so desired by the Owner. The Contractor shall give at least fifteen (15) days advance notice of the date when the tests are to be carried out. The Tenderer shall add up the cost of to & fro journey of Engineers of NTESCL & or WBSEDCL along with their boarding and lodging to witness the test for this routine test check up. Specification for 11 KV non-Extensible 3 Way Ring Main Unit 1.0 SCOPE This specification covers Design, Engineering, Manufacture, Assembly, Testing, Inspection, Packing and Delivery at site and commissioning(to be quoted separately in the Price Bid) of 12 KV, 630 A, 21KA, 3 Panel, totally enclosed, new “SCADA- Ready” , Ring Main Units ( consisting of 2 Nos. of SF6 gas insulated Ring Unit & 1 No. of Shunt Trip Switchgear with Motor Operated, Spring Closing VCB including all Accessories for indoor installations), capable of being monitored and controlled by the Central SCADA. The RMU to be supplied against this specification are required for vital installations where continuity of service is very important. The design, materials and manufacture of the equipment shall, therefore, be of the highest order to ensure continuous and trouble-free service over the years. The RMU offered shall be compact, maintenance free, easy to install, reliable, safe and easy to operate and complete with all parts necessary for their effective and trouble-free operation. Such parts will be deemed to be within the scope of the supply irrespective of whether they are specifically indicated in the commercial order or not. It is not the intent to specify herein complete details of design and construction. The offered equipment shall conform to the relevant standards and be of high quality, sturdy, robust and of good design and workmanship complete in all respects and capable to perform continuous and satisfactory operations in the actual service conditions at site and shall have sufficiently long life in service as per statutory requirements. In actual practice, not withstanding any anomalies, discrepancies, omissions, in-completeness, etc. in these specifications, the design and constructional aspects, including materials and dimensions, will be subject to good engineering practice in conformity with the required quality of the product, and to such tolerances, allowances and requirements for clearances etc. as are necessary by virtue of various stipulations in that respect in the relevant Indian Standards, IEC standards, I.E. Rules, I.E. Act and other statutory provisions. The Tenderer/Supplier shall bind himself to abide by these considerations to the entire satisfaction of the purchaser and will be required to adjust such details at no extra cost to the purchaser over and above the tendered rates and prices. It shall also encompass all necessary project management, data engineering, acceptance testing, training, documentation, warranty services, and installation site surveys including submission of a detailed plan aimed at installing the new RMUs as efficiently as possible with minimum interruptions of power to Employer customers. 9 NEW TOWN ELECTRIC SUPPLY COMPANY LIMITED (A FRANCHISEE of WBSEDCL) SPECIFICATION PREPARED IN LINE WITH WEST BENGAL STATE ELECTRICITY DIST.COM.LTD Each RMU shall include its own power supply unit (including auxiliary power transformer, batteries, and battery charger), which shall provide a stable power source for not only the RMU, but also the RTU and modem that the RMU must be capable of housing. Power supply to RTU will be separately provided by the NTESCL. 1.1.2 Scope of Work Erection of the switchgear over the substation cable trenches. Channel irons are required in order to mount the switchgear over a cable trench of normal width of 900 mm and shall be supplied and installed by the contractor. Channel iron shall be rust proof and finished with a coat of weatherproof paint. The channel irons and switchgear shall be securely mounted onto the floor with holding down bolts. Earthing of switchgear and accessories. Installation of battery charger and battery. Supply of heat shrinkable cable and sleeve for sealing of the cable gland if wiping cable gland is used and right angle boots for covering the bare cable lug. The contractor may be required to carry out termination of HV cables at the RMU end using heat Shrinkable termination kit ( the Bidder is responsible for all required termination at RMU). The price rate for carrying out such termination work and supply of the termination kit shall be quoted in the Price schedule. All items of accessories, fittings, sundries, apparatus or labour whether specified in detail or not but which is necessary for successful commissioning of the switchgear shall form part of installation cost. 1.2 Tolerances: Tolerances on all the dimensions shall be in accordance with provisions made in the relevant Indian/IEC standards amended up to date and in this specification. Otherwise the same will be governed by good engineering practice in conformity with required quality of the product. 1.3 Recommended spares: The Tenderer shall furnish in his offer a list of recommended spares with unit rates for each set of equipment that may be necessary for satisfactory operation and maintenance of circuit breaker and Isolators for a period of 5 years. The purchaser reserves right of selection of items and quantities of these spares to be ordered. The cost of such spares shall not be considered for tender evaluation. 1.4 Erection and maintenance tools: The Tenderer shall submit a list and unit rates of all the special tools, equipment and instruments required for erection, testing, commissioning and maintenance of the equipment, test plug for testing of cable connected to the RMU. The purchaser shall decide the quantity of tools to be ordered. Prices of these tools shall not be considered for tender evaluation. However, the list of necessary tools/equipment which will be supplied free of cost with each Ring Main Unit may be furnished separately. 10
