This has been prepared as per need assessment of the ADB in the project approval of RUIDP Phase– II. It was a challenge for the team of RUIDP to collect market rates for the basic materials and work out the rate analysis for each item to be incorporated in the SoR. The market rates of the basic material has changed substantially in last two years; so it became necessary to update the existing SoR– 2011 with incorporation of items required for the estimation and other uses for urban sector works implemented under RUIDP. Unban sector needs typical nature of infrastructure works, which requires extensive Schedule of Rates catering all the sectors. Engineers of RUIDP through its learning and experience has made an effort by accommodating various items for the different nature of works. Sewerage items are not available in any of the Schedule of Rates; separate chapter is added with exhaustive items to be useful for the agencies working in this sector. Heritage sector has also been made part of this SoR, 2013. I hope that SoR, Sep- 2013 would be equaly useful in the other department of the state. This Schedule Rates has been prepared by M/s Ojasvi Software New Delhi under the supervision and over all guidance of Er. G.L. Agarwal, Additional Project Director and chairman Technical Committee. I would like to put on record my appreciation for the dedicated and untiring efforts made by the Team RUIDP associated in preparation of RUIDP Integrated SoR, Sept- 2013. Schedule of Rates, 2013 is approved by the RUIDP and is made effective form 01- 10-2013. Project Director RUIDP, Jaipur RUIDP iii SOR SEPTEMBER 2013 PREFACE The Rajasthan Urban Infrastructure Development Project (RUIDP) has prepared Integrated Schedule of Rates Sept – 2013, for the works to be implemented under its umbrella with the intention to accommodate various items related to multi-sector urban infrastructure works considering larger interest of urban sector development works under UDH & LSGD. It was also intended that the estimation based on this SOR will provide the updated cost estimates for the benefit of analysis’s and guidance to different stakeholders in their assessments. The updating/modification of earlier SoR, 2011 was primarily required due to substantial increase in rates of basic material; labour; steel; petroleum products; transportation and other materials. There had been learning’s of RUIDP during its use; and accordingly new separate chapters for sewerage and Heritage works has been incorporated apart from addition of some new items which are generally required for use during execution of such works. The team of engineer’s having sectoral experiences were constituted to assess the market rate by approaching the vendor’s personally or on phone/mail, receiving quotations, price lists etc. to the maximum possible extent. The present basic rates of material/ equipments/ labour etc. have been procured from the various sources i.e. available schedule of rates of different departments i.e. PWD, MORTH, Archeological, CPWD & codes of Bureau of India standard and Delhi Schedule of Rates (DSR) etc. The support of Manufacturers/venders/suppliers has made us comfortable to reach at reasonable rates of the materials by providing their rates/catalogues. Though best efforts has been made to procure the present basic rates of every item; however few vendors were reluctant to provide any written document for the support of rates and accordingly rates of some items could not be directly received from the market. Such items have been arrived on the basis of earlier BSR rates & experience with suitable adjustments. Regular meetings were held with all RUIDP engineers and consultants working with RUIDP for detailed discussions & to freeze the rates of basic material and nomenclature of the items. The Electrical BSR has been adopted with modification in the existing Electrical BSR of State PWD-2012 considering the major changes prevailing in the rates of metals / materials. The rates of items has been arrived after due consideration of the likely overheads including financial charges for execution and reasonable contractor’s profit in their rate analysis. The basic rates have been collected from various sources generally in between April -2013 to June- 2013. These rates are therefore likely to reflect the rates actually prevailing in the market in June-2013. However the future trend in costs is to be watched by all concern for preparation of their updated estimates. I am gratified for the input of Sh. O.M. Rajotiya, Financial Advisor & Er. S. K. Asopa, Dy. PD (T) and subject expert consultant’s working with RUIDP for their valuable suggestions and refinement of SoR. This attempt had been successful only due to the extensive efforts of Engineers of RUIDP working in different sectors by ensuring RUIDP v SOR SEPTEMBER 2013 incorporation of related sectoral items & their proper nomenclature in the SoR namely; Superintending Engineers - Er. B.M. Lakwal, Er. Anil Sharma, Er. Ashok Choudhary, Er. Laduram Vishnoi and Executive Engineers - Er. Praveen Ankodia, Er. D. R. Jangid supported by the team of engineers. The task have been completed for its substantial revision in true sprit with the extensive work of supporting colleagues; Er. Rakesh Garg, Er. S. S. Khiria, Er. D K Mittal, Er. K. C. Agarwal, Er. Mahesh Garg, Er. Anil Vijayvargiya, Er. Anil Sharma, Er. L. S. Shekhawat apart from enthusiasm of participation by new Engineer’s recently joined the team RUIDP. The M/s Ojasvi Software, New Delhi with its experience of preparation of SoR for different states/departments has also made valuable contribution in understanding of items, rate analysis, market rates for basic materials and designing of the Integrated SOR-2013 for RUIDP. This Integrated Schedule of Rates, Sept-2013 has been prepared to cater the needs of Urban Infrastructure Development to accommodate the various schedules of rates for estimation, evaluation etc. Although every care has been taken, yet in such complex work like this, it is possible that typographical or other error or omissions have crept in; suggestion for improvement and corrections in this integrated SOR / future modifications will be most welcomed from all quarters.
