Ron Styles Terry Paton DeputyMinisterofFinance Provincial Comptroller Regina, Saskatchewan June 2005 4 PublicAccounts,2004-05 Introduction to the Public Accounts The 2004-05 PublicAccounts ofthe GovernmentofSaskatchewan are organized intotwo reports: Volume 1 contains the General Revenue Fund Financial Statements and the Summary Financial Statements. These are the main financial statements ofthe GovernmentofSaskatchewan. Italso contains information on the Fiscal Stabilization Fund. The General Revenue Fund Financial Statements accountforthefinancial transactions ofthe General Revenue Fund and the Province ofSaskatchewan Sinking Funds. All public money is paid intothe General Revenue Fund exceptwherethe Legislative Assembly has directed otherwise. The General Revenue Fund is availableforappropriation forthe public services ofSaskatchewan. The Summary Financial Statements consolidatethefinancial transactions ofthe General Revenue Fund, Crown corporations, agencies, boards and commissions. These consolidated statements provide afull accounting ofthefinancial affairs and resources ofall entitiesforwhich the Government is responsible. The Fiscal Stabilization Fund was established April 1, 2000. Its purpose isto stabilizethefiscal position ofthe Governmentfrom yearto yearand tofacilitate the accomplishmentoflong term objectives. Volume 1 also contains detailed information on public issue debentures and debentures issued tothe MinisterofFinance ofCanada. Volume 2 containsthefollowing: • details on the revenue and expense ofthe General Revenue Fund; • details on capital assetacquisitions ofthe General Revenue Fund; and • other information including financial information on the assets, liabilities and residual balances ofpension plans and trust funds administered bythe Government, a listing ofremissions oftaxes and fees, and a listing ofsupplierswho received $50,000 or more forgoods and/orservices supplied tothe General Revenue Fund and Revolving Funds during the fiscal year. Atthistime, a document containing the BudgetAddress and budget papers is tabled. Saskatchewan Estimates The General Revenue Fund’s spending estimatesforthe yearcommencing April 1 are presented tothe members ofthe LegislativeAssemblyfollowing presentation ofthe BudgetAddress bythe MinisterofFinance. The Estimates outlinethe detailed estimates ofrevenue, expense, loans, advances and investmentstothe LegislativeAssemblyforapproval in the form of TheAppropriationAct. Province ofSaskatchewan Interim Financial Reports Updates on the General Revenue Fund’s revenue, expense, surplus and debtare provided in financial reports prepared afterthefirstquarter, at mid-yearand afterthethird quarter.
