Since 1987, there have been several modest developments on the SFGHMC campus, these are described in sections 2 and 3ofthis IMP Update. The remaining sections will present summary information regardingthefollowingthreefuture plandevelopments: Medical Helipad • New EmergencyGeneratorCapacity • NewAcuteCare Hospital SFGHMCasseenfromMcKinleySquarePark SFGHMC, under the mandate of Senate Bill 1953, is obligated to insure itsacutecare buildingmeets established seismicstandards by 2013. As a result of detailed planninganalysis performed in 2004, it has been determined that retrofittingthe existingacute care building would be intrusive, challengingforthe hospital to remain in operation duringconstruction, reducesavailable space, and thatconstruction of a newacute care hospital facility is required; planningforwhich isstill in development. A full IMP that reflects all proposed plan developments and their impacts, will be prepared and submitted separatelyfrom this update. Owingtothetimethatwill elapse before definite planningforthe new hospital will be completed, this update has been prepared for the interim. The hospital would also like to continue the dialog and participation with the neighboring communities and the City and County of San Francisco regarding future measures and programs for the developmentand growth ofSFGHMC. San FranciscoGeneralHospital MedicalCenterInstitutionalMasterPlanUpdate -September2< 1-1 Section 1Introduction PURPOSEOFTHEINSTITUTIONALMASTER PLAN The IMPservestoadvisetheCommission and the publicoflong-range development projects proposed by SFGHMC; according to the three principal purposesset in Section 304.5 oftheSan Francisco Planning Code: A "To provide notice and information to the Planning Commission, community and neighborhood organizations, other public and private agencies and the general public as to the plans of each affected institution at an early stage, and to give an opportunity for early and meaningful involvement of these groups in such plans prior to substantial investment in property acquisition or buildingdesign bytheinstitution." B "To enable the institution to make modifications to its master plan in responsetocomments made in publichearings priorto its more detailed planningand priorto any requestforauthorization bytheCityofnewdevelopmentproposed inthe masterplan." "To provide the Planning Commission, community and neighborhood organizations, other public and private agencies, the general public, and other institutions with information that may help guide their decisions with regard to use of, and investment in, land in the vicinity of the institution, provision of public services, and particularly the planning of similar institutions in order to insure that costly duplication of facilities doesnotoccur.
