PUbLiC LIBH/s^/ HUMAN RIGHTS COMMISSION CITY AND COUNTY OF SAN FRANCISCO RULES AND REGULATIONS OFFICERS: TERM OF OFFICE Rule 1 -- The officers of the Commission shall be a Chairperson and Vice-Chairperson. The Chairperson and Vice-Chairperson shall be elected at the first regular meeting of the Commission held after the first day of January each year. The term of any Commissioner as Chairperson shall be limited to two successive years. (Amended 4/10/69) DUTIES OF OFFICERS Rule 2 -- The duties of the Chairperson shall be to preside at all meetings of the Commission; to call special meetings, subject to the provisions of Rule 8 herein of the Commission; to appoint the membership of all standing Committees and their respective chairpersons; to appoint, with the approval of a majority of all members of the Commission, a Director; and to perform all other duties necessary or incidental to his or her office. In the absence of the Chairperson, or in the event of his or her inability to act, the Vice-Chairperson shall take his or her place and perform his or her duties. In the event of the absence or inability to act of both the Chairperson and Vice-Chairperson, the remaining members shall appoint one of the members to act temporarily as Chairperson. ADMINISTRATIVE OFFICER Rule 3 -- Subject to the approval of a majority of the members, the Chairperson shall appoint a Director who shall hold office at the pleasure of the Commission. He or she shall serve as the administrative head of the affairs under the control of the Commission and shall have all the powers and duties of a department head, and a chief executive, under the pro- visions of the Charter. -2- 3 1223 06583 9293 ORDER OF BUSINESS Rule 4 -- The Order of Business ordinarily shall be as follows: 1. Remarks from the Audience 11. Adjournment ***At the discretion of the Chairperson, public comment may be heard after discussion of a specific item on the_a«&enda. VOTING REQUIREMENTS AND PROCEDURES Rule 5 -- No member shall be permitted to vote upon a question unless he or she is present when his or her name is called or before the vote is announced. Proxies shall not be permitted. Members may, at any time, explain their vote, or file in writing an explanation of such vote after the result of the voting has been announced and recorded. Each member present at a meeting of such Commission when a question is put shall vote for or against it unless the member is excused from voting by a motion adopted by a majority of the members present. (Paragraph three added by amendment adopted 5/27/76) The Minutes shall reflect the individual votes by the Commissioners on all matters voted upon by the Commission, unless the vote is unanimous. The Chairperson shall call for a voice vote, and, in the event that it appears that a division exists among the Commissioners, the Chairperson shall call for a show of hands, which shall be recorded by the .secretary.
