RTCA, Inc. is a private, not-for-profit corporation utilized by the Federal Aviation Administration (FAA) as a Federal advisory committee that serves as a consensus venue for the aviation community. The organization develops industry-wide consensus based recommendations on solutions to the technical and policy challenges of modernizing the global air transportation system, principally related to the implementation of Communication, Navigation, Surveillance and Air Traffic Management (CNS/ATM) operational capabilities. The FAA has chartered RTCA, Inc.and some of its components to serve as an advisory committee in FAA Order 1110.77W. Dedicated volunteers log thousands of hours annually, participating in an active network organized and managed by RTCA representing the consensus of experts from allaspects of the aviation industry, functioning in an open, collaborative, consensus-driven environment. It accomplishes this by convening federal advisory committees of private sector participants in a manner consistent with US anti-trust laws. This unique public-private partnership provides an effective venue for all interested parties to be heard and work constructively towards solutions to some of the toughest policy and technical challenges to air transportation modernization. Interested stakeholders respond requests from the FAA for consensus advice on policy,operational and investment decisions, and the associated performance metrics critical to maintaining a safe, secure and efficient air transportation system. RTCA Committees generate products that support the continuing evolution of the US ATC system, an essential service to both government and industry.The FACA outputs generate minimum performance standards that serve as a basis for certification for aircraft systems and equipage. This helps expand the competitive marketplace of aircraft equipment and avionics. RTCA also generates industry consensus policy recommendations to government. During FY2018, RTCA supported following twenty-three Federal advisory committee efforts. All Federal advisory committee meetings are open to the public. All Federal advisory committee meetings are open to the public. In FY2018 RTCA conducted 52 Federal advisory committee meetings with a total of 1712 attendees at these open meetings. Those attendees included 1010 individuals from 296 organizations. 20b. How does the Committee balance its membership? Each private sector member of the NAC, DAC, PMC, the TOC and Chairpersons of Special Committees serve as “representative” members, and must be qualified to represent that interest by virtue of his or her employment, education, experience or affiliation with a specific aviation-related organization. Representative members are committed to collaboration in the development of consensus-based recommendations—a commitment that is central to the RTCA process and its record of accomplishment and service to the aviation community. The RTCA Policy Board is elected annually from a slate of individuals nominated by the Policy Board Nominating Committee, to ensure that the Policy Board equitably represents, to the extent feasible, the government and non-government aviation community. The RTCA President and FAA members of the RTCA Policy Board review the NAC, PMC and TOC membership annually to ensure similar equitable representation of the aviation community. In the selection of Special Committee leadership, particular consideration is given to the ability of potential chairpersons and subgroup leads to preside and act objectively on behalf of the aviation community and to ensure that Special Committee deliberations consider the views and perspectives of all participating individuals. Membership of Special Committees is recruited from RTCA member organizations by inviting organizations to name qualified persons to serve on the committee. Any organization materially affected by work of Special Committees is urged to participate to create a balanced membership. In addition, the Chair of any Special Committee may invite nonmembers of RTCA having expertise in the subject matter to participate. Members serve on a “voluntary” basis and are expected to contribute to the output and attend a majority of the meetings. Special Committee participation ensures that all interested parties can participate and that the relevant perspectives government and industry, user and supplier, labor and management, domestic and international are considered in the process of collaboratively developing consensus-based solutions to contemporary issues. The leadership, process, deliverables and deadlines are defined in the Terms of Reference (TOR) as each committee is established. Once the committee’s work is completed, the Special Committee is disbanded (sunset) or additional taskings are assigned. RTCA encourages international participation in its activities. A number of Special Committees work very closely with the European Organisation for Civil Aviation Equipment (EUROCAE) to achieve harmonized U.S. and European recommendationson aviation issues. 20c. How frequent and relevant are the Committee Meetings? RTCA Advisory Committees meet throughout the year as required to achieve their goals as specified in their TORs. The NAC, PMC, DAC, SCs and TOC meetings are independently scheduled based on the complexity of the issue being addressed, the date by which a recommendation has been requested and the availability of committee members.In FY 2018 RTCA conducted 52 meetings. The NAC met 2 times, the DAC met once, the PMC met 2 times, the TOC met 2 times, and RTCA Special Committees held 45 meetings.In FY 2017 RTCA conducted 82 meetings. The NAC met three times, the DAC met once, the PMC met four times, the TOC met three times, and RTCA Special Committees held 69 meetings.In FY 2016 RTCA conducted 69meetings. The NAC met three times, the DAC met once, the PMC met four times, the TOC met three times, and RTCA Special Committees held 70 meetings. In FY2015 RTCA conducted 69 Federal advisory committee meetings. The NAC met three times, the PMC met four times and the TOC met four times. RTCA Special Committees held 58 public advisory committee meetings in FY2014. Special Committee meeting schedules are driven by the nature of their work and the documents they are preparing. Meeting frequencies of between one and five times per year are not out of the ordinary. 20d. Why can't the advice or information this committee provides be obtained elsewhere? RTCA is able to convene groups of private sector participants in a manner that is consistent with U.S. Anti-Trust laws. From its infancy aviation has been, and will remain, a government-industry collaborative enterprise.
