Thisrecognitionisalifetime achievementawardbestowedannuallytoaphilatelistwhohasmadeanoutstanding contributiontophilatelyintheSoutheasternUnitedStates. For2022,theBoardproudlyhonorsRichardF.“Dick”Winter,FRPSL,ofNorth Carolina. WinterhasmadeenormouscontributionstothestudyofPostalHistory, andiscelebratedasoneoftheworld’sleadingauthoritiesonTrans-AtlanticMailand MaritimePostalHistory. Winter’swritingcreditsareextensive. Heistheco-authorofNorthAtlanticMail Sailings1840–75,publishedbytheU.S.PhilatelicClassicsSociety. ThroughtheAPS, hepublishedUnderstandingTransatlanticMail(volume1in2006,andvolume2in 2009). Hehaswrittenover100articles,mostwithoriginalresearchinthe transatlanticmailfield,severalofwhichhavebeenpublishedintheAmerican PhilatelicCongressBooks. HisfriendsinNorthCarolinawillbefamiliarwithhis numerousarticlesintheNorthCarolinaPostalHistorian,thejournaloftheNorth CarolinaPostalHistorySociety. Asaneditor,Winter’screditsincludetheForeignMailsSectionoftheUSPCS’ TheChronicle(1985-2012);associateeditorforvolumes3and4ofPostOfficesand PostmastersofNorthCarolina;andUnitedStatesIncomingSteamshipMail 1847-1875(2ndedition),publishedbyTheronWierengathroughtheUSPCSin2000. Today,WintercontinuestoedittheNorthCarolinaPostalHistorian. Asanexhibitor,hehasparticipatedin11Internationalandnationalexhibitionswith threedifferentstamplesstransatlanticpostalhistoryexhibits,winningGoldorLarge Goldonalmosteachoccasion(1981-2006). Winter’scontributionstophilatelyincludeextensivevolunteerism,withservicein leadershiprolesinmultiplesocieties. Principalamongthesewerehisrolesas presidentoftheUnitedStatesPhilatelicClassicsSocietyfrom1992to1996,and16 yearsasthepresidentoftheNorthCarolinaPostalHistorySociety. Further,hewas amemberoftheSmithsonianNationalPostalMuseum’sCouncilofPhilatelistsfrom 2003to2009. Hehasservedonboardsandinconsultativeroleswithmanyother philatelicorganizations. Winterhasbeenrecognizedwithnumerousawardsforhislifetimecontributionsto philately. HewastherecipientoftheAPSLuffAwardforDistinguishedPhilatelic Researchin1999,andtheCharlesJ.PetersonPhilatelicLiteratureLifeAchievement Awardin2021. HesignedtheDistinguishedRollofPhilatelistsofthePhilatelic CongressofGreatBritainin2008andheisaFellowoftheRoyalPhilatelicSociety London.
