About APSHCL A.P.State Housing Corporation Limited (APSHCL) was incorporated on 5th July 1979 under Companies Act. APSHCL aims to bring dignity to each and every BPL family by assisting them, both financially and technically, for construction of permanent (Pucca) houses. The financial assistance is provided as per the various schemes of State Government and Government of India. The technical assistance is provided by the staff of APSHCL in the form the Technical Work Inspectors, Assistant Engineers, Deputy Executive Engineers and Executive Engineers. In addition, APSHCL brings innovative technologies in house construction. Further, the APSHCL also supplies cost effective building material to the beneficiaries, produced through the Nirmithi Kendras, and also certain material like Cement at subsidized prices. APSHCL provides housing schemes for Rural and Urban poor. Full subsidy housing and credit-cum-subsidy housing are offered to the selected beneficiaries. Amongst the poor, special group housing like Weavers, Fishermen and Beedi workers Housing, Artisan Housing is available. Also, Cyclone and Flood Housing, Earthquake Resistant Housing schemes are offered for hazard prone areas. APSHCL’s colonies have come up in every village in AP. Its well-developed technical network provides direct interaction and assistance to its loans in construction of core structure, from foundation to roof. APSHCL provides financial assistance by raising loans on behalf of its beneficiaries and disbursing it in easy repayment terms along with subsidies from the Government. Self-help is a crucial element of the scheme because finishing, flooring, negotiating with mason and buying of all other materials rest with the beneficiary. APSHCL employees assist in developing the colonies in various stages. So far APSHCL has assisted 100.32 lakh families in rural areas and 8.72 lakh families in urban areas. Large housing programmes like the WSHP in the state of Andhra Pradesh cannot be taken up speedily without ample supply of building materials. This is achieved by setting up 89 production units called Nirmithi Kendras for building materials using all technology options and locally available raw materials. In the housing activity, beneficiaries are the most important people without their participation and involvement, the timely completion of houses is not possible.Loan recovery shall be started from the beneficiaries the moment the construction of houses is completed. Andhra Pradesh Technology Services Page 5 Weaker Sections Housing Programme in the state is being implemented by the Andhra Pradesh State Housing Corporation Limited. The houses are being constructed under various schemes i.e., Normal Housing, Indira Awaas Yojana,and for the occupational groups like Beedi Workers,Weavers,Fishermen, etc.. In urban areas, the houses are constructed under EWS Housing, VAMBAY, Rajiv Gruha Kalpa,JNNURM/BSUP etc. The Normal housing scheme is a state sponsored scheme and the houses are sanctioned under,Rural Permanent Housing (RPH) and Urban Permanent Housing Programme (UPH). The Indira Awaas Yojana (IAY) scheme is limited to the victims of natural calamities, freed bonded labourers,destitute and other BPL families.The District Collector is the sanctioning authority. In respect of Special housing schemes like Beedi Workers, Fishermen and Weavers the selection of Beneficiaries will be done by respective departments. Sanction of beneficiaries under Beedi Workers shall be accorded by Government of India, Fishermen and Weavers housing Programme by the Commissioners of the respective departments. ‘Rajiv Gruha Kalpa’ introduced during 2005-06, shall cater to the beneficiaries just above poverty line and who cannot afford to construct a houses themselves, for whom 90% of the unit cost would be arranged as loan, while the balance 10% would be the contribution by the beneficiaries. The unit cost of the houses under the above schemes varies from Rs.45,000/- to Rs.1,50,000/- The beneficiaries selected under all the schemes have to pay an amount of Rs.100/- towards admission fee to the Project Director(PD) of the concerned district. 3% of the unit cost of the houses shall be deducted towards administrative charges under all the schemes except IAY & VAMBAY. All the beneficiaries shall open an account under Core Banking system. The schemes were originally taken up in contiguous plots of sanctioned layouts with a minimum of 25 houses. Subsequently where there were special difficulties in implementation of programme, it was permitted to take up a minimum of 20 Houses. The Government have further ordered that the houses shall be constructed in the first instance in the sanctioned layouts, but in case of non availability of required number of assigned sites for construction, a maximum of 20% of the houses can be constructed on the sites owned by the beneficiaries in scattered manner. The accommodation generally proposed under all the housing schemes shall be a multi Andhra Pradesh Technology Services Page 6 purpose room and kitchen with covered or uncovered verandah depending upon the financial adjustability. A toilet shall be an integral part of the house. In view of the policy of the government to eliminate wood in construction of houses, Nirmithi Kendra products like pre-cast RCC doors, windows, jallies, walling elements etc. are being used which reduces the cost of construction and ensure quality. The various schemes being implemented by APSHCL are as follows: INDIRAMMA/ RACHABANDA/ GO 171 Rural (cid:1) Rural Permanent Housing(RPH) (cid:1) Indira Awaas Yojana (IAY) in Rural areas (cid:1) Flood Housing (cid:1) Beedi Workers Housing in Rural and Urban areas. (cid:1) Weaver Housing Programme (cid:1) Fishermen Housing Programme Urban (cid:1) Urban Permanent Housing(UPH) (cid:1) Integrated Housing and Slum Development Programme (IHSDP) (cid:1) Jawaharlal Nehru National Urban Renewal Mission (JNNURM) (cid:1) Other schemes, as and when sanctioned by the State Government In Rural and Urban areas, where the houses are taken up in individual plots owned by the beneficiaries, construction is done by the beneficiaries themselves. Wherever the houses are taken in G+ pattern, works are being executed through contractors by calling for tenders through e-procurement. All the payments are being adjusted to the individual accounts of the beneficiaries wherever the construction is done by the beneficiaries, as per the prescribed payment schedule. All the beneficiary details and transactions relating to Physical progress, Financial progress and other relevant data is placed in the web site www.housing.cgg.gov.in for public view. b. Current Processes at APSHCL Administration: Administrative matters of all employees: sanction of all kinds of leaves, increments, promotions and terminal benefits to the employees as per eligibility Vigilance and Legal : taking of action on the complaints received on the employees after enquiry. Engineering: Andhra Pradesh Technology Services Page 7 Cement: supplying of cement to the beneficiaries on subsidiary price as per the rate finalized by the Govt. Housing: sanction of houses to the eligible beneficiaries under various housing schemes in rural and urban in the state. Habtech: production of low cost housing products and supply to the beneficiaries as well as to the required persons. Construction of other department works with a minimum administrative charges. PMU(Project Monitoring Unit): Monitoring of G and G++ housing programs in urban areas taken up by departmental and in contract mode. Basic Infrastructure/IIDPs: Providing basic Infrastructure in new layout colonies. MIS: Monitoring of online progress Finance: Accounts and Audit: Preparation of budget estimates as per the amounts allocated by the govt. and auditing of the accounts for which the payments released to the beneficiaries . The role and primary functions of APSHCL in the development of rural and urban areas have been defined by the Government of Andhra Pradesh as follows: • Enforce better integration of sanctioned projects. • Incorporate high level board with representation of ministers for better coordination. • Promote better access to institutional funding for high level of infrastructure. • Coordinate with other public agencies concerned with provisions for urban infrastructure services and amenities. • Initiate the process of mapping with the help of satellite images. • Engage reputed consultants in the development of Master Plans. • Set up regional offices for the convenience of public at large. • Regulate and control illegal developments through statutory plans and other measures For managing all these Functions and Activities, APSHCL does not have necessary IT systems and support in place, except for few systems like File tracking and custom developed applications.. Almost all these operations are either handled manually or with Andhra Pradesh Technology Services Page 8 some excel based worksheets. Therefore APSHCL wishes to implement a proven global ERP based solution as per the scope mentioned in this document. The globally ERP based solution means that the ERP product is globally recognized and it has been implemented in at least five countries across the globe. Abbreviations and Definitions c. Definitions Bidder/Contractor The Authorized implementation partner by OEM of the offered SAP ERP Financials product shall be the Bidder. Client or Owner or APSHCL The client or owner or APSHCL shall mean Andhra Pradesh State Housing Corporation India and shall include their legal representatives, successors and assigns. Engagement The engagement includes the Supply, Installation and Testing of the solution as well as its Configuration, Implementation, Training, Hand Holding and Support for the Head office of APSHCL. The scope of work is detailed separately in Appendix-A. RFP or Bid or Tender In response to this document, the RFP or Bid or Tender to be submitted by the Bidders shall comprise of Eligibility criteria, Technical & Commercial Proposal (including Functional & Technical Requirements) and Price Proposal.
