IN THE HOUSE OF REPRESENTATIVES May21,2002 Mrs.THURMANsubmittedthefollowingresolution;whichwasreferredtothe CommitteeonRules RESOLUTION Providing for the consideration of the bill (H.R. 3497) to amendthe Social SecurityActand the Internal Revenue Code of 1986 to preserve and strengthen the Social SecurityProgramthroughthecreationofpersonal Social Security guarantee accounts ensuring full benefits for allworkers and theirfamilies, restoringlong-term Social Securitysolvency, to make certainbenefit improvements, andforotherpurposes. 1 Resolved, Thatimmediatelyupontheadoptionofthis 2 resolution the House shall resolve into the Committee of 3 theWhole House on the stateofthe Unionforconsider- 4 ationofthebill(H.R. 3497)toamendtheSocialSecurity 1 Act and the Internal Revenue Code of 1986 to preserve 2 and strengthen the Social Securityprogram through the 3 creation of personal Social Security guarantee accounts 4 ensuring full benefits for all workers and their families, 5 restoringlong-termSocialSecuritysolvency,tomakecer- 6 tain benefit improvements, and for other purposes. The 7 firstreadingofthebillshallbedispensedwith.Allpoints 8 oforderagainstconsiderationofthebillarewaived. Gen- 9 eral debate shallbe confined tothebilland shallnotex- 10 eeedtwohoursequallydividedandcontrolledbythechair- 11 man and rankingminoritymember ofthe Committee on 12 Ways and Means. After general debate the bill shall be 13 consideredforamendmentunderthefive-minuterule. The 14 billshallbeconsideredasread. Noamendmenttothebill 15 shallbeinorderexcept: 16 (1) anamendmentinthenatureofasubstitute 17 consisting of the text of H.R. 3535 if offered by 18 RepresentativeArmeyofTexasoradesignee; 19 (2) anamendmentinthenatureofasubstitute 20 consisting of the text of H.R. 4022 if offered by 21 RepresentativeMatsuiofCaliforniaoradesignee; 22 (3) anamendmentinthenatureofasubstitute 23 consisting of the text of H.R. 4023 if offered by 24 RepresentativeMatsuiofCaliforniaoradesignee; HRES425IH 1 (4) anamendmentinthenatureofasubstitute 2 consisting of the text of H.R. 4024 if offered by 3 RepresentativeMatsuiofCaliforniaoradesignee; 4 (5) anamendmentinthenatureofasubstitute 5 consisting of the text of H.R. 4780 if offered by 6 Representative Matsui of California, Representative 7 GephardtofMissouri,oradesignee. 8 Sec. 2. Considerationofeachsuchamendmentshall 9 begin with an additional period of general debate which 10 shall be confined to the subject of the amendment and 11 shall not exceed one hour equally divided and controlled 12 bytheproponentandanopponent,Eachsuchamendment 13 maybeofferedonlyintheorderspecifiedinthefirstsec- 14 tionofthisresolution, maybeofferedonlybythenamed 15 proponentoradesignee,shallbeconsideredasread, shall 16 be subject to amendment, and shall not be subject to a 17 demand for division ofthe question in the House or in 18 the Committee oftheWhole. All points oforder against 19 each amendment are waived (except those arisingunder 20 clause7ofruleXVI). 21 Sec. 3. IftheCommitteeoftheWholerises andre- 22 ports that it has come to no resolution on the bill, then 23 on the next legislative day, immediately after the third 24 daily order ofbusiness under clause 1 of rule XIV, the HRES425IH CHSLIBRARY 4 3 flDT5 000LB51E 1 House shall resolveintothe Committee oftheWhole for 2 furtherconsiderationofthebill. 3 Sec. 4. Attheconclusionofconsiderationofthebill 4 for amendment the Committee shall rise and report the 5 billtotheHousewithsuchamendmentsasmayhavebeen 6 adopted.
