Quentin SkinnerisRegiusProfessorofModernHistoryintheUniversity ofCambridge.AFellowofChrist’sCollege,Cambridge,heisalsoafellowof numerousacademicbodiesandtherecipientofseveralhonorarydegrees.His manypublicationsincludeTheFoundationsofModernPoliticalThought (Cambridge,1978;twovolumes),Machiavelli(1981),ReasonandRhetoricinthe PhilosophyofHobbes(Cambridge,1996),LibertybeforeLiberalism(Cambridge, 1998)andthreevolumesofVisionsofPolitics(Cambridge,2002). TheEuropeanScienceFoundation(ESF)actsasacatalystfor thedevelopmentofsciencebybringingtogetherleading scientistsandfundingagenciestodebate,planandimplement pan-Europeanscientificandsciencepolicyinitiatives. ESFistheEuropeanassociationofsixty-sevenmajornational fundingagenciesdevotedtoscientificresearchintwenty-four countries.Itrepresentsallscientificdisciplines:physicaland engineeringsciences,lifeandenvironmentalsciences,medical sciences,humanitiesandsocialsciences.TheFoundation assistsitsMemberOrganisationsintwomainways:by bringingscientiststogetherinitsscientificprogrammes, eurocores,forwardlooks,networks,exploratoryworkshops andEuropeanresearchconferences,toworkontopicsof commonconcern;andthroughthejointstudyofissuesof strategicimportanceinEuropeansciencepolicy. Itmaintainscloserelationswithotherscientificinstitutions withinandoutsideEurope.Byitsactivities,theESFaddsvalue bycooperationandcoordinationacrossnationalfrontiersand endeavours ,o◊ersexpertscientificadviceonstrategicissues, andprovidestheEuropeanforumforscience.
