This is asynopsisofsomeofthelawsthataffecta greatmanypeople. For further elariflcation oftheselaws please refertheStateofNew HampshireRevised Statutes Annotated as indicated. DOGS -Pursuantto RSA466:1-7, ifyourdog is over3 months old you are required to license itbyAPRIL 30 ofeach year. Proofofrabies vaccination and spaying or neutering is required atthetinneoflicensing. Licenses may be obtained attheTown Clerk Office. REGISTERING TO VOTE &ABSENTEE BALLOTS - Ifyou have established permanentdomicile in theTown ofHill, are a United States Citizen and are 18 yearsof ageorolderyou havethe rightto registerto vote. Voterregistration cards are available attheTown Clerk Office. You mayalso registertovote atthe polls during Election Day. Ifyou are a legally registered voterfortheTown ofHill you may requestan absentee ballotforanyelections. Ifyou will beoutofTown, disabled orjust unableto gettothe polls forvoting on the dayofelections, you mayapplyforan absentee ballot. Ballots are obtained attheTown Clerk Office. TAX BILLS -All real estate propertytaxes are assessed on April 1^'ofeach year. The tax year is April 1^'through March 31®'. The first billing ofeach year(June) is calculated at 50% ofthe previous yeartax rate. The tax rate is setpriortothe second billing of each year(November). The taxpayer may, by March 1®*followingthe date ofnoticeofthe tax and not aftenwards, apply in writing to the Board ofSelectmen foran abatementofthe assessed tax as provided underRSA76:16. Ifyou are elderly, disabled, blind, a veteran ora veteran's spouse, orare unableto paytaxes dueto povertyorothergood cause, you may be eligiblefora taxexemption, credit, abatementordeferral. Fordetails and application information contactthe Board ofSelectmen. Real estatetax paymentswill be applied firsttothe oldestdelinquent real estatetaxes (ifany)forthe indicated property. Paymentofa current bill does not prevent collection ofprevious unpaid taxes, nordoes an errorin the name ofthe person(s)taxed prevent collection. Ifpaymentis made bycheckormoneyorder, it is notconsidered paid until the checkormoneyorderis cleared bythe bank. A$25 fee plus all additional delinquency penalties and collection costswill be charged foranycheck returned bythe bankforany reason. Ifyou are notthe presentownerofthe propertythatyou received a bill for, please forward to the properowner. Thetaxcollectorissues billstothe last know reported ownerofthe propertyand the lastknown address. Any real estate propertysales issued in thecurrentmonthwill notbe recordedwiththe Board ofSelectmen and the . 2000 ANNUAL REPORT Tax Collectoruntil the middleofthefollowing month. All address changes should be directed to the OfficeofTaxCollector. TIMBERYIELD TAX (RSA79) - Timberis considered to be real estate, therefore taxable. Timberis onlytaxed atthetime it is cutand ata rate, which encouragesthe growing oftimber. In orderforthe Town to be aware ofcutting operationsthe ownerof the property must notifythem ofcutting byfiling an Intentto Cut. Timbertax is assessed upon the receiptofthe ReportofWood Cut, which must befiled with the Town within 60 days ofcompletion ofcutting. Timberon all land ownership is taxable at 10% ofthe stumpagevalue atthetime ofcutting. Fines fornon-compliance may be assessed. The DRAand Division ofForest& Lands have authorityto issue a cease and desistforanycutting operation not in compliancewith RSA79. The following are the onlyexceptionstotaxation. No Intentto Cut is required and timber is nottaxableforthese items: 1 10 MBF saw logs and 20 cordsfuel wood forpersonal use. 2. 10 MBF saw logs and 20 cordsofwood forland conversion purposes when all permitsforthe conversion have been received. 3. Shade and ornamental trees, usually considered to betrees within striking distance ofa building. 4. Christmas trees, fruittrees, and nursery stock and short rotation tree fiber. 5. Any amountoffirewood formaple syrup production. 6. Government and utilities notselling thewood. CURRENT USE (RSA79-A) -The purpose ofCurrent Use isto preserve open space- a propertytax strategyto help landowners keeptheiropen space undeveloped. Land is assessed at its presentuse ratherthan its highest potential use. Current Use does not require land to be open to public use. Parcels must be atleast 10 acres in size orbring in $2500 in annual agriculture or horticultural products. Parcels can be sold with no penalty. It remains in current use regardless ofwho owns it. No "buyout" provision exist. Oncethe land is accepted, it is in forever. Current Use applications must be submitted tothe Board ofSelectmen on or before April 15'^ with a fee of$12.34. Upon approval, applications are recorded atthe Merrimack County RegistryofDeeds. Current Use assessment ranges includefarm land, forestland, unproductive land and wetlands. A20% additional recreation adjustmentis availableforallowing certain recreation activities. Ifthe parcel's use physicallychangesorthe changes create a parcel oflessthan 10 acres in size, a penaltyof 10% ofthefull and true marketvalueofthe changed portion is assessed atthe time ofchange.
