REPORT OF THE TECHNICAL COMMITTEE
FOR REGIONAL GOVERNMETT
Introduction
The Technical Committee for Regional Government was consti
tuted in accordance with the Resolution of the President of
the Sudanese Socialist Union (S.5.0. ) No. ( 36 ) . The Chair
man of the Committee is Sayed Abel Alier, Vice-President
and member of the Political Bureau . Its membership com
prised forty persons .
The Resolution of the President has defined the juri
sdictions of the Technical Committee for Regional Go
vernment in the following manner :
1 : The Committee undertakes the study of the basic
aspects of the Regional Government according to the reco
mmendations and resolutions of the Central Committee in
its third meeting at its third session.
2 : The Committee shall constitute two sub- committees,
The first sub- committee is specialised in studying the po
ssibility of devicing a financial system which realises
the integration of Resources and the oneness of the Suda
nese economy within the context of the Regional Government's
proposals . The second comnittee undertakes the function
of considering the boundaries and Regional Capitals with
respect to Geographical and Demographic considerations,
natural resources and good basis for efficient administra
tion .
The Technical Committee , with its full membership, las
held sixteen meetings in the period between the seventh of
July 1979 and the twenty sixth of November 1979 . The first
three meetings were confined to clarifying its functions
and jurisdictions, the formation or sub -committees, the
determining of their membership and their jurisdictions.

with the studies conducted by the Presidency, and the mi
nutes of the joint meetings of the Technical Committee and
the National Committee . They made a general discussion
about the main aspects of the Proposed Regional Set-up .
The last meetings of the Committee were destined for
the discussion of the sub -committees reports, and the for
mulation of specific recommendations .
The Technical Committee has considered the necessity
of constituting a third sub - committee to undertake the le
gislative , executive and administrative affairs . This
committee goes in line with the two sub -committees for
finance , Boundaries and Regional Capitals which were also
covered by the Presidential Order No. ( 36) with a view to
completing the studies pertaining to the legislative, ad
ministrative and i'inancial aspects of the Regional Govern
inent .
Jurisdictions of Sub - Committees
1 . Committee for Financial and Economic matters .
The Committee should study the current financial sy
stems, and the financial relations between the Central
Government and the People's Executive Councils. It
should also submit proposals to the Ministry of Finance
and National Economy, which on its part explains the
financial relations between the Central Government and the
Regional Governments on one hand, and between the Regio
nal Governients and the People's Executive Councils on the
other hand .
The study of the Committee should include the following
financial aspects :
a) Study of Acts and financial regulations applied in
the following:
Sources of Revenues and Lxpenses of Central
Government ;
