The Forum was the second for Eastern Africa thus the title 2nd Regional Forum (2013) for Eastern Africa and was convened by EAFF in close collaboration with the NEPAD Planning and Coordinating Agency and Regional Economic Communities from Eastern Africa. CAADP’s main goals are to improve food security, rural employment and incomes, working at country levels where it puts stakeholders in agriculture on board of main policy and planning processes. CAADP has created the regional forum which focuses on farmers and farmer representatives, policy makers, agri-business, financiers, development workers amongst others. The thrust of the CADDP Africa Forums is as follows; "Sharing and learning among farmers, experts and decision makers from different agricultural sub- sectors, to foster the up scaling of best practices across Africa as an input into country-driven development of the agriculture and rural sector". Conference theme, objectives and expected outcomes The 2nd Regional CAADP Africa Forum (2013) for Eastern Africa was organized under the theme “Small-holder Commercialization: livestock and potato value chains in Eastern Africa" and was meant to facilitate learning and sharing between farmer organizations and other actors with the intention of the knowledge/experience being transferred to the home countries of the participants’. During the 2nd Forum, EAFF adopted a different approach from the earlier one to ensure better outcomes from the conference as follows; 1. Focus on Commodities: Pre-selected two commodities – livestock and potatoes 2. Demand-driven: Prior to the event, the participants identified their various specific learning needs at various stages in the value chains of the two commodities 3. Policy: Focus on policy related to the two selected commodities In regard to the two commodities, the learning scope included Agricultural inputs, production and productivity, marketing post-harvest and agro-processing, institutional arrangements of policy instruments including sector policies, legislation industry regulations; amongst others. For 8 | P a g e the Livestock sector, different sub-sectors were focused on; dairy cows, dairy goats and to some extent beef, poultry and piggery. The objectives of the forum were as follows; 1. Learning and sharing on the two commodities best practices through technical presentations, field visits and discussions 2. Guide/inform policy discussions on the two commodities, discussing the role of governments, policy, regulations, budgeting, programmes and best practices. The forum’s expected outcomes included addressing and answering the questions below (template attached to the report as Annex 4) 1. What are the key lessons/knowledge that has been learned? The answers on this to focus on three areas; a. Value Chain, inputs, production, post harvest b. Policy – Regulations and Legislations c. Farmer Organizations – Their management, governance and relationship with governments and other stakeholders 2. Mention the specific interventions that you would like to apply back in your home country? 3. How do you intend to apply this knowledge back in your home country? Which steps will you take? 4. Which partners have you identified to work with? Conference Design The conference adopted a variety of approaches that included, but was not limited to the following methods;  Opening of the Conference with remarks from EAFF and the other partners namely GIZ PSDA, Growth Africa, and official opening by COMESA.  Targeted Field Visits for both commodities as follows; Livestock Day 1 afternoon – Kenya Agricultural Research Institute (KARI) Naivasha, Regional Center of Excellence for Dairy Day 2, Whole Day -  Farm in Maragua Mbombo: Over 100 dairy cows, 2,000 pigs, 2,000 chicken plus other small stock. Farmer also owns a feed mill.  Sagana farm (1): Specializes in dairy goats (over 50) and dairy cows (15)  Sagana farm (2): Specializes in emerging livestock- over 2,000 quails, an incubator 9 | P a g e hatching over 1,000 chicks, and sold @ Kshs 400 each, peacocks, ducks, local chicken & 30 dairy goats Potato Day 1 Afternoon - NORDA; potato processing company located in Industrial Area, Nairobi Day 2, Whole Day  Kenya Agricultural Research Kenya Agricultural Researcj Institute (KARI) Tigoni;  Potato farmer in Kiambu;  International Potato Centre (CIP) Plant Quarantine Station in Muguga  Technical Presentations  Group Discussions focusing on organizations/countries preparation and presentation of Action Plans The four-day programme is attached to this report as Annex 2. Conference Participants A total of 70 participants attended the conference. The conference participants were drawn from EAFF member countries as follows; -Djibouti, DRC Congo, Ethiopia, Kenya, Tanzania, Uganda and Rwanda. Other participants included donor organizations; GIZ PSDA, GIZ Germany, Grow Africa and COMESA representing regional organizations. AFC Consultants International from Germany also participated and assisted EAFF in the facilitation of the conference. The full list of participants is attached to this report as Annex 3. C O N F E R E N C E H I GH L I GH T S D ay 1 - M on d a y 25t h N ov e mb er 20 13 Session One – Opening Ceremony Mr. Mainza Mugoya , EAFF Programme Officer, presided over the opening ceremony and gave welcoming remarks. Remarks and speeches were given by representatives from the following organizations; o Heike Hoeffler, Advisor, Sector Project, Agricultural Policy and Food Security, GIZ, Germany, o Jackson Muchoki, Senior Programme Officer, Private Sector Development in Agriculture (PSDA) GIZ, Kenya o Stephen Muchiri, Chief Executive Officer, EAFF o Liberal Sebirukoko, Grow Africa o Mbosonge Mwenechanya, COMESA secretariat The workshop was officially opened by Dr. Mbosonge.
