REVIEWOFTHESTATISTICSREPORTEDONHIGHSEASFISHERIESWHICH AREPRESENTLYCOLLATEDBYREGIONAL FISHERYAGENCIES 6. TheChairmansummarizedtheintroductorypaperforAgendaItem4(Doc.5;see AppendixF)notingthatitprovidedguidancefortheensuingpresentationsbytheparticipants fromtheregionalfisheryagenciesandsubsequentdiscussion. Headdedthattherewasa highdegreeofvariabilityinhighseasfisherydatabetweenregions,andalargevariationin theextenttowhichparticularhighseasfishstockswerecoveredbyregionalfisheryagencies. TheChairmanindicatedthatanattemptshouldbemadeintheConsultationtoidentifythose areaswheretherewasinadequateornocoverageofhighseasfishstocksbyregionalfishery agencies. 8. Participantsfromtheregionalfisheryagenciesweretheninvitedtomakeshort presentationshighlightingtheiragency’shighseasfisherystatisticalactivities. CommissionfortheConservationofAntarcticMarineLivingResources(CCAMLR) 9. MostoftheareacoveredbytheCCAMLRConventionishighseas(Doc.5.A;see AppendixG). DatacollectedbytheCommission,whicharesuppliedbyMembers,areused forstockassessmentpurposes,fortheoperationalmanagementoffisheries, forthe assessmentofincidentalmortalityofmarinemammalsandbirds,andforthecalculationof annualfinancialcontributionsbyMembers. QuotasarenotspecifiedbytheCommission formanagementpurposes,thoughcatchlimitationsandothercriteriatakingaccountof incidentalspeciesmortalityareused.TheCommissionhasascientificobserverprogramme inwhichobserversareplacedonvesselsoperatingintheConventionarea. Thepurposeof thisprogrammeistofacilitatecollectionofdatafromcommercialsourcesandscientific researchvessels. ManagementintheConventionareatakesintoaccountcommercially targetedaswellasrelatedanddependentspecies,i.e.anecosystemapproach.Thetotalcost fordatamanagementisapproximatelyUS$32000. SouthPacificForumFisheriesAgency(FFA) 10. Approximately19percentoftheregionservedbytheFFAishighseas. Tunaisthe mostimportantcommercialspeciesharvestedintheregion(Doc.5.C; seeAppendixH). Some94percentofcatchesaretakenbydistantwaterfishingfleets. TheFFAisprimarily concernedwiththeeconomicandpolicyaspectsofmanagementandtothisextenttheAgency complementstheworkoftheSouthPacificCommission(seeparagraph16)whichisdirected towardsresearch.HighseasfisheriesdataareofparticularimportancetoFFAMembersfor ihesuccessfulimplementationofregionallyagreedarrangementsconcerningmonitoring, controlandsurveillance(MCS),andtoenableFFAMemberstoassesstherelativeeconomic benefitsdistantwaterfishingfleetsderiveinhavingaccesstotheirEEZs.Allvesselsfishing withintheFFAregionarerequiredtoprovidecompleteandaccuratefishingdetails, includinghighseasactivities,incompliancewiththeregionallyagreedminimumtermsand conditionsofaccess.TheFFAmaintainsthreedatabases:theregionalregisterdatabase,the regionaltunafisherieslogsheetdatabase,andtheUSTreatycatchdatabase.
