It presents scientific publications and research results of the authors, who actively participated in this project, which addresses the main issues of forming of professional-public accreditation of programmers of agriculture of the Russian Federation and abroad. By the example of Kazan SAU presents the directions of improving the system of staffing of the agro-industrial complex on the basis of the activity of the scientific-educational cluster. Shows the results of a sociological study of life and professional preferences of graduates of rural schools of Tatarstan and the Kazan SAU, discussed effective mechanisms of integration of educational process, science and industry by the example of Kazan SAU, proposed the development strategy of a leading agricultural university. The article analyzes the consequences of global challenges for the agricultural sector of the Russian economy, has joined the World trade organization (WTO). Special attention is paid to the globalization of agricultural production, food security and risks in terms of the acceleration of the practical implementation of new principles and technological approaches to agriculture, the development of the Bioeconomy and the problem of import substitution, the decline in the share of rural areas and population. Russia is an urgent need to overcome the growing gap between the content of agricultural and the needs of agriculture in the new environment. Provides a list of factors which limiting the development of agricultural education in Russia. Key words. Global challenges, the world trade organization (WTO), agriculture, food security and risks, the bioeconomy, agricultural vocational education, agro-industrial complex (AIC) in Russia, humanitarian expertise, agrobioethics. Today, the agricultural sector of the Russian economy faces growing globalization of agricultural production and food market. XXI century is the century of high technologies and standards quality of life. Is the intensification of global competition, covering not only the traditional markets of goods, capital, technology and labor, but also of the system of national governance, support innovation, development of human potential. The need to ensure food security in terms of population growth - today we are on a planet of 7 billion people - poses new challenges for agriculture. For the production of sufficient and safe agricultural products requires harmonization of 4 the productive and ecological functions of agricultural landscapes, disease control and health protection of man, animals and plants, the sustainable development of rural areas and the desire of the population to achieve a new quality of life. Of particular concern is received wide spread production and use of genetically modified organisms (GMOs), carrying a serious risk for human and animal health, biological diversity on the planet. This requires special mechanisms and prevention, such as humanitarian expertise and agrobioethics. The inclusion of the Russian agricultural market into the world market system, after Russia joins the world trade organization (WTO), given the current state of agricultural production in our country, can put it in dependence on transnational corporations and lead to the loss of food sovereignty. Ban and sanctions on the export of agricultural products to Russia actualized the problem of import substitution. Russia has huge natural resource potential for efficient agricultural production: agricultural land in farms of all categories $ 190 million hectares, including arable land - more than 115 million ha, forage lands - more than 70 million hectares of new agricultural production will serve as a catalyst for rural development and growth of the rural economy as a whole, contributes to the creation of jobs and increasing the attractiveness of rural life, and the credit entry of additional capacities in crop production, animal husbandry and related processing sub-sectors of agriculture improves food security of the country and provides for the substitution of food. The main strategic threat, from the point of view of realization of the scenario of innovative development of Russia, is the possible loss in a competitive race for the formation of the reproductive core of the new technological order. Today, developed countries are talking not just about agriculture or agribusiness, and strategic goals of high-tech and profitable sector of the bioeconomy as a serious alternative to traditional industries, economies and markets. The above reinforces the need to update the scientific information, technical and technological base of agriculture on a qualitatively new basis requires maximizing the export market and to improve conditions for penetration of domestic goods in this market, and significantly raise their competitiveness. One of the important conditions to solve some of the problems facing agriculture of Russia today, is the modernization of the agricultural education is associated with the formation of relevant scientific, scientific-educational and scientific-production platform. The progressive development of human potential of the agricultural sector plays a pivotal role in achieving the designated high 5 results as the main carrier of innovative knowledge and skills, without which the introduction of modern methods and technologies in production and management of enterprises of agro-industrial complex is simply impossible. Staffing issues agriculture is of great socio-economic importance and is the most important priorities of the state policy not only at present but in the future. At the same time to ensure the competitiveness of Russia in the conditions of the major challenges there is an urgent need to overcome the growing gap between the content of agricultural education, all educational technologies, the structure and infrastructure of the educational sphere, the level of human capabilities and the needs of agriculture in the new environment. The article discusses the main features of the policy in the field of quality education in the Kazan state agrarian University. The main directions of work and improve the quality of agricultural education. Kazan state agrarian University is one of the oldest agricultural schools of Russia, effectively continuing the scientific traditions of classical University and experimental activities in the field of agriculture in the region, acting as the only guarantor of the continuity of multi-level training for agriculture and forestry in the Republic of Tatarstan, in conformity with international quality standards. Mission (a social role) – present and future sustainable development of the agricultural space of the Republic of Tatarstan and the Volga region as conditions for ensuring food and environmental safety, improving the quality of life of the population of Russia.
