(1990, 1) U.S. ADVISORY BOARD ON CHILD ABUSE AND NEGLECT RECOMMENDATION In its first report, the U.S. Advisory Board on Child Abuse and Neglect ( , 1990), of which I am a member, surveyed the state of ABCAN child protection in the United States and declared it to be in a state of emergency. rested its declaration on three broad findings. First, ABCAN the stunning magnitude of the problemnow more than 2.5 million reports of suspected cases per year in the United Statesis sufficient in itself to warrant a declaration of national emergency. More than doubling in the 1980s, the number of reports has risen at a breathtaking rate. Second, the child protection system has been unable to cope with the increasing number and complexity of cases. Regardless of the component of the system that is assessed, it is "overwhelmed, it is on the verge of collapse, and if and when it does [collapse], children will be even more seriously at risk than they are now, thus causing countless additional American children to suffer irreparable harm" ( , 1990, p.43, emphasis in the original). Third, ABCAN the costs resulting from the problem of child maltreatment are enormous. Billions of dollars are being spent on a failing child protection system, and probably billions more are being spent in an attempt to respond to the consequences of child maltreatment.
