The first was to survey the contemporary research in their assigned fields and to provide a bibliography that would give any interested scholar an entree into the literature. The second was to develop their own interpretive perspective on the economic literature of their assigned period. The third, and perhaps the most difficult, was to be very brief and concise. In a project of this type it would be difficult to extrapolate themes or evolutionary sequences that run through the literature over the two thousand years spanned by this survey. To some degree, the invited commentators provide a fund of suggestions that will stimulate interested readers to pursue this line of synthesis for themselves. The editor of this collection did not even entertain the idea of trying to coordinate the presentations and commentaries of this intellectually erudite and diverse group of scholars into agreed upon lines of interpretation. There is enough material, however, to provide a reference base for the interested scholar who desires to follow particular ideas from period to period. The requirements of brevity placed frustrating limitations upon the authors of the principal papers. In most cases, it led the specialists invited to comment on each chapter to devote considerable attention to supple menting the essay they were criticizing. The commentators were free from the burden of systematic coverage and, therefore, were able to focus upon their primary interests and draw out their preferred lines of inter pretation. One should read these pairs of essays with this unequal burden in mind. The contributors and commentators were selected on the basis of their reputations and research in the particular areas in which they specialize IX x PREFACE and the result has been an international aggregation of cosmopolitan scholars. They have all been very prompt and cooperative in the course of preparing this collection for publication. I am greatly indebted to my wife, Faye Cole Lowry, for her careful editorial scrutiny of all the contributions, and in particular for a heavy contribution to bibliographic research and the editing of my own chapter in this collection. Finally, the advice and freedom of choice proffered by Warren Samuels, the general editor of this series created a pleasant academic incentive, as has the helpful cooperation of the staff at Kluwer Academic Publishers.
